Lifetime Fishing License in California: Cost, Eligibility, and Coverage

A California lifetime fishing license is a one-time purchase from the California Department of Fish and Wildlife (CDFW) that gives a California resident a free annual sport fishing license every year for the rest of their life. In 2026, the fee ranges from $709.00 to $1,160.25 depending on the buyer’s age at purchase.¹

2026 Cost by Age

The price is tiered by the applicant’s age when CDFW processes the application. Most fees include a 5% license agent handling fee and a 3% nonrefundable application fee.²

Ages 0–9: $709.00
Ages 10–39: $1,160.25
Ages 40–61: $1,045.00
Ages 62 and older: $709.00

Fees are adjusted annually. To lock in the 2026 rate, your application must be postmarked on or before December 31, 2026.³ Once purchased, the license shields you from all future increases to the base sport fishing license fee.¹

Who Qualifies

Only California residents can buy the lifetime license. Under the Fish and Game Code, a resident is someone who has lived continuously in California for at least the six months immediately before applying. Active-duty U.S. Armed Forces members and people enrolled in the federal Job Corps program qualify as residents regardless of how long they’ve been in the state.²

There is no minimum age. A license can be bought for a newborn, which is why it’s a common gift in fishing families. If you move out of state later, the license stays valid; residency only has to be established at the time of purchase.¹

What the License Covers

The lifetime license replaces the base annual sport fishing license. It authorizes you to take fish, amphibians, and reptiles anywhere in California for non-commercial purposes for the rest of your life.⁴

It does not include validations, report cards, or tags.⁴ If you fish for certain species, you still need to buy the appropriate report card each year:

Sturgeon: $8.13 for the 2026–2027 season
Spiny lobster: $12.70
Abalone: fishery is currently closed
Steelhead and salmon: required separately unless included through the Fishing Privilege Package below

Report cards apply to everyone fishing for these species, including people who wouldn’t otherwise need a license, such as children under 16 or anglers on a public pier.²

Optional Lifetime Fishing Privilege Package

For an additional $478.75, you can add a Lifetime Fishing Privilege Package that bundles a Second-Rod Validation, Ocean Enhancement Validation, North Coast Salmon Report Card, and Steelhead Report Card for life.¹ Sturgeon, spiny lobster, and abalone report cards are not part of the package.²

Is It Worth the Money?

A resident annual sport fishing license costs $64.54 in 2026.⁵ Divide the lifetime price by that annual fee and you get a rough break-even, before factoring in future price increases:

Ages 0–9: about 11 years
Ages 10–39: about 18 years
Ages 40–61: about 16 years
Ages 62+: about 11 years

Those numbers understate the value, because annual license fees rise over time. A child receiving the license as a gift comes out well ahead. Someone buying at 55 breaks even around 71, still reasonable for a regular angler. The tightest case is a buyer age 62 or older who fishes only occasionally; you’d need to fish into your mid-70s to come out ahead at current prices, though rising annual fees shorten that window.

How to Buy One

The application is CDFW form DFW 1561, available on the CDFW website. You’ll need to include:³

Age verification, such as a copy of your driver’s license or DMV ID card. Applicants under 18 can also use a birth certificate.
Proof of California residency for at least six continuous months, such as a California driver’s license, ID card, or utility bill with a California address.
Payment by check, money order, or Visa/Mastercard credit or debit card. Cash is not accepted at CDFW offices.²

You can submit the completed package by mail to the CDFW License and Revenue Branch in Sacramento, by fax if you’re paying by credit card, or in person at any CDFW license sales office.⁶ Mail and fax applications typically take several weeks to process before your permanent lifetime identification and first annual license arrive.

Picking Up Your License Each Year

Even though the license itself is permanent, you still have to pick up a new physical annual sport fishing license every year. It’s free, and you can get it at any CDFW license agent, a CDFW license sales office, or through the CDFW online portal. The new license becomes available 45 days before each license year begins.¹

If you lose the annual license mid-year, you can buy a duplicate through the CDFW online sales system.⁷

No Refunds, No Transfers

Sport fishing license purchases are nonrefundable, and the license is considered in use from the moment you buy it.² The lifetime license is also non-transferable; you can’t sell it, give it away, or pass it to a family member.⁴ If you’re buying one as a gift, put the recipient’s name on the application from the start.

CDFW can also revoke a lifetime license if the holder is convicted of a Fish and Game Code violation, so “lifetime” holds only as long as you follow the rules.⁴
