How the 7.25% Breaks Down
Ohio’s statewide base of 5.75% applies to every taxable sale in the state.3Ohio Department of Taxation. Sales and Use Tax On top of that, Lake County adds two local pieces totaling 1.50%:
- A 1.00% county sales tax authorized under Ohio Revised Code 5739.021, which lets counties levy up to 1% on retail sales for general revenue, criminal justice, or regional transportation. The Board of County Commissioners sets the rate by resolution, and the money flows into the County General Fund that pays for sheriff’s operations, emergency services, and general administration.4Ohio Legislative Service Commission. - A 0.50% transit tax under Ohio Revised Code 5739.026, which funds the Laketran transit authority.5Ohio Legislative Service Commission. Ohio Revised Code 5739.026 – County Sales Tax for Specific Purposes
One boundary worth knowing: motor vehicles and watercraft that require state titling are excluded from both county-level levies and taxed under separate rules.4Ohio Legislative Service Commission. Ohio Revised Code 5739.021 – Additional Sales Tax Levied by County
What the Tax Applies To
Ohio sales tax covers the retail sale, lease, and rental of tangible personal property, which means most physical goods bought in a store or online. It also reaches well into the digital shelf. Prewritten computer software is treated as tangible personal property and is taxable whether downloaded or bought on a disc. Streaming movies, digital audiobooks, downloaded music, and cloud-based software subscriptions (SaaS) are taxable as “specified digital products.”6Ohio Legislative Service Commission. Ohio Revised Code 5739.01 – Definitions Custom software built exclusively for one purchaser is the main exception, and only when the customization charges are separately stated on the invoice.
Common Exemptions
