There is no grace period for an expired SC handicap placard. The moment the date on your placard passes, parking in an accessible space is treated exactly like parking there with no placard at all, and the officer checking it only has to glance at the printed expiration date to see the problem.1South Carolina Legislature. South Carolina Code 56-3-1960 – Temporary and Permanent Parking Placards; Illegal Duplication or Forgery If yours has lapsed, stop using it and start the renewal today.
What a Citation on an Expired Placard Costs
Using an expired placard is a misdemeanor in South Carolina. A conviction carries a fine of $500 to $1,000, up to 30 days in jail, or both, per offense.2South Carolina Legislature. South Carolina Code 56-3-1970 – Unlawful Acts These cases go to summary court.
The vehicle can also be towed. State regulations allow towing any vehicle that occupies a handicapped space without a valid permit, and an expired placard is not a valid permit.3Legal Information Institute. South Carolina Code Regs 119-21 – When Vehicle May Be Towed or Immobilized Towing and storage charges come on top of the court fine.
Renewing Your Placard
Every renewal requires a fresh medical certification. You cannot renew by request alone, even if your placard was issued as permanent. You will need:
- SCDMV Form RG-007A, with the “renewal” box selected. The form is available on the SCDMV website or at any branch.
- The medical section of that form completed and signed by a licensed physician, certifying your disability and whether it is temporary or permanent.1South Carolina Legislature. South Carolina Code 56-3-1960 – Temporary and Permanent Parking Placards; Illegal Duplication or Forgery
- A current South Carolina driver’s license, beginner’s permit, or ID card photo on file with the SCDMV.
- A $1 fee.4SC DMV. People with Disabilities
Submit the completed application and payment at any SCDMV branch, or mail it with a check or money order to SCDMV, Registration, PO Box 1498, Blythewood, SC 29016-0019. The new placard arrives by mail within five to ten business days after processing.4SC DMV. People with Disabilities
Permanent placard holders can also renew online through the SCDMV website, which is the fastest route when your expiration is coming up.4SC DMV. People with Disabilities
Build in Lead Time So You Don’t Lose Access
Because the state gives no grace period and the mailed placard takes up to ten business days, the stretch between expiration and the arrival of your new placard is the dangerous window. In that window you have no legal right to use accessible spaces. Start renewal at least a month before your expiration date. Book the physician visit early, get the medical section signed, and send the form in with enough runway that the replacement reaches you before the current one lapses. A little planning keeps you out of a choice between a misdemeanor citation and giving up the spaces you depend on.
If the Placard Was Valid but Not Displayed
A separate situation sometimes gets confused with expiration: you had a current placard in the car, but it wasn’t hanging from the mirror when the officer walked by. You can contest that ticket in court by bringing the placard and showing it was valid on the date of the violation. Dismissal is realistic, though a judge may still assess court costs. This defense does nothing for you if the placard was actually expired when you parked.
