A Texas temporary paper ID is valid for 60 days from your transaction date and works for driving and most everyday identification, but it will not get you through a TSA checkpoint, into a federal building, or past voter ID at the polls, and new scanning rules make it unreliable for buying alcohol at stores.
The paper printout you walked out of the DPS office with carries your photo and personal information and stands in as official proof of identity while your plastic card is manufactured and mailed, which usually takes two to three weeks.1Department of Public Safety. Section 3: Issuing A Temporary Permit If the hard card hasn’t shown up after about three weeks, you can check mailing status online through DPS or email customer service to report a delay.2Department of Public Safety. Where’s My Driver License or ID Card?
Driving on the Paper
Your temporary works as a valid driver’s license in Texas. The Transportation Code’s definition of “driver’s license” specifically includes a temporary license or instruction permit, so a current, unexpired paper ID carries the same legal weight behind the wheel as the plastic card.3Justia Law. Texas Transportation Code Chapter 521 – Drivers Licenses and Certificates
If you get pulled over, hand the officer the paper. Law enforcement recognizes it. Carrying your expired permanent card next to it helps, because the pair makes it immediately obvious you’re mid-renewal rather than driving unlicensed.
Flying and Federal Buildings
This is where the paper fails you, and it catches people off guard. TSA will not accept a temporary driver’s license for air travel. It doesn’t matter that DPS issued it or that your photo is on it.4Transportation Security Administration. Acceptable Identification at the TSA Checkpoint
REAL ID enforcement began on May 7, 2025, which tightened the rules further. Every domestic air traveler 18 and older now needs a REAL ID-compliant license (the one with the star in the upper corner), a passport, a military ID, or another federally approved form of identification. TSA explicitly warned that it “will not accept the temporary paper card given at the DMV.”5Transportation Security Administration. TSA to Highlight REAL ID Enforcement Deadline of May 7, 2025
Showing up at a checkpoint with only the paper doesn’t automatically bar you from flying, but the process is unpleasant. TSA may try to verify your identity through personal questions and additional screening. Starting February 1, 2026, travelers without acceptable ID will have the option to pay a $45 fee for an identity verification process at the checkpoint.4Transportation Security Administration. Acceptable Identification at the TSA Checkpoint Neither route is guaranteed to work, and both cost significant time.
REAL ID enforcement reaches past airports. Federal facilities including courthouses, military bases, and certain government buildings also require REAL ID-compliant identification for entry.6Transportation Security Administration. REAL ID Frequently Asked Questions The paper will not get you in. If you have a flight or a federal appointment during your 60-day window, bring a passport, or time your renewal so the hard card arrives first.
Buying Alcohol
Alcohol is the complicated one, and the rules shifted in late 2025.
Bars, restaurants, and other on-premises sellers are not actually required by law to check your ID at all. The Texas Alcoholic Beverage Commission says these sellers should check to avoid serving a minor, but there’s no legal mandate, and when they do check they “may accept any type of ID you are comfortable with, including expired driver’s licenses, foreign passports, etc.”7Texas Alcoholic Beverage Commission. Age Verification A temporary paper ID is fine in this setting.
Off-premises sellers like grocery stores, convenience stores, and liquor stores operate under different rules now. Senate Bill 650, which took effect September 1, 2025, requires these retailers to visually inspect and electronically scan the buyer’s driver’s license, commercial driver’s license, or identification certificate before completing an alcohol sale.8Texas Legislature Online. Texas Senate Bill 650 – 89th Legislature A temporary paper ID may not carry a scannable barcode, so a store trying to comply can turn you away. TABC will not take disciplinary action against retailers for scanning-related violations on sales made before September 1, 2027, so enforcement is still ramping up. In practice, some stores will accept the paper during this transition and some won’t. If retail alcohol purchases matter to you during the waiting period, buy at a bar or restaurant, where the scanning rule doesn’t apply.
Voting
Texas requires specific photo identification to vote in person, and a temporary paper ID isn’t on the approved list. The state accepts a Texas driver’s license issued by DPS, a Texas election identification certificate, a Texas personal identification card, a Texas handgun license, a U.S. military ID with a photo, a U.S. citizenship certificate with a photo, or a U.S. passport.9VoteTexas.gov. Voter ID Requirements The list calls for a DPS-issued license, not a temporary receipt.
If Election Day falls inside your 60-day window and the hard card hasn’t arrived, you aren’t shut out. Voters who don’t have and can’t reasonably obtain one of the seven approved IDs can fill out a Reasonable Impediment Declaration at the polling place and present a supporting document instead, such as a voter registration certificate, a utility bill, a bank statement, a government check, or a paycheck.9VoteTexas.gov. Voter ID Requirements The declaration route works. It also adds time at the polls, so if you can get the permanent card first, do that.
Tobacco, Banks, and Everyday Use
Federal law sets the minimum age for tobacco purchases at 21,10Food and Drug Administration. Tobacco 21 and Texas mirrors that threshold under its Health and Safety Code.11Texas Comptroller of Public Accounts. Underage Smoking Provisions – Regulatory Information Since September 2024, retailers must check a photo ID for anyone who appears to be under 30. A temporary paper ID with your photo and date of birth satisfies the federal “photo ID” requirement, though individual retailers may still refuse paper documents under their own corporate policies.
For most non-government purposes, the paper works fine. Banks, credit unions, and check-cashing services generally accept any government-issued photo ID, and the Texas temporary qualifies. Same for picking up prescriptions, signing a lease, or routine transactions where a business just needs to confirm who you are. Policies vary by business. A temporary paper document is easier to forge than a plastic card with embedded security features, so cautious establishments sometimes push back. Carrying a second piece of ID alongside it, like an expired permanent card, a passport, or a credit card in your name, cuts refusals down.
Getting Through the 60 Days
Most problems with the paper come down to timing. A few steps smooth the wait:
- Track your card through the DPS online status checker, and email DPS customer service if it hasn’t arrived within three weeks.2Department of Public Safety. Where’s My Driver License or ID Card?
- Keep a backup ID on you. A passport, military ID, or expired permanent card handles most situations where paper alone gets questioned.
- Don’t fly without a real card. Plan renewals so your plastic arrives before any scheduled flights, and treat a passport as the safe backup for travel during the window.
- Check voting deadlines. If an election falls inside your 60 days, bring a utility bill or voter registration certificate for the Reasonable Impediment Declaration.
Don’t Alter the Paper
Because the temporary is just a printout, altering it may look tempting, whether to change a birth date or paper over a problem it caused. Texas treats this seriously under more than one statute.
Possessing or displaying a driver’s license you know is fictitious or altered is a Class A misdemeanor under the Transportation Code, carrying up to one year in jail and fines up to $4,000.12State of Texas. Texas Transportation Code 521.451 – General Violation If prosecutors charge it as tampering with a governmental record under the Penal Code, the penalties climb: the base offense is a Class A misdemeanor, but tampering with a license, permit, or similar government-issued document jumps to a third-degree felony (two to ten years in prison). Add intent to defraud and it becomes a second-degree felony.13State of Texas. Texas Penal Code 37.10 – Tampering with Governmental Record Minors who use a fake or altered temporary to buy alcohol face a separate Class C misdemeanor charge under the Alcoholic Beverage Code, and prosecutors can pick the more serious statute when the conduct fits both.
