KY Permit Test: Eligibility, Documents, and Fees

To pass the Kentucky permit test, you need to be at least 15, book an appointment at a Kentucky State Police regional office, bring the right identity and residency documents, and score at least 32 out of 40 on a computerized knowledge exam along with a vision screening. Applicants under 18 also have to hand over a School Compliance Verification Form signed by their school before the office will process anything.¹

Who Can Take the Test

The minimum age is 15.² There is no upper limit, but the path after the permit changes with age: applicants at 15 must hold the permit at least 180 days and reach 16 before moving to an intermediate license.³

If you are between 15 and 17, Kentucky’s No Pass/No Drive law ties your ability to test to your school record. You are considered academically deficient if you failed four or more courses in the previous semester or racked up nine or more unexcused absences, with suspensions counted as unexcused.⁴ To prove you’re clear, bring a School Compliance Verification Form signed by your school. Without it, the regional office will not process the application, no matter how well you do on the test.¹

Documents to Bring

Kentucky requires originals. Photocopies will be rejected. You need every item on this list at your appointment:⁵

One proof of identity: a birth certificate, valid U.S. passport, or citizenship/naturalization certificate.
One proof of Social Security number: your Social Security card is required for first-time credentials.
Two proofs of Kentucky residency, dated within the last year: utility bills, bank statements, lease agreements, or U.S. Postal Service postmarked mail.
Proof of any name change: a certified marriage certificate, divorce decree showing the name change, or court order, required whenever your current legal name differs from the name on your birth certificate.

Check that the name on your Social Security card matches your current legal name before you go. If it doesn’t, fix the Social Security record first. Document mismatches are one of the most common reasons applicants get turned away.

Non-U.S. citizens applying for a first-time Kentucky permit must take the written, vision, and road tests, and should consult the Transportation Cabinet’s non-U.S. citizen page for the specific identity and lawful-status documents required.

Scheduling Your Appointment

The Kentucky State Police administer permit testing at regional offices across the state, and you must schedule an appointment online through the KSP portal before showing up.⁶ Choose “Written” as the appointment type (that category covers instruction permits), then select the regional office and time slot you want. New slots open at 8 a.m. each day the office is open, so checking first thing gives you the most choices.

Since July 2022, you can test at any regional office in the state regardless of your home county.⁷ If your nearest office is booked out, look at offices in neighboring counties.

What the Knowledge Test Covers

The exam is a 40-question computerized test. You need at least 32 correct answers, or 80%, to pass.⁸ Content falls into three areas:

Kentucky traffic laws, including right-of-way, speed limits, signaling, and the legal consequences of driving under the influence.
Road sign recognition by shape, color, and meaning, covering regulatory, warning, and guide signs.
Safe driving practices, including following distance, lane changes, intersections, and sharing the road with pedestrians and emergency vehicles.

The Kentucky Driver Manual is the study source. Every question comes from it, and the Transportation Cabinet publishes the manual free on its website. Commercial practice tests typically run $8 to $30, but the manual alone is enough to prepare.

Accommodations

If you have trouble reading, some regional offices offer an audio version of the test. Where audio isn’t available, the test can be administered orally. Call the Kentucky State Police at (800) 542-5990, Option 3, to arrange accommodations before your appointment.⁷

Retakes

If you fail, you can retest the next day tests are administered. After six failures, you have to wait three days before trying again. After three more consecutive failures, another three-day waiting period applies.⁹

Vision Screening

Every applicant also has to pass a vision screening.¹⁰ The standard is 20/40 visual acuity in at least one eye, with or without corrective lenses.¹¹ If you only meet 20/40 while wearing glasses or contacts, the permit will carry a restriction requiring corrective lenses while driving.

Applicants who don’t reach 20/40 are referred to a vision specialist. If your corrected vision is 20/60 or better and you meet the Cabinet’s field-of-vision standards, you can still qualify after that specialist evaluation.¹¹ Bring your glasses or contacts to the appointment so you can test with them.

Fees and Getting the Permit

After you pass both the knowledge test and the vision screening, you go to the Transportation Cabinet’s regional office window to pay and finalize the application. Cash, checks, and debit or credit cards are accepted, with a small processing surcharge on card payments.¹² Current fees by credential type and duration are on the KYTC pricing page. You leave with a temporary paper permit valid immediately under the permit restrictions.¹³ A motor vehicle instruction permit is valid for four years and can be renewed.³

What the Permit Lets You Do

A permit is not a license. It authorizes practice driving under specific conditions, and violating those conditions can delay your progress to a full license.

Rules for Every Permit Holder

At all times while driving, a licensed driver at least 21 years old has to be in the seat next to you. This applies at any age, on any road, for any trip. You must also carry your permit whenever you drive.³

Extra Rules if You’re Under 18

Two additional restrictions apply on top of supervised driving:³

No driving between midnight and 6 a.m. unless there is good cause, such as an emergency, a school activity, or work.
No more than one unrelated passenger under age 20 in the car unless a licensed driving instructor is supervising.

Driving without complying with permit requirements is worth 3 points on your record.¹⁴

What Comes After the Permit

Kentucky uses a graduated licensing system: instruction permit, intermediate license, then full operator’s license. How long you stay in the permit stage depends on your age.³

Ages 15 to 20: hold the permit for at least 180 days. Applicants who tested at 15 also have to reach 16 before advancing.
Age 21 and older: 30 days.

For 16- and 17-year-olds moving to an intermediate license, the 180 days must pass without certain traffic violations, and a parent or guardian must sign a statement confirming at least 60 hours of supervised driving practice, with 10 of those hours at night.¹⁵ A moving violation, a DUI, or a permit-restriction violation during those 180 days resets eligibility.
