The Joplin City Council is the nine-member elected body that governs the City of Joplin, Missouri, under a council-manager charter. It sets local policy, passes ordinances, adopts the annual budget, levies taxes within charter limits, and appoints the city manager who runs day-to-day operations.1City of Joplin, Missouri. Who Sits on the Council
All nine members are elected at-large, meaning every registered voter in Joplin votes on every seat. Four of the nine must live in specific geographic areas called Zones 1 through 4. The other five are general councilmembers who can live anywhere in the city.1City of Joplin, Missouri. Part I – Home Rule Charter
This part trips people up. The zone requirement controls where a councilmember lives, not who votes for that seat. Even a Zone 2 councilmember is chosen by the entire city electorate.2City of Joplin, Missouri. City Council
Terms run four years and are staggered, so roughly half the council stands for election every two years. The pattern prevents a full turnover in any one cycle.3City of Joplin, Missouri. Elections
How the Mayor Is Chosen
Joplin voters do not elect the mayor directly. At its first meeting after an election, the council selects one of its own members to serve as mayor for a two-year term. The mayor presides over meetings, acts as the city’s ceremonial head, and is recognized by the governor for military-law purposes. The mayor votes like any other member and has no veto.1City of Joplin, Missouri. Part I – Home Rule Charter
The council also picks a mayor pro tem from among its members to step in when the mayor is absent. If either seat becomes vacant mid-term, the remaining councilmembers choose a replacement for the unexpired term.1City of Joplin, Missouri. Part I – Home Rule Charter
What the Council Does
Under the Home Rule Charter, all powers of the city are vested in the council. It enacts local legislation, sets policy, and determines how the city spends its money. A professional city manager, appointed by the council, carries those decisions out and runs the departments.4City of Joplin, Missouri. City Managers Office
Passing an ordinance, resolution, or motion takes a yes vote from a majority of the full nine-member body, not just a majority of those present. The council adopts the annual budget by majority vote no later than the last Monday of the month before the new budget year begins. It also sets the tax rate, though the charter caps the general property tax levy at one dollar per hundred dollars of assessed valuation, with authority to add up to forty cents more by ordinance.1City of Joplin, Missouri. Emergency ordinances take effect immediately on passage but require either a two-thirds vote of the full council or a unanimous vote of those present, whichever is lower. The charter limits them to specific categories such as public safety, calling elections, appropriations, tax changes, and public improvements.1City of Joplin, Missouri. Part I – Home Rule Charter
Three key officers answer to the council: the city manager, the city clerk, and the city attorney. The council also appoints the municipal judge to a four-year term and names members of the personnel board, parks and recreation board, and airport board. It can create additional advisory boards, offices, or departments by ordinance, and reassign functions between them.1City of Joplin, Missouri. Part I – Home Rule Charter

A knowing violation can draw a civil penalty of up to $1,000, and a purposeful violation up to $5,000, with courts also empowered to award attorney fees and void any action taken in an improper closed session.6Missouri Attorney General. Running for a Seat
To run for council, you must be a qualified Joplin voter and have lived in the city for at least four years immediately before the election.1City of Joplin, Missouri. Part I – Home Rule Charter The four-year residency bar is longer than many Missouri cities require, so check your move-in date before planning a run. Candidates for a zone seat must also live in that zone.7City of Joplin, Missouri. April 7 2026 Election
Nominations are by petition, not a filing fee. General seat candidates need 150 signatures from registered Joplin voters. Zone candidates also need 150 signatures, but at least 75 must come from voters inside the zone they seek to represent. Candidates file a declaration of candidacy with the City Clerk’s office and present a voter identification card at filing.
The Election Cycle
The April 7, 2026 election filled five of the nine council seats. The remaining four were not on the ballot because of the staggered term structure, and the members elected in 2026 serve four-year terms.7City of Joplin, Missouri.
