If you withhold less than $6,000 of Iowa income tax per year, you file an Iowa withholding quarterly tax return on Form 44-095 through the GovConnectIowa portal, and it’s due by the last day of the month after each quarter closes. Miss the deadline and Iowa charges a 5% penalty for filing late and another 5% for paying late, plus interest at 10.0% per year for 2026.1Iowa Department of Revenue. Penalties and Interest Rates
Who Files on the Quarterly Schedule
Iowa uses annual withholding totals, not per-quarter amounts, to assign a filing frequency. You file quarterly when you withhold less than $6,000 of Iowa income tax per year, which works out to less than $1,500 per quarter or less than $500 per month.2Iowa Department of Revenue. Filing Frequency and Return Due Dates Most small employers land here. Employers withholding between $6,000 and $120,000 per year deposit monthly, and those above $120,000 deposit semimonthly, but all of them still file a quarterly return summarizing the period.3Legal Information Institute. Iowa Code r. 701-307.3 – Forms, Returns, and Reports
Iowa does not offer an annual withholding filing option. If you have one employee and you withhold any Iowa tax, quarterly is the minimum.
The Four Quarterly Deadlines
Returns are due by the last day of the month following each quarter. The schedule repeats every year:2Iowa Department of Revenue. Filing Frequency and Return Due Dates
- Q1 (January–March): April 30
- Q2 (April–June): July 31
- Q3 (July–September): October 31
- Q4 (October–December): January 31 of the following year
When a due date falls on a Saturday, Sunday, or Iowa-recognized holiday, the deadline shifts to the next business day. File the return even if you paid no wages or withheld nothing that quarter. A zero return still has to be submitted; skipping it is treated the same as not filing.
What the Return Reports
Form 44-095 is short. Have your Federal Employer Identification Number and your Iowa withholding permit number in front of you before you start — the Department accepts either the 12-digit or 9-digit version of the permit number.
You report three figures. Total Iowa gross wages paid to all employees during the quarter (compensation before deductions). Total Iowa income tax withheld from those wages. Any credit carried forward from a prior overpayment. The portal subtracts the credit and shows the net balance due.
Keep your payroll register for the quarter, broken down by employee and pay period. That register is what reconciles the summary numbers on the return to the actual deposits in your account if the Department audits you later.
Filing Through GovConnectIowa
GovConnectIowa has been the required electronic filing system for Iowa withholding tax since February 2022, replacing the older eFile & Pay system.4Iowa Department of Revenue. GovConnectIowa is Here: Connect Now! If you had an Iowa tax permit before that transition, you still need to set up a GovConnectIowa login to reach your account.
Once you’re in, open your withholding tax account and select the quarterly return for the period you’re filing. The portal collects your gross wages and tax withheld, calculates the balance, and lets you pay from a linked bank account. A confirmation number appears as soon as the return is accepted. Save it. That number is your proof the return was filed on time. The Department’s GovConnectIowa help page covers login setup, credential resets, and linking existing accounts.5Iowa Department of Revenue. Penalties and Interest When You’re Late
Iowa charges separate penalties for late filing and late payment. Each is 5% of the unpaid balance, and both can apply to the same return, so a return that’s filed late and paid late carries a combined 10% penalty on top of the tax owed.1Iowa Department of Revenue. Penalties and Interest Rates Both penalties are triggered only when you’ve paid less than 90% of the correct tax by the due date, so a small shortfall on an otherwise timely payment won’t set them off.
Three heavier penalties sit behind those:
- Audit deficiency: an additional 5% on any underpayment the Department finds during an examination.
- Failure to file after demand: $1,000 per return listed in a demand letter if you still haven’t filed 90 days after it’s sent.
- Fraud or willful failure to file: 75% of the unpaid tax, and this one cannot be waived.
Interest runs on any unpaid balance from the original due date. For 2026 the rate is 10.0% per year, or 0.8% per month.1Iowa Department of Revenue. Penalties and Interest Rates The rate is reset each January, so check it at the start of a new year before you calculate what you owe on an older balance.
Closing the Account When You Stop Paying Wages
If you stop paying Iowa wages, cancel the withholding account rather than simply letting the returns lapse. An open account keeps generating expected returns, and eventually the Department sends demand letters with $1,000-per-return penalties attached.
You can cancel through GovConnectIowa or by submitting Form 92-034 by mail or fax. Every return through the effective cancellation date has to be filed, and the final return is due by the end of the month after that date.6Iowa Department of Revenue. Iowa Business Tax Cancellation Form 92-034 The form needs a handwritten or digitally certified signature; stamped or typed signatures are rejected. Mailed forms go to the Iowa Department of Revenue, ATTN Registration Services, PO Box 10470, Des Moines, IA 50306-0470. The fax number is 515-281-3906.
The Separate February 15 W-2 Deadline
Quarterly filing doesn’t cover the annual reconciliation. By February 15 each year, you also have to file copies of every W-2 showing Iowa withholding with the Department, separately from the copies you send employees and the Social Security Administration.7Iowa Department of Revenue. File a W-2 or 1099 W-2s go through GovConnectIowa. The old Verified Summary of Payments is no longer required. February 15 doesn’t line up with the federal January 31 date for distributing W-2s to employees, so put the Iowa deadline on the calendar as its own entry.
