Yes, Rhode Island is a compact state. It participates in more than a dozen interstate compacts, including at least seven that let licensed professionals practice across state lines without a separate license in each state, two long-standing driver compacts that affect anyone who drives out of state, and regional agreements covering insurance, higher education, emergency management, offender supervision, and water pollution. The state has been especially active since 2022, joining or rejoining several professional licensure compacts in quick succession.

What You’ll Generally Need to Qualify
Each compact sets its own rules, but a few requirements recur. You’ll need an active, unencumbered license in your home state with no current discipline, a fingerprint-based criminal background check through state and FBI databases, and whatever educational and examination standards your profession’s compact spells out.2National Council of State Boards of Nursing. Uniform Licensure Requirements for a Multistate License Background check costs generally run between $15 and $87 depending on state and method. A felony conviction disqualifies you from the NLC multistate license outright; other compacts handle criminal history case by case. Participation in an alternative-to-discipline monitoring program for substance use or practice issues will also affect eligibility.
Driver Compacts
Rhode Island has been a member of the Non-Resident Violator Compact since April 1986 and the Driver License Compact since January 1987.13AAMVA. Driver License Compact Non-Resident Violator Compact Both affect every Rhode Island driver who travels out of state.
The Driver License Compact makes traffic convictions follow you home. When you’re convicted of a moving violation in another member state, that state reports it to the Rhode Island DMV. For four categories of serious offenses, Rhode Island must treat the out-of-state conviction exactly as if it happened here: vehicular manslaughter, driving under the influence, a felony involving a motor vehicle, and leaving the scene of an accident that caused injury or death. Other violations get reported too, with more home-state discretion in handling them.
The Non-Resident Violator Compact covers what happens when you ignore an out-of-state ticket. If you’re cited for a moving violation in another member state and fail to respond, that state notifies Rhode Island and your license is suspended until you deal with the ticket. The compact is also why you aren’t arrested on the spot for an out-of-state moving violation; as a driver from a member state, you’re released on your own recognizance with a promise to appear or pay.
