Yes. The NYPD Accidental Disability Retirement pension is tax-free at the federal, New York State, and New York City levels. Why the Federal Exclusion Applies

The Variable Supplements Fund, often called the “holiday bonus,” does not share the ADR pension’s federal tax-free status. The IRS treats VSF payments as additional compensation rather than injury-related disability benefits, so federal income tax applies and withholding is taken from the distribution. At the state level, the New York Legislature has specifically exempted VSF distributions from New York State income tax. Wages From Post-Retirement Work

The Section 104(a)(1) exclusion applies to the disability benefit itself. It does not apply to wages you earn in a new job after retirement.
