Yes, marijuana is illegal in Dubai, and it is illegal everywhere else in the United Arab Emirates. Penalties for Personal Use and Possession

- First offense: at least three months in prison, or a fine of AED 10,000 to AED 100,000 (roughly $2,700 to $27,200).
- Second offense within three years: at least six months in prison, or a fine of AED 20,000 to AED 100,000.
- Third or later offense: at least six months in prison and a fine of AED 50,000 to AED 200,000. The court must impose both.
Non-citizens can also be deported. Since Cabinet Resolution No. 43 of 2024, judges have discretion over deportation rather than ordering it automatically, and non-resident foreigners caught with small amounts at a UAE port of entry may be fined AED 5,000 to AED 20,000 and allowed through after payment. When Possession Turns Into Trafficking
Penalties jump sharply if authorities believe a person intended to sell, distribute, or promote narcotics. Under Articles 57 and 58, trafficking offenses can carry life imprisonment. Intent to traffic does not require being caught mid-sale. Larger quantities, packaging materials, scales, and messages on a phone can all be used to build that inference, which is how a case that starts as simple possession can turn into something much worse.
CBD, Hemp, and Edibles
Travelers who assume CBD or hemp products are safe because they are legal at home are walking into one of the most common traps at Dubai’s borders. A narrow exception exists for cosmetics containing oils extracted from industrial hemp seeds or stalks. Medical Marijuana Cards and Prescriptions From Abroad
A medical cannabis card or a doctor’s prescription from your home country carries no weight in the UAE. Enforcement reaches further than what is inside a suitcase. Authorities have prosecuted travelers over trace amounts of cannabis found on clothing or personal items, and residual THC in the bloodstream from use in another country has been treated as grounds for criminal charges. Drug testing can also be initiated by employers, police during routine stops, and hospitals, and a positive result triggers the same criminal provisions.
