The sales tax rate in Jefferson County, NY is 8%, made up of a 4% New York State tax and a 4% county tax. That combined rate applies to most retail purchases of tangible goods and taxable services, whether you’re shopping in Watertown, Clayton, Adams, or anywhere else in the county. What you actually pay at the register, though, depends on what you’re buying: clothing, groceries, home energy, and lodging each follow their own rules.
How the 8% Breaks Down
New York State charges a base 4% sales tax on retail sales of tangible personal property and certain services statewide.1New York State Senate. New York Tax Law 1105 – Imposition of Sales Tax Jefferson County adds its own 4% on top, bringing the total to 8%.2New York State Department of Taxation and Finance. New York State Sales and Use Tax Rates by Jurisdiction
The county’s authority to go that high comes from New York Tax Law Section 1210, which lets counties impose local sales taxes up to 3% by default, with specific counties authorized to charge more.3New York State Senate. New York Consolidated Laws, Tax Law – TAX 1210 Jefferson County holds one of those additional authorizations, which currently runs through November 30, 2027. The county legislature has to seek reauthorization before it expires; if it ever lapsed, the local portion would drop and the combined rate would fall below 8%.
Where the Rate Applies
The 8% rate is uniform across every municipality in Jefferson County. No town or village adds its own layer on top.2New York State Department of Taxation and Finance. New York State Sales and Use Tax Rates by Jurisdiction
New York uses a destination-based system, so the rate charged depends on where the buyer takes possession of the goods, not where the seller is based.4New York State Department of Taxation and Finance. Drive to Onondaga County and pick an item up in person, and that county’s rate applies instead.
Clothing and Footwear Under $110
This is where shoppers often get surprised. New York State exempts clothing and footwear priced under $110 per item from its 4% state tax, but the local portion of the exemption only kicks in if the county opts in.5New York State Department of Taxation and Finance. Clothing and Footwear Exemption Jefferson County has not opted in, so the county’s 4% still applies to clothing and footwear under $110.6New York State Department of Taxation and Finance. A $90 pair of shoes bought in Jefferson County carries a 4% tax (local only), not 0%. Once an item hits $110 or more, the state exemption drops away and the full 8% applies. Counties that participate in the local exemption, like Onondaga, charge nothing on that same $90 purchase.
Groceries and Prepared Food
Groceries sold for home preparation are exempt from both the state and local tax. New York Tax Law Section 1115 covers produce, dairy, frozen meals, baked goods, and similar food products for human consumption.7New York State Senate. New York Tax Law 1115 – Exemptions From Sales and Use Taxes Candy, soft drinks, fruit beverages with less than 70% natural juice, and alcoholic beverages are excluded and taxed at the full 8%.
Prepared food is a different story. Anything sold for on-premises consumption at a restaurant, deli, or food court is taxable at 8%, hot or cold.8New York State Department of Taxation and Finance. Sales by Restaurants, Taverns, and Similar Establishments Takeout food is also taxable if it’s sold heated, if it’s a sandwich, or if it’s not packaged the way you’d find it in a grocery store. A sealed bag of chips from a convenience store is exempt; the same chips served on a plate are not.

Hotels and Short-Term Rentals
Lodging carries an extra charge on top of the 8% sales tax.
