LIHEAP in West Virginia: Income Limits, Benefits, and How to Apply

The Low Income Energy Assistance Program (LIEAP) in West Virginia helps eligible households pay winter heating bills by sending a payment directly to your utility company or fuel vendor. The program is run by the Department of Human Services (DoHS) through its Bureau for Family Assistance, and it opens for a short window each winter. Funding is capped, and in the most recent season the application window closed one week after it opened.

Income Limits for the 2026 Season

West Virginia sets the LIEAP income cap at 60 percent of the state median income for households of one to seven people. Households of eight or more use 150 percent of the federal poverty level instead.1West Virginia Department of Human Services. West Virginia Department of Human Services Announces Energy Assistance Program for Low-Income Residents The monthly caps published by the Bureau for Family Assistance for FY2026 are:

  • 1 person: $2,454 per month ($29,448 per year)
  • 2 people: $3,209 per month ($38,508 per year)
  • 3 people: $3,965 per month ($47,580 per year)
  • 4 people: $4,720 per month ($56,640 per year)
  • 5 people: $5,475 per month ($65,700 per year)
  • 6 people: $6,230 per month ($74,760 per year)
  • 7 people: $6,372 per month ($76,464 per year)
  • 8 people: $6,769 per month ($81,228 per year)

Add $688 to the monthly limit for each additional person beyond eight.2Bureau for Family Assistance. Utility Assistance/LIEAP The ceilings are higher than most people assume. A family of four earning roughly $56,000 can still qualify, so don’t rule yourself out based on a guess.

Other Basic Requirements

You must be a West Virginia resident, and someone in your household must be legally responsible for the heating bill, whether that goes to a utility or to a bulk fuel supplier like a propane or wood vendor.1West Virginia Department of Human Services. Apply the Day the Window Opens

This is where most eligible families get shut out. For FY2026, DoHS mailed applications automatically to previously enrolled households on January 5, 2026, and the program opened to the general public on February 2, 2026.4West Virginia Department of Human Services. West Virginia Department of Human Services Announces Automatic LIEAP Application Mailing for Low-Income Residents Regular funding ran out by the close of business on February 9, 2026, just one week later. Applications submitted through PATH by that date, or mailed with a postmark on or before it, were still processed.

Waiting even a few days has cost eligible families their full benefit in recent years. If you think you qualify, apply on the first day. Watch for the DoHS announcement each fall about when the next season opens.

What the Benefit Pays

Regular LIEAP sends a one-time payment during winter directly to your utility company or bulk fuel vendor. The amount depends on household size, income, and primary fuel type. In recent years the regular benefit has run roughly $300 to $495 per household, though exact figures shift with federal funding.2Bureau for Family Assistance. Utility Assistance/LIEAP You don’t receive the money yourself; it credits your account with the vendor.

Emergency Crisis Help

Crisis assistance is a separate track for households that already have no heat or are about to lose it. To qualify, you need either a written termination notice from a regulated utility or, for bulk fuel, verification from your supplier that no further deliveries will be made without payment. Once you apply, the state is required to resolve an eligible heating emergency within 48 hours, or within 18 hours if the situation is life-threatening.

The 48-hour clock is the state’s deadline to act after you apply, not a measure of how much fuel you have left. If your bulk fuel supplier has cut you off, you can apply for crisis assistance even during the regular program window.

Documents to Have Ready

Pulling your paperwork together before you start saves real time. You’ll need:

  • Social Security numbers for every person in your household, including children and unrelated residents5West Virginia Department of Health and Human Resources. Low-Income Energy Assistance Program Instructions and Guidelines
  • Proof of income for every adult, covering the 30 days before you apply. Pay stubs, Social Security award letters, and unemployment statements all work. If you report zero income, you must explain in writing how you’ve been covering living expenses.5West Virginia Department of Health and Human Resources. Low-Income Energy Assistance Program Instructions and Guidelines
  • A recent heating bill or bulk fuel receipt showing your vendor name and account number

The application itself is the DFA-LIEAP-1. Everything on it must reflect your situation on the day you apply, not a past month or last season.

Extra Step for Propane, Wood, Oil, and Coal Users

If you heat with bulk fuel, you have to show that your supply is low when you apply. If you received a regular LIEAP payment for bulk fuel in a prior year, you also need a receipt proving you actually used that payment to buy fuel. No receipt can mean a denial.

How to Submit the Application

The fastest route is the West Virginia PATH online portal at wvpath.wv.gov, because your application enters the processing system right away. You can also mail the DFA-LIEAP-1 and supporting documents to the DoHS office that serves your county, or drop them off in person. Community Action Agencies and regional Agency on Aging offices across the state are authorized to accept LIEAP applications too.2Bureau for Family Assistance. Utility Assistance/LIEAP

DoHS sends a written notice telling you whether your application was approved or denied and the exact benefit amount. Approved payments go to your utility or fuel vendor, not to you.

If You’re Denied

Start by contacting your local DoHS caseworker. Many denials come down to a data entry error or a missing document that can be fixed informally. If it isn’t a simple mistake, you have the right to request a formal Fair Hearing.

Submit the Fair Hearing request within 60 days of the denial notice.2Bureau for Family Assistance. Utility Assistance/LIEAP Use the Fair Hearing Request form from DoHS; if one wasn’t included with your denial letter, your local office or the DoHS website has it. Ask specifically for a “Fair Hearing” rather than a “case conference,” because a case conference doesn’t carry the same procedural protections. Keep a copy of everything you send and note the date you sent it.

A Hearing Officer will contact you with a scheduled date. One practical point: if you were denied outright rather than having an existing benefit reduced, no payments go out while you wait for the hearing. Given how short the LIEAP season is, an appeal may not restore benefits in time for the current winter, but it can establish your eligibility on the record.

Cooling and Weatherization

Two related programs sit alongside LIEAP but don’t help with winter heating bills. The cooling assistance program covers unsafe or broken air conditioning, uses the same FY2026 income limits, and requires that someone in the household be disabled, age 60 or older, or age five or younger; it runs outside winter and has its own portal at mylitt.com.2Bureau for Family Assistance. Utility Assistance/LIEAP The Weatherization Assistance Program pays for insulation, air sealing, and similar upgrades to permanently lower energy costs; priority goes to households with elderly members, people with disabilities, families with children, or very high energy bills relative to income, and SSI or TANF recipients automatically meet income eligibility.6West Virginia Community Advancement and Development.
