Is Florida Still a Swing State? Registration and Migration Shifts

Florida is not a swing state anymore. Donald Trump carried it by 13 points in 2024, Republicans hold a voter registration advantage of nearly 1.49 million, and the GOP controls the governorship, both U.S. Senate seats, and supermajorities in both chambers of the legislature. National forecasters left Florida off every major 2024 battleground list. Some analysts still think a Democrat could win a statewide race under the right conditions, but the days when Florida decided presidencies by 537 votes are, for the moment, over.

From Recount State to Republican Lock

The 2000 presidential election is the clearest marker of what Florida used to be. George W. Bush defeated Al Gore by 537 votes out of roughly six million cast, a result that was not settled until the U.S. Supreme Court ended the recount five weeks later in Bush v. Gore.1FEC. The margins have widened in one direction ever since. Trump won by 1.2 points in 2016, 3.3 points in 2020, and 13.1 points in 2024, taking 56.1 percent of the vote to Kamala Harris’s 43 percent.4New York Times. What Drove the Shift

Registration Flipped

In 2020, Democrats still had about 97,000 more active registered voters than Republicans in Florida.12The Conversation. Hispanic Voters Moved Right

Florida’s Hispanic electorate has been central to the realignment. Cuban Americans leaned Republican historically, drifted during the Obama years, and swung back sharply starting in 2016.17U.S. State Department. In-Migration Favored Republicans

About 300,000 people moved to Florida between April 2020 and April 2021 alone.12The Conversation. Republican Governance and Election Law

Florida has had a Republican governor since 1999, a Republican state Senate majority since 1995, and a Republican state House majority since 1997. The DeSantis years sharpened the state’s ideological profile with a six-week abortion ban, permitless concealed carry, bans on DEI programs in state colleges, and the Parental Rights in Education Act that critics called “Don’t Say Gay.”12The Conversation. Florida, Once Considered a Swing State, Is Firmly Republican Election law changes also reshaped the field. The Florida Democratic Party has pointed to S.B. 524 and S.B. 7050, which altered voter list maintenance and imposed criminal penalties on some third-party voter registration activity, as contributors to its declining registration numbers; whether those laws caused the decline or merely coincided with it is disputed.20Florida Democratic Party. The Florida Democratic Party Collapsed

In the first quarter of 2025, the state Democratic Party raised $300,000. Republicans raised $4.6 million.18Politico. Florida Democrats Meltdown and Infighting National Democratic organizations largely abandoned Florida in 2024, directing presidential-race spending to Pennsylvania, Michigan, and Wisconsin instead.21Miami Herald. National Democrats and Florida Two Democratic state House members switched to the GOP in January 2025. In April 2025, state Senate Democratic leader Jason Pizzo declared the party “dead” and re-registered as an independent. Pizzo estimated a competitive Florida gubernatorial race would cost $170 million.

Could Florida Flip Back?

There are reasons to think the state is not purely red on every question, even if it votes that way for candidates. In 2024, Amendment 4, which would have protected abortion access up to fetal viability, drew 57 percent support; Amendment 3, to legalize recreational marijuana, drew 56 percent. Both majorities fell below the 60 percent supermajority Florida requires for constitutional amendments, and Florida became the first state to reject an abortion rights ballot measure after Roe v. Wade was overturned.22NPR. Florida’s Amendment to Protect Abortion Rights Fell Short23New York Times. Florida Amendment 3: Legalize Marijuana Results24Florida Phoenix. Two 2025 congressional special elections in deep-red districts also tightened. In Florida’s 1st District, Democrat Gay Valimont lost to Jimmy Patronis by about 15 points, less than half the 32-point margin from the previous November, and she flipped Escambia County, which has nearly twice as many registered Republicans as Democrats.26NPR. The 2026 governor’s race will test whether any of that scales. Republican Congressman Byron Donalds leads early primary polling at 46 percent. David Jolly, a former Republican congressman who re-registered as a Democrat in April 2025, is running with former Congresswoman Gwen Graham as his lieutenant governor pick.29Click Orlando.
