Kentucky Instruction Permit Requirements and Restrictions

You can apply for a Kentucky instruction permit at age 15 by passing a written knowledge test and vision screening, bringing proof of your identity, Social Security number, and Kentucky residency, and — if you’re under 18 — having a parent or guardian sign for you and submitting a School Compliance Verification Form.1Justia Law. Kentucky Code 186.450 – Instruction Permits for Motor Vehicles and Motorcycles Once issued, the permit lets you practice driving with a licensed adult in the front seat, and you must hold it for at least 180 days before you can take the road skills test for an intermediate license.2Kentucky Transportation Cabinet. Who Can Apply

The minimum age is 15. House Bill 15, signed in March 2025, lowered it from 16.3Kentucky Legislative Research Commission. 25RS HB 15 If you get the permit at 15, you have to both hold it for 180 days and reach age 16 before testing for the next stage. Applicants ages 16 through 20 also must hold the permit for a minimum of 180 days.2Kentucky Transportation Cabinet. Graduated Driver Licensing Program

Documents to Bring

Kentucky issues two versions of the permit: a standard credential that’s valid for driving in the state, and a REAL ID credential that also works as federal identification. Which one you request changes what you need to bring.

Standard Permit

Kentucky law requires every applicant to show their full legal name, date of birth, Social Security number, and proof of Kentucky residency.4Kentucky Legislative Research Commission. Kentucky Code 186.412 – Application for Instruction Permit or Operators License A utility bill, lease agreement, or property tax bill showing your Kentucky address will prove residency. A P.O. box alone does not.

REAL ID Permit

A REAL ID permit requires original or certified documents in three categories: one proof of identity (such as a U.S. birth certificate issued by a government agency; hospital-issued certificates do not qualify), one proof of your Social Security number (the card itself, a W-2, or a recent pay stub), and two proofs of Kentucky residency.5Kentucky Transportation Cabinet. Valid Proof Documents No photocopies are accepted for identity documents. If your name has changed since any of your documents were issued, bring legal proof of the change, such as a certified marriage certificate or court order.

Extra Items for Applicants Under 18

If you’re under 18, you must present a certified birth certificate and a Social Security card, bring a parent or legal guardian to sign the application in person, and submit a School Compliance Verification Form.5Kentucky Transportation Cabinet. Valid Proof Documents Public and private school students get the compliance form from their school; homeschooled students get it from their local school district office.6Kentucky Transportation Cabinet. No Pass/No Drive Law (HB 32) The form expires 60 days after the school official signs it, so don’t collect it too far in advance. Without it, you will be turned away.

The Knowledge Test and Vision Screening

Permit tests are given by the Kentucky State Police at regional testing centers, not at the county clerk’s office where you’ll later pick up your credential. Schedule an appointment through the Kentucky State Police online booking system before you go.7Kentucky State Police. Driver Testing

At the testing center you’ll take a vision screening and a written knowledge exam covering road signs, traffic laws, and safe driving practices. The only approved study material is the Kentucky Driver Manual, which is free online. You need a minimum score of 80% to pass.8Kentucky Transportation Cabinet. Kentucky Driver Manual

If you fail, you can return the next available day. There’s no mandatory multi-day waiting period, but you’ll need to book a new appointment.9Kentucky Transportation Cabinet. First Issuance After you pass, take your test results to a regional driver licensing office (also called a circuit clerk’s office) to pay the fee and have the permit issued.

What It Costs

A REAL ID instruction permit costs $18 and is valid for three years. The standard permit costs slightly less. Current rates are posted on the Kentucky Transportation Cabinet’s pricing page.9Kentucky Transportation Cabinet. First Issuance Most regional offices accept credit cards, debit cards, and checks. You’ll leave with a temporary paper permit; the permanent card arrives by mail.

What You Can and Can’t Do With the Permit

Some rules apply to every permit holder. Others apply only if you’re under 18.

Rules for Every Permit Holder

You must be accompanied by a licensed driver at least 21 years old, seated in the front passenger seat, any time you’re behind the wheel.1Justia Law. Kentucky Code 186.450 – Instruction Permits for Motor Vehicles and Motorcycles The only exception is on a multi-vehicle driving range supervised by a licensed driver training instructor. Carry the permit on you whenever you drive.

Added Rules if You’re Under 18

Three additional restrictions apply:1Justia Law. Kentucky Code 186.450 – Instruction Permits for Motor Vehicles and Motorcycles

  • No driving between midnight and 6:00 a.m. unless you can show good cause, such as an emergency, school activity, or work.
  • No more than one unrelated passenger under age 20 in the vehicle, unless a licensed driving instructor is present.
  • Zero alcohol tolerance. All drivers under 21 are held to a 0.02 blood alcohol concentration limit, which functionally means any detectable alcohol.2Kentucky Transportation Cabinet. Graduated Driver Licensing Program

A conviction for any moving traffic violation during the permit phase resets your 180-day waiting period back to zero.2Kentucky Transportation Cabinet. Graduated Driver Licensing Program One speeding ticket at month five means starting the clock over.

The 60-Hour Practice Log

Before you can take the road skills test, you must complete a practice driving log showing at least 60 hours of supervised driving, with a minimum of 10 hours at night.2Kentucky Transportation Cabinet. Graduated Driver Licensing Program A parent or guardian must sign and certify it. Sixty hours is a lot of seat time, and families who put it off until the end of the 180-day holding period often end up delaying the next license by weeks. Spread the practice across highways, residential streets, parking lots, and varying weather. The nighttime hours in particular take planning.

School Performance Still Matters

If you’re between 15 and 17, Kentucky’s No Pass/No Drive law ties your driving privileges to how you’re doing in school.10Justia Law. Kentucky Code 159.051 – Loss of License or Permit Privileges for Dropping Out of School or Academic Deficiency A student is treated as a dropout after nine or more unexcused absences in a semester, and as academically deficient after failing to pass at least four courses in the preceding semester. Either triggers a report to the Transportation Cabinet, which revokes or denies the permit.

The law stops applying at 18.6Kentucky Transportation Cabinet. No Pass/No Drive Law (HB 32) Students who have graduated or earned a GED are also exempt, but they need to bring proof to the licensing office.

Moving On to an Intermediate License

After holding the permit at least 180 days (and reaching age 16 if you got it at 15), finishing the 60-hour log, and passing a road skills test given by the Kentucky State Police, you can apply for an intermediate license.2Kentucky Transportation Cabinet. Graduated Driver Licensing Program Bring your certified driving log, a skills test eligibility letter printed within seven days of your test date, proof of liability insurance on the test vehicle, and a licensed driver age 21 or older to accompany you to the testing location.

The intermediate license still carries the midnight-to-6 a.m. curfew, and the passenger restriction remains in effect for drivers under 18. A moving violation during the intermediate phase also resets its own 180-day clock.

Insurance on the Practice Vehicle

Kentucky requires every motor vehicle owner to carry minimum liability coverage of $25,000 for bodily injury claims.11Kentucky Transportation Cabinet. Mandatory Insurance That requirement attaches to the vehicle, not to you personally as a permit holder, so the car’s owner (usually a parent) must have an active policy on it.

Most insurers allow permit holders to be covered under a parent or guardian’s existing policy without an added premium, but call to confirm. When you advance to the intermediate license and start driving unsupervised, expect the rate to go up. Adding a young driver at that point rather than later avoids a coverage gap that could create serious financial exposure after an accident.
