Laws in Laramie, WY cover pets, noise, yard upkeep, snow removal, rental housing, parking, alcohol, and drug possession, enforced by the city under authority Wyoming grants municipalities to regulate conduct affecting public health, safety, and welfare.1Justia. Wyoming Code 15-1-103 – General Powers of Governing Bodies Most violations start with a warning or a door hanger and escalate to fines, contractor bills, towing, or in a few cases misdemeanor charges. Knowing where the lines sit keeps you out of municipal court.
Pets, Leashes, and Animal Control
Dogs and cats must be on a physical leash held by someone capable of controlling the animal any time they leave your property. Electronic collars and voice commands do not satisfy the rule.2City of Laramie, WY. Animal Control Pets four months and older need a current rabies vaccination and city registration. Wild animals, exotic pets, primates, and venomous reptiles are not allowed.
Barking and howling that disturbs neighbors is a citable nuisance, though the city does not publish a set number of minutes before an owner faces a fine.2City of Laramie, WY. Animal Control If animal control picks up your pet, expect a $50 impound fee plus $30 per night in boarding before you can take it home.
Service animals are not pets under federal law. A dog individually trained to perform tasks for a person with a disability is protected under the Americans with Disabilities Act, and no local “no pets” rule overrides that protection.3ADA.gov. Accessible Parking Spaces
Noise Limits and Fireworks
Chapter 8.40 of the municipal code sets the rules. For amplified sound in residential areas, the threshold is 55 decibels clearly audible from 50 feet away, roughly the volume of normal conversation.4City of Laramie, WY. Park Temporary Relief Noise Permit A stereo or amplifier carrying well past your property line at that level is enough to draw enforcement.
Responding officers usually apply a “plainly audible” test rather than carrying a decibel meter. If a neighbor or patrol officer can clearly hear the sound from a reasonable distance, you can be warned or cited, and repeat violations carry rising fines. Vehicle exhaust and modified mufflers fall under the same chapter.
Fireworks are illegal inside city limits because they violate Section 8.40.030’s permissible noise levels. The only exception is a permitted display, such as the annual Fourth of July show, which requires a city-issued permit under Section 8.40.090.5City of Laramie, WY. Blog – Fire Works
Property Upkeep: Weeds, Snow, and Junk
Property owners and occupants must keep grass and weeds under six inches and remove dead trees, limbs, and growth that blocks streets, alleys, or sidewalks. Violation notices arrive by mail with a deadline. Miss it, and the city hires a contractor and bills you for the work plus an administrative fee of $100 or 50 percent of the contractor’s bill, whichever is higher.6City of Laramie, WY. Code Enforcement
Sidewalk clearing matters year-round. Section 12.08.020 requires owners to keep the sidewalk next to their property free of snow, ice, mud, dirt, and debris.6City of Laramie, WY. Code Enforcement The ordinance says “immediate” removal after a snowfall; in practice, when a complaint comes in, code enforcement typically leaves a door hanger giving you 48 hours to clear it.
Broken furniture, scrap metal, appliances, and other discarded items in your yard count as a nuisance. Section 8.32.170 also limits the number of unsheltered junked vehicles you can keep.6City of Laramie, WY. Code Enforcement The same notice-and-contractor-bill process applies if you ignore the deadline.
Rental Housing Rules
Laramie adopted a rental housing code in 2022. Every residential rental unit must be registered with the city at $20 per year or $40 for two years per dwelling unit. This is a landlord obligation.7City of Laramie, WY. Rental Housing Code
Landlords must provide “essential services”: heat, working plumbing and fixtures, gas, electricity, functioning light fixtures, exterior door locks, window screens and latches, and any appliances the landlord agreed to supply. Since January 2025, sleeping areas must also meet egress and emergency escape requirements. Tenants whose landlords fall short can use the city’s complaint resolution program.7City of Laramie, WY. Security deposits run on Wyoming state law. After a lease ends, the landlord has 30 days to return the deposit or mail an itemized list of deductions. If the unit is damaged, the deadline extends another 30 days. If the landlord does not have your forwarding address, the clock starts 15 days after they receive it.8Justia. Wyoming Code 1-21-1208 – Deductions From Deposit Wyoming does not cap deposit amounts, so read the lease before signing.
The federal Fair Housing Act prohibits landlords from discriminating based on race, color, national origin, religion, sex, familial status, or disability. Wyoming adds no state-level protected classes beyond those seven.9U.S. Department of Housing and Urban Development. Housing Discrimination Under the Fair Housing Act
Alcohol and Public Conduct
Open containers of alcohol on public streets and in parks are prohibited without a permit. The city issues open-container permits for certain events and designated areas; outside those zones, carrying an open beer or bottle on a sidewalk or in a park will get you cited.
Underage possession carries real consequences in a college town. Wyoming law makes it a misdemeanor for anyone under 21 to possess alcohol, and Laramie police enforce it actively near campus. Public intoxication is a separate offense when impairment disrupts pedestrian traffic or threatens safety.
If you host a gathering where minors drink, you carry exposure of your own. You do not have to hand a minor a drink to be treated as responsible for what happens at the party in your house.
Marijuana and Other Drugs
Wyoming has not legalized marijuana in any form. No recreational use, no medical program, no decriminalization. Possessing three ounces or less of marijuana in plant form is a misdemeanor carrying up to 12 months in jail, a fine of up to $1,000, or both. A third or subsequent conviction becomes a felony with up to five years and a $5,000 fine.10Justia. Wyoming Code 35-7-1031 – Unlawful Manufacture or Delivery; Counterfeit Substance; Unlawful Possession
The statute reaches other controlled substances too. Powder and crystalline forms cap at three grams for the misdemeanor tier; liquid forms cap at three-tenths of a gram. Anything above those amounts triggers felony charges. Out-of-state medical marijuana cards do not make possession legal in Wyoming, and prescriptions are not valid unless the product has final FDA approval, which currently limits legal options to pharmaceutical dronabinol.
Parking and Snow Emergencies
Title 10 of the municipal code governs parking. The city enforces time limits on street parking, and vehicles left in the same spot for an extended period can be tagged and eventually towed at the owner’s expense. Parking on unpaved surfaces in residential areas, including your lawn or a dirt patch beside the driveway, is restricted to prevent erosion and fluid contamination.
The biggest parking risk arrives in winter. Laramie designates Snow Emergency Routes marked with street signs. When the city declares a snow emergency, all parking on those routes is banned so plows can clear the full roadway. Cars left on snow emergency routes are towed immediately, and the owner pays recovery fees.11City of Laramie. Laramie Code of Ordinances – Title 10, Division III, Chapter 10.36
Accessible parking requirements apply to any private lot open to the public. Standard accessible spaces must be at least 96 inches wide with a 60-inch access aisle; van-accessible spaces need either a wider space or a wider aisle. Signs showing the international accessibility symbol must be mounted at least 60 inches above the ground. Lots with four or fewer total spaces still need one van-accessible space, though the sign requirement is waived.3ADA.gov. Accessible Parking Spaces
Household Hazardous Waste
Paint, motor oil, batteries, pesticides, and cleaning solvents become hazardous waste once you are done with them. Pouring these down a drain, dumping them on the ground, or putting them in your regular trash violates disposal rules and can contaminate Laramie’s water supply. Keep products in their original labeled containers, never mix leftover chemicals together, and use collection events or permanent drop-off sites.12US EPA. Household Hazardous Waste (HHW)
Federal law under the Resource Conservation and Recovery Act excludes household hazardous waste from the strict regulatory category, so state and local agencies set collection rules.12US EPA. Household Hazardous Waste (HHW) In Laramie, that means working through Albany County’s solid waste program or local auto shops that take used oil for recycling.
