Is There Sales Tax in Utah? Rates, Exemptions, and Use Tax

Sales tax in Utah starts at a statewide rate of 4.85%, and local governments add their own percentages on top, so the rate you actually pay at the register depends on where you’re standing.1Utah Legislature. Utah Code 59-12-103 – Sales and Use Tax Base, Rates, Effective Dates, Use of Sales and Use Tax Revenue Groceries get a reduced rate, prescription drugs are fully exempt, and clothing is taxed like any other everyday good.

The Statewide Rate

The 4.85% state rate is set in statute as a 4.70% base plus a 0.15% addition.1Utah Legislature. Utah Code 59-12-103 – Sales and Use Tax Base, Rates, Effective Dates, Use of Sales and Use Tax Revenue Every taxable purchase in Utah includes that 4.85% no matter which county or city you’re in. It’s the floor, not the final number.

Local Add-Ons and Why Rates Differ by Location

Counties, cities, and special taxing districts layer their own percentages on top of the state rate. The Local Sales and Use Tax Act lets these jurisdictions levy taxes earmarked for transit, highways, rural hospitals, arts and zoo programs, and resort communities, among other purposes.2Utah Legislature. Utah Code 59-12-201 – Title The Utah State Tax Commission publishes quarterly rate cards with the combined rate for every jurisdiction.3Utah State Tax Commission. Sales and Use Tax Rates

One quirk worth knowing: Utah is origin-based for sourcing. When a Utah retailer ships to a customer elsewhere in the state, the tax rate charged is based on the seller’s location, not the buyer’s. That’s the opposite of how many other states handle in-state shipments.

What Gets Taxed

Utah sales tax applies to three broad categories: tangible personal property, products transferred electronically, and certain services.4Utah State Tax Commission. Publication 25 Tangible personal property covers the physical goods you’d expect: clothing, furniture, electronics, appliances, and vehicles. Clothing is not exempt at any price, and Utah has never offered a sales tax holiday.

Taxable services include admissions to entertainment and sporting events, utility charges for electricity and gas, and labor for repairing or cleaning tangible personal property. That’s why a car repair bill or a dry cleaning receipt includes a sales tax line.

Digital Products

Utah uses a “physical equivalent” rule for digital goods. If the physical version would be taxable, so is the download. That covers music, e-books, movies, ringtones, and similar content, along with labor to repair, upgrade, or maintain digital products and any maintenance agreements. Database access is exempt when the primary purpose is retrieving information rather than buying audiobooks, videos, or digital books.4Utah State Tax Commission. Publication 25

Reduced Rate on Groceries

Unprepared grocery food is taxed at a state rate of 1.75% instead of 4.85%.1Utah Legislature. Grocery Food Sales and Use Tax The line between unprepared food and a restaurant meal matters. A loaf of bread at the supermarket gets the reduced rate; a sandwich from a deli counter does not.

Prescription Drugs and Medical Equipment

Prescription medications for human use are fully exempt from Utah sales tax.6Utah Legislature. Utah Code 59-12-104 – Exemptions The exemption extends to several categories of medical products when prescribed:

  • Durable medical equipment such as wheelchairs or oxygen concentrators prescribed for home use.
  • Prosthetic devices, including artificial limbs and similar devices for use on or in a human.
  • Mobility enhancing equipment prescribed to help a person move when a physical condition limits their ability.
  • Disposable home medical supplies that are eligible for payment under Medicare or Medicaid and prescribed for the patient’s exclusive use.

The prescription requirement is the catch. An over-the-counter pain reliever is taxable at the full rate; the same drug dispensed by a pharmacist with a prescription is exempt.6Utah Legislature. Utah Code 59-12-104 – Exemptions

Online Purchases and Use Tax

Following the U.S. Supreme Court’s 2018 decision in South Dakota v. Wayfair, Utah requires remote sellers to collect sales tax once they cross $100,000 in gross revenue from sales delivered into Utah during the current or previous calendar year. Utah previously also triggered collection at 200 separate transactions, but that alternative was eliminated as of July 1, 2025. Only the $100,000 revenue test remains.7Utah State Tax Commission. Out-of-State (Remote) Sellers

When an out-of-state seller doesn’t collect Utah sales tax, the obligation shifts to you as use tax at the same rate you would have paid in sales tax.8Utah State Tax Commission. Sales and Use Tax FAQ Either sales tax or use tax applies to a given transaction, never both.9Utah State Tax Commission. This usually surfaces with larger purchases such as furniture, electronics, or vehicles bought in a lower-tax state.
