Yes, a temporary paper driver’s license is valid in New York for 60 days from the date the DMV issues or you download it. It gives you full legal driving privileges in the state while your permanent photo card is produced and mailed. Where the Temporary License Won’t Get You Through
The TSA does not accept a temporary paper driver’s license as valid identification for boarding a domestic flight.4Transportation Security Administration. Car rentals cause similar friction. Major rental companies want an unexpired, government-issued license with a photo, and a paper temporary without a photo will not satisfy most rental counters.
If Your Permanent License Hasn’t Arrived
Give it the full two weeks first. If nothing has shown up after that, check the mailing address on your DMV record before you do anything else. An outdated address is the most common reason permanent licenses go astray, because the DMV mails to whatever address they have on file.

What Happens if the 60 Days Runs Out
Don’t keep driving on an expired paper. Under New York Vehicle and Traffic Law, operating a vehicle without possessing a valid license carries a fine between $75 and $300, up to 15 days in jail, or both. The penalty drops to a maximum $40 fine if the violation involves failure to renew a license that was valid within the past 60 days.7New York State Senate. The cleaner move is to request a replacement before the temporary expires. A learner permit is valid for about five years, with the exact expiration tied to your date of birth and the date you apply. It is a standalone authorization to practice driving under supervision, not a bridge document waiting on a permanent card. “Temporary Visitor” License
Non-citizens in the U.S. temporarily can hold a New York license printed with “Temporary Visitor” and their Department of Homeland Security document expiration date. A common misreading is that the license expires on that date. It does not.
