How the Rate Is Built

Every taxable sale in Texas starts with the statewide 6.25% rate set by Texas Tax Code Section 151.051.2State of Texas. Texas Tax Code 151.051 – Sales Tax Imposed Liberty County voters have layered on an additional 0.5% county sales tax under Chapter 323 of the Tax Code, which lets counties levy at 0.5%, 1%, or 1.5%.

Cities and special-purpose districts can add their own sales taxes on top of that. State law caps the combined local total — county, city, and any special districts together — at 2%. Added to the 6.25% state rate, that means no address in Liberty County can legally be charged more than 8.25%.3State of Texas. Texas Tax Code Chapter 323 – County Sales and Use Tax Act

Rates by Location Within Liberty County

The county’s three main cities each impose a 1.5% municipal sales tax, which pushes them to the 8.25% cap:

  • City of Liberty: 6.25% state + 0.5% county + 1.5% city = 8.25%
  • Cleveland: 6.25% state + 0.5% county + 1.5% city = 8.25%
  • Dayton: 6.25% state + 0.5% county + 1.5% city = 8.25%

Shop outside any city’s limits, in an unincorporated part of the county, and no city tax applies. The rate drops to 6.75%.

Some addresses fall inside special-purpose taxing districts — emergency services districts or municipal development districts authorized under Tax Code Title 3, Subtitle C — which can add a fraction of a percent of their own. Even where those exist, the 2% local cap holds, so the combined rate never exceeds 8.25%.
