Is Georgia a Tax-Friendly State? Flat Rate and Retiree Breaks

Georgia is a tax-friendly state for most residents and an especially favorable one for retirees. The individual income tax is a flat 5.19% for 2026 and scheduled to keep dropping, Social Security is fully exempt, retirees 65 and older can shield up to $65,000 per person in other retirement income, and there is no state estate or inheritance tax. Groceries are exempt from the 4% state sales tax. The main surprise for newcomers is a one-time 7% title tax on vehicles.

Income Tax: A Declining Flat Rate

Georgia moved from graduated brackets to a single flat rate under House Bill 1437, and legislative action has accelerated the schedule since. The rate for the 2026 tax year is 5.19%, with further reductions planned toward 4.99% if revenue targets are met.1Georgia Senate Special Committee on the Elimination of Georgia’s Income Tax. Final Report and Recommendations (January 2026) Those future cuts are not automatic. Each one must be formally triggered based on audited state finances.2Georgia General Assembly. House Bill 1437 (As Passed House and Senate)

The 5.19% applies to all taxable income, including wages, business earnings, and investment gains, after the standard deduction and personal exemptions. Georgia allows a $4,000 personal exemption for each dependent, which lowers the income actually taxed, especially for families.

Why Retirees Do Particularly Well

The retirement income exclusion under O.C.G.A. § 48-7-27 is the single biggest reason Georgia lands on tax-friendly lists for retirees. The amount you can exclude from state taxable income depends on your age:

  • Ages 62 through 64: up to $35,000 per person.
  • Age 65 and older: up to $65,000 per person.

A married couple who are both 65 or older can shield a combined $130,000 each year. Qualifying income includes private pensions, annuities, interest, dividends, rental income, capital gains, royalties, and distributions from 401(k) or IRA accounts. Up to $5,000 of earned income also counts; wages or business income above that amount do not qualify.3Justia. Georgia Code 48-7-27 – Computation of Taxable Net Income

Social Security Is Fully Exempt

Social Security and Railroad Retirement benefits are fully exempt from Georgia state income tax at any age and any income level. Military Retirement

Veterans under 62 who receive military retirement pay can exclude up to $17,500 per year from Georgia taxable income.3Justia. Property Taxes Are Local, and Seniors Get Extra Breaks

Georgia does not levy a state property tax. Counties, cities, and school districts set and collect their own property taxes. Real estate is assessed at 40% of fair market value, and local millage rates are applied to that figure.

Every homeowner using a property as a primary residence can claim a standard state homestead exemption that reduces assessed value by $2,000. You apply through your county tax commissioner’s office, typically by April 1 of the tax year, and missing the deadline usually means paying the full assessed amount for that year.6Department of Revenue. Seniors do considerably better. Homeowners 62 or older whose household income (excluding Social Security and certain retirement income) is under $10,000 can claim up to an additional $10,000 of assessed value exempt from school taxes. Because the income test excludes most retirement payments, many seniors qualify despite having moderate total income.6Department of Revenue. Property Tax Homestead Exemptions

Homeowners 62 and older with household income generally under $30,000 may also qualify for a floating state exemption that prevents inflation-driven increases in appraised value from raising county property taxes. On top of that, counties including Cobb, DeKalb, Fulton, Gwinnett, Cherokee, Forsyth, and Chatham have adopted their own valuation freezes that lock in a home’s taxable value for as long as the homeowner lives there. Rules vary, so check with your county tax commissioner.6Department of Revenue. Property Tax Homestead Exemptions

Sales Tax and the Grocery Exemption

The state sales tax is 4%, and local add-ons push combined rates to between 7% and 9% in most areas, with at least one county reaching 9%.7Department of Revenue. Tax Rates Rates shift with local ballot measures, so check your county before budgeting.

Groceries bought for off-premises consumption are exempt from the 4% state portion. Local sales taxes still apply, so you will pay roughly 1% to 5% on food depending on where you shop rather than the full combined rate.8Cornell Law Institute. The Vehicle Tax Surprise

One tax catches newcomers off guard. Instead of annual vehicle property taxes, Georgia charges a one-time Title Ad Valorem Tax (TAVT) when you title a vehicle. The standard rate is 7% of fair market value, so a $30,000 car costs $2,100 at titling.9Department of Revenue. Vehicle Taxes – Title Ad Valorem Tax (TAVT) and Annual Ad Valorem Tax

No State Estate or Inheritance Tax

Georgia imposes neither an estate tax nor an inheritance tax. The state eliminated its estate tax effective July 1, 2014, under O.C.G.A. § 48-12-1.12Department of Revenue – Georgia.gov.
