To meet the Kentucky motorcycle permit requirements, you need to be at least 18 with a valid driver’s license (or under 18 with an intermediate license), pass a vision screening and a written knowledge test, and pay $15 for a standard instruction permit or $18 for the REAL ID version.1Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits for Motor Vehicle and Motorcycle2DRIVE. Motorcycle Credentials The permit is good for one year and can be renewed once.
Who Qualifies
Kentucky law gives you two ways in. If you are 18 or older, you can apply directly as long as you hold a valid motor vehicle operator’s license. If you are under 18, you need an intermediate motor vehicle operator’s license issued under KRS 186.452. A standard car learner’s permit is not enough on its own.1Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits for Motor Vehicle and Motorcycle
Getting to that intermediate license takes time. You must be at least 16, have held a car learner’s permit for 180 days with no moving violations, and have logged 60 hours of supervised driving including 10 at night.3Kentucky Legislative Research Commission. Kentucky Revised Statutes 186.452 – Intermediate License to Operate a Motor Vehicle
Applicants under 18 also need a parent or legal guardian to sign the permit application. If no parent or guardian is living, another adult willing to take responsibility can sign in their place.1Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits for Motor Vehicle and Motorcycle
Documents to Bring
Driver licensing offices require originals. Photocopies are not accepted.4Kentucky Transportation Cabinet. Valid Proof Documents for Kentucky Driver’s Licenses, Permits, and Identification Cards First-time applicants and anyone transferring from out of state need to bring:
- Your actual Social Security card.
- One proof of identity, such as a certified birth certificate or valid U.S. passport.
- One proof of Kentucky residency dated within the past year for a standard permit, or two residency documents for the REAL ID version. Utility bills, bank statements, pay stubs, and voter registration cards all work.
Applicants under 18 must also bring a School Compliance Verification Form from their school.5Kentucky Transportation Cabinet. First Issuance
The Tests You Take
Before the permit is issued, you have to pass a vision screening and a written knowledge exam covering traffic laws and safe riding.6Kentucky Legislative Research Commission. Kentucky Revised Statutes 186.480 – Examination of Applicants The written test has 30 questions and you need 24 correct to pass. The only official study material is the motorcycle manual published by the Kentucky State Police, available free on their website.7Kentucky State Police. Kentucky State Police Driver Testing
Both tests are given at the licensing office on the day you apply. There is one shortcut worth knowing: if you show proof of completing an approved rider training course, you are exempt from the knowledge exam.6Kentucky Legislative Research Commission. Fees and How You Get Your Card
A standard motorcycle instruction permit is $15. The REAL ID version is $18. Either way, the permit covers one year.2DRIVE. Motorcycle Credentials8Kentucky Legislative Research Commission. Kentucky Revised Statutes 186.531 – Fees for Licenses, Permits, and Identification Cards
Once you pass and pay, you leave with a temporary paper permit and can ride legally that day. The permanent card comes by mail in 10 to 15 business days, so confirm your mailing address before you leave.9Kentucky Transportation Cabinet. Renew, Replace, Update a Credential
What You Can and Can’t Do on the Permit
The permit lets you ride on public roads, but the rules are different from a car learner’s permit. A few of them catch new riders off guard.
- No passengers, ever, while riding on an instruction permit.2DRIVE. Motorcycle Credentials
- If you are under 18, no riding between midnight and 6 a.m. unless you have a valid reason such as work, a school activity, or an emergency. Riders 18 and older have no curfew.1Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits for Motor Vehicle and Motorcycle
- Carry the permit on you whenever you ride.1Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits for Motor Vehicle and Motorcycle
- You do not need a licensed rider to accompany you. Kentucky permits solo riding from day one.
Riders under 18 pay a real price for slipping up. A moving violation or any breach of a permit restriction adds 180 days to the wait before you can apply for an intermediate motorcycle license.1Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits for Motor Vehicle and Motorcycle
Helmet and Eye Protection
Kentucky’s helmet law is not universal, but it does cover every permit holder. Under KRS 189.285, you must wear an approved helmet whenever the motorcycle is in motion if any of these apply:
- You hold a motorcycle instruction permit.
- You are under 21, whether operating or riding as a passenger.
- You have held your full motorcycle license for less than one year.
Once you are 21 or older and have held a full license for at least a year, the helmet requirement drops off.10Kentucky Legislative Research Commission. Kentucky Revised Statutes 189.285 – Regulations for Operating and Riding on Motorcycles
Eye protection is separate and applies to everyone. Every motorcycle operator in Kentucky must wear an approved eye-protective device whenever the bike is moving, regardless of age or license status. A windshield does not count. You need goggles, a face shield, or similar eyewear meeting Transportation Cabinet standards.10Kentucky Legislative Research Commission. Kentucky Revised Statutes 189.285 – Regulations for Operating and Riding on Motorcycles
How Long the Permit Lasts
The permit is valid for one year from the date of issue. You can renew it one time at a Driver Licensing Regional Office, giving you a maximum of two years total.1Justia Law. Kentucky Revised Statutes 186.450 – Instruction Permits for Motor Vehicle and Motorcycle If your second permit expires before you earn a full license, you have to start over, knowledge exam included.
Moving From Permit to Full License
The permit is a stepping stone. Two routes lead from there to a full motorcycle license or a motorcycle endorsement on your existing license.
Standard Testing Path
You have to hold the permit for a minimum period before you can take the motorcycle skills test. Under 21, the wait is 180 days. If you are 21 or older, it is 30 days.2DRIVE. Motorcycle Credentials The skills test is scheduled through the Kentucky State Police and involves a series of controlled maneuvers on the bike.6Kentucky Legislative Research Commission. Kentucky Revised Statutes 186.480 – Examination of Applicants
Safety Course Route
Completing an approved Basic Rider Course through Kentucky’s motorcycle safety education program waives both the written knowledge test and the skills test, and it eliminates the 30- or 180-day holding period. For courses taken after July 15, 2023, you can skip the permit entirely and go straight to a full license.11RideSmartKY. Motorcycle Education and Safety
Tuition is capped at $150. Riders under 18 can take the course free if they already hold an intermediate driver’s license. The course completion waiver is good for one year, so you need to get to a licensing office within that window to have your credential updated. Kentucky also accepts rider education completions from other states as long as the other state uses that course for its own license waiver.11RideSmartKY. Motorcycle Education and Safety
Where to Apply
Applications are handled at Kentucky Transportation Cabinet Driver Licensing Regional Offices. Scheduling an appointment online before you go is the easiest way to avoid a long wait. Walk-ins are accepted, but appointment holders get priority at most locations.12Kentucky Transportation Cabinet. Kentucky Driver Licensing
