Kentucky Permit Rules: Requirements, Restrictions, and Fees

To get a Kentucky learner’s permit, you must be at least 15 years old, bring original proof of your identity, Social Security number, and Kentucky residency to a Kentucky State Police testing location, pass a vision screening and a written knowledge test, and (if you’re under 18) have a parent or guardian sign the application in person and show a school compliance form.1Kentucky Transportation Cabinet. State Works to Implement New 15-Year-Old Driver’s Permit Law The permit itself is valid for four years and can be renewed.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits

Who Can Apply

As of March 2025, House Bill 15 lowered the minimum permit age in Kentucky from 16 to 15.1Kentucky Transportation Cabinet. State Works to Implement New 15-Year-Old Driver’s Permit Law Any Kentucky resident 15 or older can apply, but how long you’ll hold the permit before you can test for the next license depends on your age when you apply:

  • Under 18: at least 180 days with the permit before you can apply for an intermediate license, and you must be at least 16 at that point.
  • 18 to 20: at least 180 days with the permit before applying for a full operator’s license.
  • 21 and older: at least 30 days with the permit before applying for a full operator’s license.

These waiting periods have no exceptions.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits If you apply at 15, plan on holding the permit for at least a year, because the intermediate license is off-limits until your 16th birthday.

Documents to Bring

Kentucky requires originals at the counter. Photocopies are not accepted for any of the items below.3Kentucky Transportation Cabinet. Valid Proof Documents

Proof of Identity

An original or certified U.S. birth certificate issued by a government agency works for identity. If your current legal name doesn’t match the name on that document, bring a name change document such as a marriage certificate or court order, and make sure your Social Security records already reflect the current name before you apply.4Kentucky Transportation Cabinet. First Issuance

Social Security Proof

The standard document is your original Social Security card showing your current name. If you don’t have it, a W-2 or 1099 from the most recent tax year is accepted. Handwritten substitutes are not.3Kentucky Transportation Cabinet. Valid Proof Documents

Proof of Kentucky Residency

One residency document is enough for a standard credential; a REAL ID credential requires two. Utility bills, a lease, a deed, or a property tax bill all qualify. Non-U.S. citizens must also show proof of legal status in the United States along with Kentucky residency documents.5Kentucky Transportation Cabinet. Non-US Citizen

Parent or Guardian Signature (Under 18)

Applicants under 18 must have a parent or legal guardian present to sign the application. The parent listed on the birth certificate is the default signer; anyone else needs court-ordered guardianship paperwork signed by a judge. The signature has to happen at the testing location so an official can witness it, and by signing, the parent accepts joint liability for damages the teen causes while driving.6Kentucky Transportation Cabinet. School Compliance for Applicants Under 18

If you’re 15, 16, or 17, you must comply with Kentucky’s No Pass/No Drive law to get and keep a permit.7Kentucky Transportation Cabinet. No Pass/No Drive Law (HB 32) The law ties driving privileges to school performance and attendance. If a student drops out, is declared academically deficient, or racks up nine unexcused absences, the school reports it to the Division of Driver Licensing, which suspends driving privileges.

You prove compliance with a School Compliance Verification Form. Public and private school students get it from their school; homeschooled students get it from their local school district office. Bring the form to your licensing appointment.7Kentucky Transportation Cabinet. No Pass/No Drive Law (HB 32)

Scheduling and Passing the Test

All driver testing in Kentucky is handled by the Kentucky State Police, and you need an appointment through the KSP testing portal before visiting a regional office.8Kentucky State Police. Driver Testing At the appointment, staff verify your documents and screen your vision before you sit for the written exam.

The knowledge test is a computer-based exam on traffic laws and road signs drawn from the Kentucky Driver Manual. If you don’t pass, you can retake it once per day with no cap on total attempts, but each retake requires a new appointment.8Kentucky State Police. Driver Testing

Fees and the Temporary Paper Permit

Credential fees vary by age and by whether you choose a four-year or eight-year term, with the four-year credential costing half of the eight-year price. For applicants under 21, the schedule is tiered. Current amounts are on the KYTC pricing page at drive.ky.gov.9DRIVE. Kentucky Transportation Cabinet – Pricing

Once you pass and pay, you leave with a temporary paper permit so supervised driving can start right away. The permanent plastic card is manufactured and mailed, which takes 10 to 15 business days.10DRIVE. Compare Licensing Service Options Keep the paper permit with you until the card shows up.

Rules You Must Follow While Driving on the Permit

Permit holders drive under tight restrictions. These apply every time you’re behind the wheel.

Supervised Driving Only

A licensed driver who is at least 21 years old must sit in the front passenger seat beside you whenever the vehicle is in motion. There are no exceptions for short trips or familiar routes. The one narrow exception is a certified driving instructor supervising you on a multiple-vehicle driving range.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits

Curfew and Passenger Limit (Under 18)

Drivers under 18 cannot operate a vehicle between midnight and 6:00 a.m. unless they have a legitimate reason such as travel to or from work, a school activity, or an emergency. They also cannot have more than one unrelated passenger under 20 in the vehicle at any time, unless a licensed driving instructor is present. Family members don’t count toward that limit.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits

Phones and Texting

Kentucky bans all drivers from reading, writing, or sending text messages while a vehicle is in motion.11Kentucky Legislative Research Commission. Kentucky Code 189.292 – Use of Personal Communication Device Prohibited While Operating Motor Vehicle For minors, KRS 189.294 goes further and prohibits any use of a personal communication device while driving. Put the phone away entirely until you’re parked.

Zero Tolerance for Alcohol

All drivers under 21 are subject to a .02 blood alcohol threshold. Even a trace amount can trigger an immediate license suspension.12Kentucky Office of Highway Safety. What is a DUI – DUI Laws in Kentucky

What a Violation Costs You

Violations during the permit phase cost more than a ticket. To move on to an intermediate license, you have to hold the permit for 180 days without violating the supervision, curfew, or passenger rules, without a moving violation that carries points, and without a DUI conviction. A violation inside that window resets the clock on your eligibility.2Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits

Insurance on the Practice Vehicle

Kentucky requires liability insurance on every vehicle driven on public roads, including any car a permit holder uses to practice. The state minimum is $25,000 for bodily injury per person, $50,000 for bodily injury per accident, and $25,000 for property damage, or a single-limit policy of $60,000.13DRIVE. Mandatory Insurance Most permit holders are covered under a parent’s or guardian’s existing policy, but check with your insurer before driving. You’ll need to show proof of insurance for the vehicle you bring to the road skills test later on.

Logging Practice Hours Toward the Skills Test

Before a permit holder under 18 can take the road skills test for an intermediate license, a parent or guardian must certify 60 hours of supervised driving practice, including at least 10 hours at night.6Kentucky Transportation Cabinet. Graduated Driver Licensing Program You record the hours on the state-issued Practice Driving Log, available on the KYTC website. Both you and your parent or guardian sign the completed log, and you hand it to the Kentucky State Police examiner before the skills test can begin.14Kentucky Transportation Cabinet. Practice Driving Log Start tracking from the first drive; families that put it off often find themselves stuck waiting even after the 180-day holding period has passed.

What Comes Next

Once you’ve held the permit for at least 180 days with a clean record, completed the 60-hour log (if under 18), and turned 16, you can schedule the road skills test for an intermediate license. A licensed driver 21 or older must bring you to the test site, and the vehicle must be properly registered and insured.8Kentucky State Police. Driver Testing The intermediate license drops the adult-in-the-passenger-seat requirement, but drivers under 18 still face the midnight curfew and the one-unrelated-passenger-under-20 limit until they earn a full operator’s license.15Justia Law.
