Iowa Rent Reimbursement: Eligibility, Amount, and Filing

Iowa rent reimbursement pays back a portion of the property taxes built into your rent if you’re 65 or older or totally disabled, you live in Iowa, and your 2025 household income was under $26,895. The Iowa Department of Health and Human Services runs the program, the state mails the money directly to you, and the 2026 filing window opened January 2.1Health & Human Services. Rent Reimbursement

Who Qualifies

Four things have to be true at the same time.

Age or disability. You must have turned 65 by December 31 of the year you paid the rent, which the program calls the base year. Younger renters qualify if they’re totally disabled, meaning a physical or mental impairment that keeps them from any substantial gainful work and is expected to last at least 12 continuous months or end in death.2Iowa Legislature. Iowa residency. You have to be domiciled in Iowa when you file, and you have to have rented a home in Iowa during the base year.3Iowa Legislature. Iowa Code 425.17 – Definitions Moving out of state before you file disqualifies you.

Income under the limit. For the 2025 claim year, the whole household’s income must come in under $26,895.1Health & Human Services. Rent Reimbursement Iowa’s definition of household income is broad: wages, pensions, Social Security, veterans’ disability, workers’ compensation, alimony, child support, capital gains, and in-kind housing assistance all count, even items that aren’t taxable on your federal return. Gifts from private individuals and surplus government food are the main things left out.2Iowa Legislature. Iowa Code Chapter 425 – Homestead Tax Credits, Exemptions, and Reimbursement Everyone who lived in the unit during the base year gets counted.

Taxable housing. The building you rented must be subject to local property taxes. Most public housing is tax-exempt and won’t qualify, but subsidized apartments in privately owned buildings that do pay property taxes can.

How Much You Get Back

Iowa first calculates how much of your rent is treated as property taxes, capped at $1,000 before the annual inflation adjustment the statute requires.4Iowa Legislature. Iowa Administrative Code Chapter 441-62 Then a sliding scale based on your household income decides what percentage of that amount you receive:

  • Lowest income bracket: 100%
  • Second bracket: 85%
  • Third bracket: 70%
  • Fourth bracket: 50%
  • Fifth bracket: 35%
  • Highest eligible bracket: 25%

The dollar cutoffs for each bracket shift every year with the same adjustment factor.5Iowa Legislature. Iowa Code 425.23 – Schedule for Claims for Credit or Reimbursement A renter near the bottom of the income scale gets back the full calculated amount; someone close to the $26,895 ceiling gets a quarter of it.

What To Gather Before You File

Pull your paperwork together first. You’ll want proof of identity, proof of disability if you’re under 65, and income records for every source listed above: W-2s, 1099s, Social Security benefit statements, and documentation for things like child support or workers’ comp that don’t show up on a federal return.

The key document is the Certificate of Rent Paid. Your landlord or property manager signs it to verify what you paid during the base year, and it separates rent for the dwelling from charges for utilities or furnishings, because only the dwelling portion counts. If your landlord won’t provide one, call the Iowa HHS Rent Reimbursement Unit at 515-420-6077 to ask about alternatives.1Health & Human Services. How and When To File

File online at benefits.stateofiowahhs.org.6Iowa.gov. How Do I Apply for Rent Reimbursement The 2026 window opened January 2, and the portal is currently accepting claims for both the 2025 and 2024 base years.1Health & Human Services. Rent Reimbursement

The statutory deadline is June 1 of the year after the base year, so rent paid in 2025 has a June 1, 2026 deadline. The HHS director can extend that deadline for sickness, absence, or other good cause, but no extension runs past December 31 of the year after the original deadline.2Iowa Legislature. Iowa Code Chapter 425 – Homestead Tax Credits, Exemptions, and Reimbursement That’s why late 2024 claims are still being accepted in 2026, but file on time if you possibly can.

Expect up to 90 days for a decision. If you’re approved, a check comes in the mail. You can check status in the same online portal where you filed.

Situations That Trip People Up

You Own a Mobile Home and Rent the Lot

The lot rent qualifies under the same rules as any other rent. Separately, mobile, manufactured, and modular homes in a park may qualify for a reduced tax rate through the county treasurer, which is a different program with its own application window.

You Live in a Nursing Home

A nursing home stay doesn’t disqualify you if you no longer own a home. Ask the facility to tell you how much of your payment is allocated to room and board versus medical care. Only the housing portion counts toward reimbursement.

The Eligible Person Died Before Filing

A surviving spouse, guardian, attorney, executor, or administrator can file the claim.4Iowa Legislature. Iowa Administrative Code Chapter 441-62 The regular deadlines still apply. Payment goes to the estate or to the surviving spouse who filed.

If Your Claim Is Denied

Read the denial notice for the specific reason. Income miscalculations and missing documentation are often fixable with another round of paperwork; living in tax-exempt housing is not. You have the right to appeal, and the HHS Rent Reimbursement Unit at 515-420-6077 can walk you through the next step.1Health & Human Services.
