North Carolina is not a blue state. It is a swing state with a slight Republican lean at the top of the ballot, and it has voted for the Republican presidential nominee in every election since 2012 while electing a Democratic governor in each of those same cycles.1NPR. A Look at 2 States That Are Becoming Increasingly Rare Purple in Politics Analysts and forecasters consistently classify it as purple, one of a shrinking group of genuinely competitive states.
Presidential Results Lean Republican, But Barely
The last Democrat to carry North Carolina at the presidential level was Barack Obama in 2008, and he won by roughly 14,000 votes.2270toWin. North Carolina Presidential Election Voting History Every Republican nominee since has won, but the margins have been small. Romney took the state by two points in 2012. Trump won by about 3.6 points in 2016, 1.3 in 2020, and 3.2 in 2024, when he defeated Kamala Harris 2,898,423 to 2,715,375.3The American Presidency Project. 2024 Presidential Election Results
That is a different pattern from the Republican blowouts of 2000 and 2004, when the GOP carried the state by double digits, and different again from most of the 20th century, when North Carolina was part of the Democratic Solid South.2270toWin. Democrats Keep Winning Statewide Executive Races
If North Carolina were a red state, the governor would probably be a Republican. He isn’t. Democrat Josh Stein won the 2024 governor’s race by nearly 15 points over Republican Mark Robinson, 54.9% to 40.1%.4North Carolina State Board of Elections. 2024 General Election Results – Council of State Stein succeeded two-term Democrat Roy Cooper. That is three straight Democratic governors, elected in the same cycles that gave Trump his North Carolina wins.
Down the ballot, the 2024 Council of State races split almost evenly. Democrats won attorney general (Jeff Jackson, 51.4%), lieutenant governor (Rachel Hunt, 49.5%), secretary of state (Elaine Marshall, 51.0%), and superintendent of public instruction (Mo Green, 51.2%). Republicans won treasurer, auditor, commissioner of agriculture, commissioner of insurance, and commissioner of labor.4North Carolina State Board of Elections. 2024 General Election Results – Council of State Neither party controls the executive branch outright.
Republicans Control the Legislature and Most Congressional Seats
The clear Republican advantage is in the General Assembly. For the 2025–26 session, Republicans hold the state House 71–49 and the state Senate 30–20.5National Conference of State Legislatures. State Partisan Composition The Senate has a veto-proof supermajority; the House sits one seat below the 72-seat supermajority threshold, so overriding a Stein veto there requires at least one Democratic vote.6El Pueblo. NCGA Opens Its 2025-26 Session With a New Composition After the 2024 Elections In 2023, with supermajorities in both chambers, Republicans overrode all 19 of Governor Cooper’s vetoes in a single year, a state record, enacting new abortion restrictions and changes to election administration among other measures.7Nelson Mullins. Old North State Report
The U.S. House delegation looks even more lopsided: 10 Republicans and 4 Democrats after 2024, with new maps for 2026 expected to yield an 11-to-3 split.8NC Newsline. NC Congressional Map Giving GOP 11 of 14 Seats Wins Final Approval That delegation reflects the map more than the electorate. In 2024, Democrats won more than 46% of the statewide congressional vote but took only 29% of the seats. A court-drawn map in 2022 had produced a 7–7 split; after conservatives won a majority on the state Supreme Court and ruled that partisan gerrymandering claims were off-limits to state courts, Republican lawmakers redrew the districts to pack Democratic voters into a handful of safe seats.9Brennan Center for Justice. How Gerrymandering and Fair Maps Affected the Battle for the House
No Party Has a Majority of Voters
Among the state’s nearly 7.7 million registered voters in early 2026, unaffiliated voters are the largest bloc at 38.9%, with Republicans and Democrats tied at 30.2% each. Registered Republicans now slightly outnumber registered Democrats for the first time in state history. Political scientist Chris Cooper noted that the Republican share of registration is essentially unchanged from 1988; the shift comes from Democrats re-registering as unaffiliated, not from a Republican surge.10WRAL. Republican Voters Outnumber Democrats for First Time in NC History Nearly half of voters between 18 and 25 are registered as unaffiliated.11Carolina Demography. Why the State Stays Competitive
Several forces keep North Carolina from settling into either column.
- Migration. North Carolina leads the country in net domestic migration, and Charlotte alone gained 225,500 net migrants between 2021 and 2025. Research has found that migrants born outside the South tend to be more politically unaffiliated and hold more progressive social attitudes than native-born residents. More than 40% of state residents were not born in North Carolina.12Oxford Economics. Boom in Carolina Migration Driven by Job Opportunities, Affordability, and Retirees13SAGE Journals. Political Attitudes and Behavior of Northern Migrants to the South14EdNC. Red State, Blue State, an Education State
- The urban-rural divide. Urban and diverse counties lean Democratic while rural counties lean Republican, and political weight continues to shift toward the suburbs of Charlotte, Raleigh-Durham, and the Triad.15Duke Today. NC’s Shifting Population Makes It a Significant Swing State
- A large Black electorate. African Americans make up roughly 22% of registered voters, a higher share than in most swing states. When Black turnout fell from 22% to 18% of the total vote between 2012 and 2016, the drop was estimated to have cost Hillary Clinton about four percentage points in the state.16PBS NewsHour. How North Carolina Became a Swing State
- Colleges and universities. The state’s concentration of higher education institutions makes the student vote a meaningful factor, though turnout varies.15Duke Today. NC’s Shifting Population Makes It a Significant Swing State
The short answer to the color question is that North Carolina is neither blue nor red. Republicans win at the top of the presidential ticket and dominate the legislature and the congressional map; Democrats win the governor’s mansion and roughly half the other statewide offices; and the largest group of voters belongs to no party at all. As Republican strategist Carter Wrenn put it, “bottom line for any race in North Carolina statewide now either party can win.”16PBS NewsHour. How North Carolina Became a Swing State
