West Virginia is a Republican state, and by most measures one of the most Republican in the country. Every statewide and federal office is held by a Republican, the party controls both chambers of the legislature with supermajorities, and Donald Trump carried the state with roughly 70% of the vote in 2024. That dominance is recent, though. For most of the twentieth century, West Virginia was reliably Democratic.
Who Holds Office Today
Governor Patrick Morrisey, elected in 2024, is a Republican who succeeded fellow Republican Jim Justice. Both U.S. Senators are Republicans: Shelley Moore Capito, in office since 2015, and Justice, who won his Senate seat in 2024 after leaving the governor’s office.1Congress.gov. Congress.gov – James C. The legislature tilts even further. After the 2024 elections, Republicans hold 91 of 100 seats in the House of Delegates.3West Virginia Legislature. Those margins give the GOP the numbers to pass constitutional amendments and override vetoes without any Democratic votes. With the governorship in Republican hands as well, the state is a Republican trifecta.
When West Virginia Turned Republican
From the Great Depression through Bill Clinton’s reelection in 1996, West Virginia voted Democratic in presidential races with only a handful of exceptions.4270toWin. The break came at the presidential level in 2000, when George W. Bush carried the state and Al Gore drew just 45.6%. Democratic support kept sliding: John Kerry took 43.2% in 2004, Barack Obama 42.6% in 2008, and Obama 35.5% in 2012.6Smart Politics. Clinton Hits New Low for Democrats in West Virginia
State government followed later. In 2014, Republicans took the House of Delegates for the first time in 83 years, and a state senator’s party switch handed them the Senate too.7West Virginia Public Broadcasting. Joe Manchin, the state’s last prominent Democrat on the national stage, chose not to seek reelection in 2024 and later left the party entirely. No Democrat currently holds statewide or federal office in West Virginia.
What Drove the Shift
Coal is the biggest piece of the story. The state’s economy and identity grew up around mining, and as the industry declined, many residents blamed environmental regulations and felt the national Democratic Party had turned against them. Manchin himself pointed to the party’s anti-coal posture as the turning point.
Cultural alignment reinforced the economic grievance. West Virginia is overwhelmingly rural, and gun rights and traditional social values weigh heavily with many voters. As the national Democratic platform moved leftward on social issues, longtime Democratic voters began to feel the Republican Party better reflected their priorities.
How Lopsided the Vote Has Become
West Virginia has voted Republican in every presidential election since 2000, and the margins keep widening. Trump took about 68.5% in 2016, 68.6% in 2020, and 70% in 2024.4270toWin. Given the imbalance, the Republican primary is often the decisive race for most offices. Whoever wins it usually faces little serious opposition in November.
