Lee County, FL Property Tax Rate: Millage, Exemptions, and Appeals

For the 2025 tax year, the Lee County, FL property tax rate runs about 10.94 mills for a home in unincorporated Lee County outside a fire district, which works out to roughly $10.94 in tax for every $1,000 of taxable value.1Lee County Property Appraiser. 2025 Taxing District Millage Book Your actual rate shifts based on your city, fire district, and special district overlaps, and your actual bill depends on the taxable value the Lee County Property Appraiser assigns your parcel after exemptions and the Save Our Homes cap.

How Millage Works in Lee County

A mill is one dollar of tax per $1,000 of taxable value.2Florida Department of Revenue. A Florida Homeowner’s Guide: Millage No single authority sets your rate. The county, the school board, water management districts, and whatever municipality or special district covers your address each adopt their own millage during summer and fall budget hearings, and your bill stacks them together.

That’s why two homes with identical market values can carry noticeably different tax bills. A home inside Fort Myers pays the city’s millage on top of county and school rates. An unincorporated home skips the city rate, picks up a lower Municipal Service Taxing Unit (MSTU) rate instead, and may add a fire district or other special assessment.

The 2025 Rate Breakdown

  • Lee County General Revenue: 3.7623 mills
  • Public School, local board: 2.2480 mills
  • Public School, state law: 3.0710 mills
  • Unincorporated MSTU: 0.8398 mills

  • All Hazards Protection District: 0.0693 mills
  • South Florida Water Management (three levies combined): about 0.23 mills

Combined, that’s about 10.94 mills. Inside a municipality, the city millage replaces the Unincorporated MSTU line and usually raises the total. Fort Myers, for example, levies 6.65 mills at the city level. Fire districts add their own millage on top, and the amount varies by district. The only exact number for your parcel is the one printed on your TRIM notice or tax bill, which itemizes every authority charging you.

What You Actually Pay: Taxable Value

The millage rate is only half the equation. The Property Appraiser sets each parcel’s market value (called “just value” in Florida) as of January 1, then subtracts exemptions and assessment caps to reach the taxable value that gets multiplied by the millage.

The Save Our Homes amendment is the biggest cap. Once you have a homestead exemption, your assessed value cannot rise by more than 3% or the change in the Consumer Price Index in a year, whichever is lower.3Florida Department of Revenue. Save Our Homes Assessment Limitation and Portability Transfer In a rising market, the gap between market value and capped assessed value widens every year, and after several years it can amount to tens of thousands of dollars off your taxable value.

Two consequences follow. First, long-time homesteaded owners often pay substantially less than the millage rate alone would suggest. Second, when a home sells, the new buyer’s assessed value resets to full market value. The previous owner’s tax bill is not a reliable estimate of what a buyer will pay.

Homestead Exemption

Florida’s homestead exemption knocks up to $50,000 off the taxable value of your primary residence, with a wrinkle. The first $25,000 applies to all taxes, including school levies. The second $25,000 applies only to assessed values above $50,000 and does not reduce school taxes.4The Florida Legislature. You have to own the property and live there as your permanent residence on January 1 of the year you claim it. File with the Lee County Property Appraiser by March 1, and bring a Florida driver’s license, Social Security numbers for all owners, and residency documentation such as a Florida voter registration or vehicle registration.5Florida Department of Revenue. If you already had a homestead in Florida and are moving within the state, portability lets you carry the accumulated Save Our Homes savings to the new home (up to $500,000), with the transferred amount proportionally reduced if you downsize.6Florida Senate. Other Exemptions That Reduce Your Bill

Veterans and Surviving Spouses

A veteran with a total and permanent service-connected disability is fully exempt from property tax on the homestead.7The Florida Legislature. Seniors, Widows and Widowers, Persons with Disabilities

Residents 65 and older with limited household income may qualify for an additional senior exemption of up to $50,000, and some Lee County municipalities and the county extend the benefit for assessed values up to $250,000.8Lee County Property Appraiser. Homeowners who are totally and permanently disabled and require a wheelchair for mobility, or who are legally blind, are fully exempt.9Florida Department of Revenue. Agricultural Classification

Land used primarily for bona fide commercial agriculture can be assessed on its agricultural use rather than its development value, which often cuts taxable value sharply on parcels near growing suburbs. The Property Appraiser weighs how long the land has been farmed, its size relative to the agricultural purpose, and whether it’s been maintained with standard commercial practices.10The Florida Legislature. Estimating Your Bill

Divide taxable value by 1,000 and multiply by your composite millage. That gives you the ad valorem portion of the bill, the part tied to property value. Here’s how it works on an unincorporated Lee County home at 2025 rates:11Lee County Property Appraiser. Tax Estimator

  • Homestead exemption: −$50,000
  • Taxable value: $250,000
  • Ad valorem tax at about 10.94 mills: $250,000 ÷ 1,000 × 10.94 = about $2,735

On top of the ad valorem number, your bill includes non-ad valorem assessments. These are flat charges for services like solid waste collection, stormwater management, and street lighting, and they don’t scale with property value. When to Pay and Discounts for Paying Early

  • November: 4% off
  • December: 3% off
  • January: 2% off
  • February: 1% off
  • March: no discount, full amount due

On a $3,000 bill, a November payment saves $120. Taxes become delinquent on April 1, at which point unpaid balances accrue interest at 18% per year with a minimum 3% charge, and the Tax Collector begins the tax certificate process shortly after.14Florida Senate. If You Think Your Assessment Is Too High

You can push back. Start with an informal conference at the Property Appraiser’s office, and bring evidence: recent comparable sales, photos of damage, anything showing the assessed value doesn’t fit the property.15Florida Department of Revenue. If that doesn’t work, file a petition with the Value Adjustment Board. For a valuation challenge, the deadline is 25 days after the Property Appraiser mails the TRIM notice in mid-August.16My Florida Legal. Hearings are less formal than court, and many homeowners represent themselves.
