The Jackson County senior tax freeze locks the ad valorem property taxes on a qualifying senior’s primary home at the amount owed in the year they first apply and are approved. You qualify if you’re 62 or older, live in Jackson County, own your home (or hold a legal or equitable interest in it), are the person liable for its property taxes, and use it as your only primary residence. Applications are due by December 31 for that tax year.
What the Freeze Actually Does
The freeze is not a discount. The year the county approves you becomes your base year, and your ad valorem property tax bill on that home is held at the base-year amount going forward. In any later year that your tax liability would be higher, the county issues a credit equal to the difference.1Jackson County. Senior Property Tax Credit Program Reassessments and rising values no longer move your bill.
Only ad valorem taxes are frozen. Special assessments, community improvement district fees, transportation development district levies, and energy district charges stay on your bill in full every year.1Jackson County. Senior Property Tax Credit Program
Timing matters. The statute defines the credit as the difference between your current-year liability and your liability in the year you became eligible,2Missouri Senate. Missouri Senate Bill 190 so applying sooner locks in a lower base. Waiting a year while assessed values climb means you freeze at the higher number.
Who Qualifies
You must meet all five conditions:
- Be 62 years old or older.
- Be a Jackson County resident.
- Be the property owner or hold a legal or equitable interest in the home.
- Be the person liable for paying the property taxes.
- Use the property as your only primary residence.
All prior-year property taxes must be current. Any delinquent balance has to be paid off before the county will approve you.1Jackson County. Senior Property Tax Credit Program
There is no income limit. Household income doesn’t affect eligibility for this county program.
If the deed is in your name, the county can verify ownership from its own records. If the property is held through a trust or an operating agreement rather than titled to you directly, you can still qualify, but you’ll need documents showing your legal interest.3Jackson County, Missouri. Documents to Gather
Three categories of supporting documents go with the application:1Jackson County. Senior Property Tax Credit Program
- Proof of primary residency in Jackson County: a driver’s license, voter registration card, or utility bill showing your name at the property address.
- Proof of age: any government-issued ID with your date of birth, such as a driver’s license, military ID, or birth certificate.
- Proof of property interest, only if you are not on the deed: the relevant pages of the trust agreement or operating agreement that give you your interest in the home.
You do not need to submit a copy of the deed when your name is on it.
How to Apply
Jackson County accepts applications three ways:1Jackson County. Senior Property Tax Credit Program
- Online through the Collection Department page at jacksongov.org, uploading your documents with the digital form.
- By mail or in person, using a printed application from the county website. You can also email SeniorApplication@jacksongov.org to request a paper copy or pick one up at either Collection Department office.
- By drop box at either office location.
The two offices are the Jackson County Courthouse at 415 E. 12th Street, Suite 100, Kansas City, MO 64106, and the Historic Truman Courthouse at 112 W. Lexington Avenue, Suite 114, Independence, MO 64050.
The December 31 Deadline
Applications must be submitted by December 31 to be considered for that tax year. Anything received before that date will be accepted for consideration even if the county hasn’t finished processing it by year’s end.1Jackson County. Senior Property Tax Credit Program Volume tends to spike near the deadline, so filing earlier improves your chances of getting confirmation before bills go out.
After You’re Approved
There is no annual renewal. The credit stays in place as long as you continue to meet the eligibility rules. The Collection Department can conduct periodic audits and ask for documentation confirming your continued eligibility; failing to provide it will get you removed from the program.1Jackson County. Selling the home ends the freeze on that property. If you buy another Jackson County home, you have to apply again, and the new base year is set by your taxes on the new home.1Jackson County. Senior Property Tax Credit Program The old freeze does not carry over. That’s worth thinking through before downsizing: a smaller home may cost less in taxes today, but you’ll be locked in at current rates, not at the amount you’d been protecting.
Don’t Confuse This With the State Circuit Breaker
Missouri runs a separate state-level property tax credit, sometimes called the circuit breaker, that partially reimburses property taxes paid. It’s income-based and capped at $1,100 for homeowners and $750 for renters, and it’s claimed on your Missouri income tax return rather than through the county.4Missouri Department of Revenue. Property Tax Credit It’s a different program from the Jackson County freeze. Whether both can be claimed in the same year is not addressed in either program’s published materials, so if you think you qualify for both, confirm with the Missouri Department of Revenue and the Jackson County Collection Department before filing.
