Kansas offers three property tax relief programs for seniors, and all three work as refunds you claim after paying your tax bill, not as upfront exemptions. The homestead refund is open to homeowners 55 and older and caps out at $700. SAFESR refunds 75% of property taxes paid, with no dollar cap, for low-income homeowners 65 and older. The K-40SVR senior tax freeze refunds the difference between your current property tax and the amount you paid in a locked-in base year. You can only claim one of the three in any given tax year, so the choice matters.
The Homestead Refund (K-40H)
The homestead refund under K.S.A. 79-4508 is the most broadly available of the three. To qualify as a senior, you must have been 55 or older for the entire calendar year, owned and occupied your Kansas home as your primary residence all year, and been a Kansas resident the full year.1Kansas Office of Revisor of Statutes. Kansas Code 79-4502 – Definitions
Household income cannot exceed $43,389, and that figure counts almost everything: wages, Social Security, pensions, interest, annuity distributions, and income earned by anyone else living in the home while they lived there.2Kansas Department of Revenue. Kansas Homestead Refund Programs The maximum refund is $700. The actual amount runs on a sliding scale tied to income: at the lowest end (under $6,000) you recover 100% of your property tax up to the $700 ceiling, and at the top of the eligible range ($26,001 to $43,389) you recover just 5%.3Kansas Department of Revenue. 2025 Homestead or Property Tax Refund for Homeowners
For many seniors with moderate incomes and modest tax bills, this is the only program they qualify for. If you are 65 or older, run the numbers on the other two first. The $700 cap can leave real money on the table.
SAFESR Low-Income Senior Refund (K-40PT)
The Selective Assistance for Effective Senior Relief program, SAFESR, refunds 75% of the property taxes you actually paid on your primary residence during the year.4Kansas Department of Revenue. Kansas Property Tax Relief for Low Income Seniors There is no dollar cap, so seniors with higher tax bills can receive far more than the homestead program allows.
The income limit is tight. For the 2025 tax year, your household income must be $25,380 or less, a figure tied by K.S.A. 79-32,263 to 120% of the federal poverty level for a two-person household.5FindLaw. Kansas Statutes Chapter 79 Taxation 79-32,263 You must have been 65 or older for the full year, owned and occupied your Kansas home as your principal residence, and been a Kansas resident the entire year. The home’s appraised value cannot exceed $350,000.4Kansas Department of Revenue. Kansas Property Tax Relief for Low Income Seniors
Household income under SAFESR includes income received by every person living in the home while they were a member of the household, not just you and your spouse.6Kansas Statutes. Kansas Code 79-32,263 – Tax Credit for Property Taxes Paid by Certain Senior Citizens If an adult child or grandchild lives with you and earns a paycheck, that income counts toward the $25,380 limit.
The arithmetic is straightforward. On a $2,000 property tax bill, SAFESR returns $1,500. Any senior paying more than roughly $936 in property tax will come out ahead of the $700 homestead cap. If you meet the income test, SAFESR is almost always the better choice.
The Senior Property Tax Freeze (K-40SVR)
The third program, filed on Form K-40SVR under K.S.A. 79-4508a, works on a different principle. Instead of returning a percentage of your current tax, it refunds the difference between what you pay now and what you paid in your base year.7Kansas Department of Revenue. 2025 K-40SVR Kansas Property Tax Relief Claim for Seniors and Disabled Veterans The longer you stay in your home and the faster taxes rise around you, the larger the refund grows.
Your base year is the first year you met every eligibility condition for the full year: 65 or older (or a disabled veteran with at least a 50% service-connected disability rating), owner-occupant of the home, and Kansas resident. If you would have qualified before 2021, the state treats 2021 as your base year.7Kansas Department of Revenue. 2025 K-40SVR Kansas Property Tax Relief Claim for Seniors and Disabled Veterans The home’s appraised value in the base year cannot exceed $350,000.
The income ceiling is more generous than the other two programs. For the 2025 tax year, your household income must be $58,041 or less.7Kansas Department of Revenue. 2025 K-40SVR Kansas Property Tax Relief Claim for Seniors and Disabled Veterans The $50,000 base amount in statute adjusts for inflation each year.8Kansas Office of Revisor of Statutes. Kansas Code 79-4508a – Alternative Amount of Claim
A concrete example: suppose 2021 was your base year and you paid $1,800 in general property tax that year. In 2025 your bill is $2,400. Your refund is $600. If your bill rises to $2,800 the following year, your refund rises with it to $1,000.
Which Program to Choose
Kansas law bars you from claiming more than one of the three programs in the same tax year.7Kansas Department of Revenue. 2025 K-40SVR Kansas Property Tax Relief Claim for Seniors and Disabled Veterans Filing one locks you out of the others for the year. Compare the three before you submit anything.
The homestead refund (K-40H) is the fallback. Use it if you are between 55 and 64 and therefore not yet eligible for the other two, or if you are 65 or older with a low enough tax bill that a capped $700 refund is in the same range as what the other programs would pay.
SAFESR (K-40PT) wins for most seniors 65 and older who meet its $25,380 income limit, as long as your annual property tax exceeds roughly $936. The 75% refund with no cap beats the homestead ceiling almost every time.
The K-40SVR tax freeze is the best option for seniors 65 and older who have stayed in the same home for several years and whose taxes have climbed meaningfully since their base year. It is especially valuable in areas where property values are rising quickly, since the gap between your base-year tax and your current tax widens year after year.
If your income is under $25,380 and your tax bill is substantial, compare SAFESR (75% of taxes paid) directly against the freeze (current tax minus base-year tax). One will be larger. Which one depends on the size of your bill and how old your base year is.
How and When to File
Each program has its own form: K-40H for the homestead refund, K-40PT for SAFESR, and K-40SVR for the freeze. All three are on the Kansas Department of Revenue website and at county tax offices.9Kansas Department of Revenue. Forms and Publications – Homestead You can file electronically through the state’s free Homestead WebFile system, which supports direct deposit and generally processes faster than paper. Mailed returns go to the Kansas Department of Revenue in Topeka.
The deadline is April 15 of the year after the tax year you are claiming. A 2025 claim is due by April 15, 2026.2Kansas Department of Revenue. Kansas Homestead Refund Programs If you miss it, Kansas will consider late claims for good cause filed within four years of the original due date. You will need to attach a written explanation and supporting documentation. Illness and absence from the state are among the reasons the department has accepted, but each is reviewed case by case.10Kansas Department of Revenue. Frequently Asked Questions About Homestead That four-year window also means a senior who should have been filing years ago may still be able to recover some past refunds.
Whichever form you use, you’ll want your county treasurer’s property tax statement (and for the K-40SVR, the statement from your base year as well). Only general property tax counts. Special assessments for streets, sewers, and utilities are excluded.7Kansas Department of Revenue. 2025 K-40SVR Kansas Property Tax Relief Claim for Seniors and Disabled Veterans
Surviving Spouse Continuation
A surviving spouse of a homeowner who was receiving the K-40SVR tax freeze can continue receiving the benefit, provided the surviving spouse does not remarry. The same continuation rule applies to surviving spouses of disabled veterans who were receiving the homestead refund. A surviving spouse of an active-duty service member killed in the line of duty is independently eligible for the homestead refund, again as long as the spouse has not remarried.1Kansas Office of Revisor of Statutes. A Note on Federal Taxes
If you itemize on your federal return and deducted the property tax that Kansas later refunds, the refund can affect your federal taxes under the general rule for recovered deductions. Most seniors who take the federal standard deduction are not affected, because they did not claim the property tax deduction in the first place. IRS Publication 525 contains the worksheet for figuring the taxable portion of a recovered deduction if it applies to you.
