Is Rent Relief Still Available in Rhode Island?

Rent relief in Rhode Island is harder to come by than it was during the pandemic, but it has not disappeared. If you applied to RentReliefRI or EPAP in the past and never got a decision, that case is closed. You cannot reopen it. Any new request has to go through the agencies below.

Who Qualifies

Most programs limit eligibility to households at or below 80 percent of the HUD Area Median Income for their region, and priority goes to households at or below 30 percent. For FY 2025, the 30 percent threshold in Rhode Island is $18,150 a year for a single person and $25,900 for a family of four. You also need to be a current Rhode Island resident, and you need to show a financial hardship. That usually means a documented job loss, medical emergency, or other unexpected expense that made rent unaffordable. What the Money Covers

Under Emergency Solutions Grant rules, a household can receive up to 24 months of rental assistance in any three-year period. That cap combines every type of help: short-term (up to 3 months), medium-term (4 to 24 months), and back rent. The program can also pay a one-time arrears amount of up to 6 months, including late fees on those arrears. ESG funds can also cover a security deposit of up to two months’ rent, a last month’s rent payment when necessary to secure housing, utility assistance, and short shelter stays.8eCFR. 24 CFR Part 576 – Emergency Solutions Grants Program Priority goes to people already homeless or facing imminent eviction, so applicants who are a few months behind but not yet served with court papers often sit lower in the queue.

Payments generally go directly to the landlord or utility company, not to you. Documents to Have Ready

Every adult in the household needs a government-issued photo ID and a Social Security number or ITIN. Income verification is mandatory: recent pay stubs, unemployment benefit letters, and any child support documentation covering total household earnings.

You will also need your current lease, signed by you and your landlord, and utility bills from the last 60 days to confirm residency and total debt. The agency will ask for your landlord’s contact information because payment usually goes there directly. The application itself asks you to list which months of rent you owe and any late fees your lease permits. Incomplete applications are the most common cause of delay, so finish every field and get every signature before submitting.

Most agencies accept applications through a secure online portal, with mail or in-person drop-off available. After intake, a caseworker reviews the packet and contacts your landlord to verify what is owed. Processing takes at least a couple of weeks, sometimes longer, and there is no statewide standard. A short follow-up call can flag a missing document before it stalls the file.

If You Are Facing Eviction Right Now

If you cannot afford a lawyer, Rhode Island Legal Services provides free defense to qualifying low-income tenants. In Providence, the city’s Eviction Defense Program works with Rhode Island Legal Services and the Rhode Island Center for Justice to represent residents earning 65 percent or less of the Area Median Income. Programs funded through Emergency Solutions Grants have to follow federal due-process rules before denying or ending assistance.
