To get a Kentucky learner’s permit, you must be at least 16 years old, bring proof of identity and Kentucky residency to a Regional Driver Licensing Office, pass a vision screening and a written knowledge test, and pay $15 for a standard permit or $18 for a REAL ID version. A parent or legal guardian has to sign the application if you’re under 18. Who Can Apply
Kentucky sets the minimum age at 16 under KRS 186.450.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits You also have to be a U.S. citizen or a permanent resident with proof of legal status, and you must actually live in Kentucky.
If you’re under 18, a parent or legal guardian signs the application with you. That signature isn’t a formality. It makes that adult legally responsible for any damage you cause behind the wheel. If neither parent is living and there’s no legal guardian, KRS 186.590 allows another adult to sign and accept the same responsibility.2Justia Law. Documents to Bring
KRS 186.412 requires your full legal name, date of birth, Social Security number (or a letter from the Social Security Administration if you don’t have one), your Kentucky address, and a physical description on the application.3Kentucky Legislative Research Commission. Kentucky Code 186.412 – Application of United States Citizen or Permanent Resident for Instruction Permit or Operators License You’ll also need proof of Kentucky residency, such as a utility bill, property tax bill, or rental agreement.
What you carry into the office depends on which permit you’re after. For a standard permit, bring proof of your Social Security number and Kentucky residency. For a REAL ID permit, you need one original or certified identity document (a birth certificate or valid U.S. passport, for example), one document showing your full Social Security number, two residency documents dated within the past year, and proof of any legal name changes since your birth certificate was issued.4Kentucky Transportation Cabinet. Standard or REAL ID?
Federal REAL ID enforcement took effect May 7, 2025. A standard Kentucky permit, meaning one without the black star in the upper-right corner, won’t get you through airport security for domestic flights or into federal facilities that require ID.6Kentucky Transportation Cabinet. The Tests at the Office
Before your permit is issued, you take a vision screening and a written knowledge test.
Vision Screening
Kentucky’s minimum standard is 20/200 or better in at least one eye with correction, with 20/40 or better preferred for unrestricted driving. If you need glasses or contacts to pass, a corrective-lens restriction is added to your permit and you have to wear them every time you drive.
Written Knowledge Test
The written exam has 40 multiple-choice questions covering Kentucky traffic laws, road signs, and right-of-way rules. You need 80% to pass. The Kentucky Driver Manual is free on the Transportation Cabinet’s website, and the questions come straight from it.
If you fail, you can retake the test the next available day.8Kentucky Transportation Cabinet. First Issuance There’s no cap on attempts, but if your application expires before you pass, you pay the fee again.
Fees and What You Walk Out With
Schedule an appointment through the Kentucky Transportation Cabinet’s online portal or by calling a Regional Driver Licensing Office. Walk-ins may be possible, but appointments move faster. Bring your documents, your parent or guardian if you’re under 18, and payment.
After the examiner verifies your documents and you pass both tests, you pay $15 for a standard permit or $18 for the REAL ID version. Frequently Asked Questions The permanent card is printed at a central facility and mailed to you. Keep the temporary in the vehicle whenever you drive until the permanent arrives.
Restrictions While You Hold the Permit
Every one of these applies the entire time you hold the permit.

- If you’re under 18, you cannot drive between midnight and 6:00 a.m. unless you can show good cause, which includes emergencies, school activities, and work.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits
- If you’re under 18, you may have no more than one unrelated passenger under the age of 20 in the car. The only exception is when a licensed driving instructor from a state-approved driving school or secondary school is with you.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits
Watch the passenger age cutoff. It’s under 20, not under 18. A 19-year-old friend counts against the limit the same as a 16-year-old.
School Attendance and Grades
Kentucky’s No Pass/No Drive law (KRS 159.051) ties driving privileges to your grades and attendance. If you’re 16 or 17, you have to bring a School Compliance Verification Form to the licensing office, signed by a school official confirming you’re meeting academic and attendance standards.10Kentucky Transportation Cabinet. A school can report you as soon as you hit nine unexcused absences or become academically deficient. The state can then deny or revoke your driving privileges. Insurance on the Practice Car
Every vehicle driven in Kentucky has to carry minimum liability insurance, and that includes any car a permit holder practices in. State minimums are $25,000 for bodily injury per person, $50,000 for bodily injury per accident, and $25,000 for property damage, or a single combined limit of $60,000.11Kentucky Transportation Cabinet. In most cases you’re covered under a parent’s or guardian’s existing policy for the cars listed on it. Call the insurer to confirm and ask whether rates change once a permit holder is in the household. Some insurers add the teen automatically once notified; others need you to add them formally. Don’t assume coverage exists without checking. If an accident happens without insurance, you and your supervising adult are both exposed.
Points and Penalties
Kentucky’s point system is harsher for drivers under 18. Adults face a suspension hearing at 12 points in two years. Under 18, the threshold is 7 points.12Kentucky Transportation Cabinet. Kentucky Point System
Violating a permit restriction, like driving without a supervising adult or breaking curfew, is a 3-point offense. Two of those puts you at 6 points, and any moving violation after that triggers a suspension hearing. Some offenses skip the point system entirely. What Has to Happen Before the Road Test
Two clocks run at the same time. You must hold the permit for at least 180 days if you’re 16 through 20, and you must complete 60 hours of supervised practice, with at least 10 of those hours at night. A parent or guardian certifies the hours by signing a Practice Driving Log. The Transportation Cabinet provides the form. The signature is an affidavit, so it’s meant to be accurate. When both are done, you schedule a road skills test with the Kentucky State Police. A licensed driver 21 or older has to bring you to the test site, and the vehicle you use must be registered and insured.1Kentucky Transportation Cabinet.
