Legal sports betting in Washington State exists only inside tribal casinos that have amended their Class III gaming compacts with the state. You cannot legally bet on sports from your home, your phone off-property, an offshore website, a bar, a card room, or a racetrack. Roughly 26 of Washington’s 29 tribal casinos now run sportsbooks under House Bill 2638, which Governor Inslee signed in March 2020.1Washington State Legislature. HB 2638 – 2019-20
Where You Can Legally Bet
Only tribal casinos with amended compacts can take a sports bet in Washington. RCW 9.46.0364 authorizes sports wagering solely through those compact amendments, and RCW 9.46.0368 sets the operating rules.2Washington State Legislature. Why the Casino Apps Don’t Work From Home
This is the point most people get wrong. Tribal casinos do offer mobile betting apps, but the apps only function while you are physically on the casino’s premises. Each facility uses geofencing to check your device’s location, and stepping past the property line kills the transaction.4Washington State Legislature. RCW 9.46.0368 – Sports Wagering
The statute is explicit: a wager “may be placed and accepted at a tribe’s gaming facility only while the customer placing the wager is physically present on the premises.”5Washington State Gambling Commission. Sports Wagering Requirements and Rules Think of the app as a way to skip the sportsbook counter line, not as a way to bet from your couch. Your device’s location services have to be on.
What You Can Bet On
Washington’s tribal sportsbooks cover the NFL, NBA, MLB, NHL, and MLS, plus international competitions, the Olympics, and select esports events approved by the Gambling Commission. Standard bet types are available:
- Moneyline — pick the outright winner.
- Point spread — bet against a set margin.
- Totals (over/under) — bet on the combined score.
- Parlays and futures — combine selections, or bet on outcomes like a season-ending champion.
What You Can’t Bet On
You cannot bet on any game involving a Washington-based college team. The University of Washington, Washington State, Gonzaga, and every other in-state school are off the board regardless of where the game is played. A Huskies NCAA tournament game in another state is still off-limits at every Washington sportsbook.
Player prop bets on athletes at Washington colleges are also prohibited. You can place player props on professional athletes and on college athletes at out-of-state schools. High school sports are excluded entirely. The Gambling Commission can pull additional events if it identifies integrity concerns.
Age and ID
Washington’s general legal gambling age is 18, but most tribal casinos require you to be 21 to enter the gaming floor and place sports bets.6Washington State Gambling Commission. Illegal Gambling Activities The minimum age at each casino is set by its compact, so confirm with the specific facility before you drive out. Bring a government-issued photo ID — a driver’s license, state ID, or passport. You won’t get past the sportsbook counter without one.
Penalties for Betting Illegally
Gambling outside what state law authorizes is a Class C felony. That covers placing or accepting sports bets through offshore websites, informal bookies, or any venue that isn’t a tribal casino with an amended compact.7Washington State Legislature. RCW 9A.20.021 – Maximum Sentences for Crimes Committed July 1, 1984, and After The statute also reaches transmitting or receiving gambling information over the internet or by phone when the activity is not authorized under Washington’s gaming laws. Using an offshore sportsbook app from your living room falls squarely into that category.
Taxes on Your Winnings
Every dollar you win is taxable on your federal return, whether or not the casino gives you a tax form. All gambling winnings go on Form 1040, including small wins under the casino’s reporting threshold.9Internal Revenue Service. Topic No. 419, Gambling Income and Losses
The casino issues an IRS Form W-2G when your net winnings hit $600 or more and the payout is at least 300 times your wager. When both conditions are met, the casino reports the win to the IRS and may withhold federal tax on the spot.10Internal Revenue Service. Instructions for Forms W-2G and 5754 Washington has no personal income tax, so your winnings are not taxed at the state level.
Deducting Losses
You can deduct gambling losses against winnings, but only if you itemize on your federal return, and only up to the amount you won. Starting in 2026, a new federal rule caps the deduction at 90 percent of your losses. If you lost $1,000 and won $1,000 in the same year, you can deduct $900. Keep records of every bet — dates, amounts, locations, and outcomes — because the IRS does not track losses for you.
Bills That Could Change the Rules
Two companion bills in the 2025–26 session would reshape the state’s sports betting rules. House Bill 2205 and Senate Bill 6137 would lift the ban on wagering involving in-state college teams while adding an explicit prohibition on player prop bets tied to individual college athletes at Washington schools.11Washington State Legislature. Separately, there is ongoing discussion about expanding mobile sports betting statewide so that you could bet from anywhere in Washington rather than only inside a casino. Self-Exclusion and Help
If gambling stops being entertainment, Washington runs a voluntary self-exclusion program through the Gambling Commission. You pick a ban of one, three, five, or ten years, during which participating casinos and card rooms are required to deny you entry to gaming areas.13Washington State Gambling Commission.
