Kentucky Vehicle Sales Tax: Rate, Exemptions, and EV Fees

The Kentucky vehicle sales tax is a 6% motor vehicle usage tax collected by your county clerk when you title or register a car, whether you bought it from a dealer, from a private seller, or drove it in from another state.1Justia Law. Kentucky Revised Statutes 138.460 – Motor Vehicle Usage Tax You have 15 days after the purchase to get it done, and the minimum tax on any transaction is $6.

How the Taxable Amount Is Calculated

The 6% applies to the vehicle’s “retail price,” which usually means the actual purchase price you and the seller report on Form 71A100, the Affidavit of Total Consideration Given for a Motor Vehicle. Both parties sign it under penalty of law.2Kentucky Department of Revenue. Affidavit of Total Consideration Given for a Motor Vehicle

If no affidavit is provided, the clerk uses the average retail value from the state’s prescribed automotive reference manual for used cars, or the manufacturer’s suggested retail price for new ones. The clerk can also default to the higher reference-manual value if a reported purchase price looks unreasonably low.1Justia Law. Kentucky Revised Statutes 138.460 – Motor Vehicle Usage Tax Vehicles too old to appear in the reference guides are taxed on a minimum value of $100.

Trade-In Credit

A trade-in reduces the taxable amount when it’s part of the same transaction. Buy a $25,000 car and trade in one worth $8,000, and the 6% applies to $17,000. Report both figures on Form 71A100.2Kentucky Department of Revenue. Affidavit of Total Consideration Given for a Motor Vehicle

Refunds If You Overpaid

If the clerk assessed tax on the reference-manual value but your car’s actual condition warranted less, you can request a refund from the Department of Revenue within four years of paying. Bring documentation of the vehicle’s condition.1Justia Law. Kentucky Revised Statutes 138.460 – Motor Vehicle Usage Tax

Family Transfers That Are Fully Exempt

Kentucky waives the usage tax entirely for transfers between specific relatives: spouses, parents and children (including stepparents and stepchildren), and grandparents and grandchildren. The vehicle has to have been previously titled or registered in Kentucky.3Justia Law. Kentucky Revised Statutes 138.470 – Exemptions From Tax Both parties sign an affidavit of relationship confirming the family connection and the gift nature of the transfer.

Siblings are not on the list, so a direct brother-to-sister transfer doesn’t qualify. There’s a workaround if a parent is still living and willing to help: the car passes from one sibling to the parent, then from the parent to the other sibling, and each leg qualifies under the parent-child exemption. Form 71A101 handles this.4Kentucky Department of Revenue. Motor Vehicle Usage Tax Guide

Other Exemptions

KRS 138.470 lists several other situations where no usage tax is owed:3Justia Law. Kentucky Revised Statutes 138.470 – Exemptions From Tax

  • Vehicles sold by licensed dealers to active-duty military members stationed in Kentucky under federal orders.
  • Vehicles transferred through a will, court order, or Kentucky’s descent and distribution laws, if previously titled or registered in the state.
  • Business reorganizations where the legal form changes but underlying ownership doesn’t, as long as the transfer happens within six months.
  • Vehicles titled to the United States, Kentucky, a Kentucky political subdivision, or a purely charitable or educational institution.
  • Vehicles transferred to a licensed dealer strictly for resale, provided the dealer doesn’t lease, rent, or loan them out.

Credit for Tax Already Paid in Another State

If you move to Kentucky and paid a similar vehicle tax in your previous state, you can get a credit equal to what you paid, but only if that state offers Kentucky residents the same reciprocal credit. If it doesn’t, you owe the full 6% here.5Kentucky Department of Revenue. Motor Vehicle Usage Tax Bring proof of the type and amount of tax you paid before.

Gifts to Non-Family Members Are Still Taxed

Giving a car to a friend, partner, or neighbor doesn’t avoid the 6%. The family exemption is limited to the relatives listed in the statute; anyone outside that list is treated as a regular transfer. For gift situations without a qualifying relationship, the Department of Revenue calculates the tax on the vehicle’s average trade-in value from the reference manual, not on a reported sale price.4Kentucky Department of Revenue. Leased Vehicles Work Differently

Leases run through Kentucky’s U-Drive-It (UDI) program. Instead of paying 6% of the full vehicle value up front, the permit holder pays 6% on the gross rental or lease charges collected from the customer.6Kentucky Transportation Cabinet. U-Drive-It The practical result is that the tax gets spread across your monthly payments. The leasing company holds the UDI permit and handles remittance; you’ll see the tax as a line item on the lease.

Annual Fee for Electric and Plug-In Hybrid Vehicles

Kentucky adds a separate annual ownership fee on top of the usage tax for electric and plug-in hybrid vehicles. As of 2025, the fee is $126 per year for fully electric vehicles and plug-in hybrids, and $63 for electric motorcycles.7U.S. Department of Energy. Electric Vehicle (EV) Fee Standard hybrids that can’t plug in owe nothing extra. The fee is collected at initial registration and again at each annual renewal.8Kentucky Transportation Cabinet. What to Bring to the Clerk, and What It Costs

You have 15 days after the purchase or arrival in Kentucky to title the vehicle at your county clerk’s office. Bring:

  • The signed title (notarized signatures if the title is from out of state)
  • Proof of Kentucky insurance issued within the last 45 days
  • A Kentucky driver’s license, Kentucky ID card, or Social Security card
  • Completed Form 71A100

The clerk calculates the 6% usage tax and collects it along with standard fees: $9 for the title application and $21 for a standard passenger registration.9Kentucky Transportation Cabinet. Vehicle Titling A speed-title option costs $25 and prints the same day; the standard title otherwise arrives by mail in four to six weeks. You leave with a plate and a year decal and can drive legally right away.

Miss the 15-day window and penalties stack up quickly. Kentucky charges a 3% penalty on tax paid within 30 days of becoming delinquent, jumping to 10% after that, plus 15% annual interest from the delinquency date. Handling everything in the first two weeks is what avoids it.
