The Lima City Council is the eight-member legislative body for Lima, Ohio. It passes local ordinances, approves the annual city budget, sets staffing and salaries for city departments, and oversees how the municipal government operates. Seven members represent individual wards; the Council President is elected citywide. Meetings are open to the public, and residents can speak at them or petition to put measures on the ballot.
Who Sits on the Council
Section 24 of the city charter puts Lima’s legislative power in a council of eight. Seven members each represent one of the city’s geographic wards. The eighth, the Council President, is elected at-large by every voter in the city and presides over meetings.1City of Lima, Ohio. Charter of the City of Lima, Ohio
All eight members serve four-year terms and stay in office until a successor is sworn in. Elections for even-numbered and odd-numbered ward seats fall in different cycles, so the whole council never turns over at once.1City of Lima, Ohio. Charter of the City of Lima, Ohio
Lima uses a Mayor-Council form of government. The mayor runs daily administration; the council writes and votes on legislation. Each branch checks the other.
Qualifications and Residency
A candidate for Council President or any ward seat must be a registered voter and a Lima resident for at least six months before the filing deadline for nominating petitions. Ward candidates must live in the specific ward they want to represent.2American Legal Publishing. Lima Code 209.02 – Residency Requirement
Members have to keep that residency and voter registration throughout their term. A ward councilor who moves out of the ward, or any member who moves out of the city, loses the seat immediately.2American Legal Publishing. Lima Code 209.02 – Residency Requirement
What the Council Can Do
The council’s main job is passing ordinances and resolutions. Ordinances are permanent local laws, covering things like zoning, building codes, and tax levies. Resolutions handle shorter-term or administrative matters such as approving a contract or stating the council’s position on an issue. Under Ohio law, every ordinance and resolution has to be read on three separate days before a final vote, though the council can waive that with a three-fourths vote of all members.3Ohio Legislative Service Commission. Ohio Revised Code 731.17 – Passage of Ordinances and Resolutions
Budget power is where the council’s reach is most concrete. Each year it adopts the appropriation ordinance that decides how much money each city department gets. No department can spend funds the council hasn’t appropriated. The council also sets the number of employees in each department and fixes their salaries.4Ohio Legislative Service Commission. Ohio Revised Code 731.08 – Power of Legislative Authority as to Salaries and Bonds Large contracts need a council vote before money goes out the door.
There are limits. Ohio law confines the council to legislative work. It cannot perform administrative duties or appoint city employees outside its own staff.5Ohio Legislative Service Commission. Ohio Revised Code 731.05 – Powers of Legislative Authority
How the Mayor’s Veto Works
Every measure the council passes goes to the mayor. The mayor has ten days to sign it or return it with written objections. If the mayor does nothing within ten days, the measure takes effect as if signed.1City of Lima, Ohio. Charter of the City of Lima, Ohio
On spending measures, the mayor can veto all or just part. After a veto, the council has to wait at least one week before reconsidering. Overriding takes two-thirds of all elected members, meaning six of the eight. The override vote is recorded by name in the council journal, putting each member’s position on the public record.1City of Lima, Ohio. Charter of the City of Lima, Ohio Ohio’s municipal code sets out a nearly identical procedure.6Ohio Legislative Service Commission. Ohio Revised Code 705.75 – Mayors Veto
Where the Detailed Work Happens: Committees
Most legislation gets its closest look in committee before the full council votes. Lima’s council runs seven standing committees, each chaired by one councilor with two additional members:7Lima, OH – Official Website. Council Committees
- Finance, which handles the budget, tax measures, and spending requests.
- Safety Services, covering police, fire, and other public safety operations.
- Utilities, overseeing municipal water, sewer, and related departments.
- Public Works, handling streets, infrastructure maintenance, and capital projects.
- Neighborhood Concerns, addressing residential quality-of-life matters.
- Economic and Community Development, focused on business growth, housing, and community investment.
- Human Resources, dealing with personnel policies and staffing decisions.
In committee, members question city staff, review supporting data, and recommend changes before a measure reaches the floor. If you care about a specific policy area, that committee’s schedule is where the substantive debate shows up.
When and Where the Council Meets
Council meets twice a month, usually on Mondays, at 7:00 p.m. in the Council Chambers on the first floor of the Lima Municipal Center, 50 Town Square. Specific dates shift from month to month, so the published city calendar is the reliable reference.8City of Lima, Ohio. If you can’t attend, recorded meetings are posted through the city’s video archive on the Swagit platform.9City of Lima, OH. City Council Agendas and minutes are available through the city website or by contacting the Clerk of Council’s office. Reading the agenda ahead of time tells you which items are up and whether any affect your neighborhood or business.
Ohio’s Open Meetings Act requires public bodies to conduct official business in sessions open to the public. Executive sessions can be closed, but no votes or official actions can take place during them.10Ohio Legislative Service Commission. How To Speak at a Meeting
Residents can address the council during a segment called Privilege of the Floor, but you have to register in advance. Fill out the city’s online request form or call the Clerk of Council at 419-221-5218 by noon on the Thursday before the meeting you want to attend.12City of Lima, Ohio. The Council President runs the flow of public comment. Don’t count on an answer at the podium. The council often refers an issue to the relevant committee rather than responding on the spot.
Putting a Measure on the Ballot Yourself
Lima’s charter gives residents two ways to go around the council. An initiative lets voters propose a new ordinance. A referendum lets voters block one the council has already passed. Both require a petition signed by registered city voters equal to at least ten percent of the total votes cast for mayor in the most recent municipal election.14American Legal Publishing. Charter of the City of Lima
For an initiative, the signed petition goes to the council. If the council passes the proposed ordinance, the process ends there. If the council rejects it or substantially changes it, the petitioners’ committee can force the question onto the next municipal election ballot or a special election. Each signer must include a street address, and one signer per sheet has to swear under oath that the signatures are genuine.14American Legal Publishing. Charter of the City of Lima
For a referendum, the timing is tight. Non-emergency ordinances don’t take effect until thirty days after the council passes them. A referendum petition must be filed with the Clerk of Council within that thirty-day window. If the petition has enough valid signatures and the council doesn’t repeal the ordinance on its own, voters decide. Emergency ordinances, those deemed necessary for the immediate protection of public safety or welfare, cannot be challenged by referendum.14American Legal Publishing. Charter of the City of Lima
What Happens When a Seat Opens Up
When a council seat becomes vacant through death, resignation, a move out of the ward or city, or any reason other than a recall election, the remaining members appoint a replacement to finish the unexpired term.1City of Lima, Ohio. Charter of the City of Lima, Ohio The city publicly solicits applications. Interested residents send a letter of interest and a resume to the Clerk of Council by a posted deadline. For a ward vacancy, applicants must already live in the ward or agree to establish residency there within six months of appointment.15City of Lima. 4th Ward Council Seat Vacancy Notice
