To become a Licensed Mental Health Counselor in Indiana, you need a qualifying graduate degree of at least 60 semester hours, an associate license under which you complete 3,000 hours of supervised clinical experience over at least two years, a passing score on the National Clinical Mental Health Counseling Examination (NCMHCE), and a successful application to the Indiana Behavioral Health and Human Services Licensing Board. Once licensed, you renew every two years and complete 40 hours of continuing education each cycle. The full set of LMHC requirements in Indiana sits under Indiana Code 25-23.6 and is administered through the Indiana Professional Licensing Agency.
The Graduate Degree You Need
You must hold a master’s or doctoral degree in mental health counseling or a closely related field from an accredited institution. The program has to include at least 60 semester hours of graduate coursework, and the master’s degree alone has to account for no fewer than 48 of those hours.1Indiana Professional Licensing Agency. Licensed Mental Health Counselor Associate Examination Instructions The remaining credits can come from additional graduate-level coursework that fills out the required content.
Those required content areas include human growth and development, social and cultural foundations of counseling, counseling theory and practice, group dynamics, career development, assessment of individuals, research and program evaluation, professional ethics, and foundations of mental health counseling. Clinical instruction is also required as part of the degree.1Indiana Professional Licensing Agency. Licensed Mental Health Counselor Associate Examination Instructions
Graduating from a program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) is not required, but it tends to simplify things if you later seek licensure in another state. CACREP standards align with what most state boards recognize, which smooths endorsement.
The Associate License and 3,000 Supervised Hours
You do not go straight from your degree to full LMHC licensure. Indiana uses a two-stage system. After graduation, you apply for a mental health counselor associate license (LMHCA), which lets you practice under supervision while you build clinical hours.2Indiana General Assembly. Indiana Code 25-23.6-8.5-1.5 – Mental Health Counselor Associate License Requirements The board also issues an associate temporary permit for candidates who have met the educational requirements and are actively pursuing their supervised hours.
Full licensure requires at least 3,000 hours of post-graduate clinical experience spread over a minimum of two years. Within those hours, at least 100 must be face-to-face supervision sessions with a licensed mental health counselor or an equivalent supervisor approved by the board.3Justia. Indiana Code 25-23.6-8.5 – Chapter 8.5 Mental Health Counselors The two-year floor is firm. Even if your caseload would technically let you log 3,000 hours faster, you cannot shorten the clock.
Passing the NCMHCE
Indiana requires every LMHC applicant to pass the National Clinical Mental Health Counseling Examination (NCMHCE), administered by the National Board for Certified Counselors. The exam uses simulated clinical case scenarios covering intake, diagnosis, treatment planning, and professional ethics, rather than straight multiple-choice recall.
The National Counselor Examination (NCE) is a separate test and will not satisfy the exam requirement for full licensure. Indiana’s FAQ is explicit: the NCE is only acceptable for the associate-level license.4Indiana Professional Licensing Agency. Behavioral Health and Human Services Licensing Information If you hold an LMHC in another state and passed only the NCE there, you will have to sit for the NCMHCE before Indiana grants your license.5IN.gov. Applying for the Full License
With education, supervised hours, and the NCMHCE behind you, you file your application through the Indiana Professional Licensing Agency. The application fee is $50 and is non-refundable.4Indiana Professional Licensing Agency. Behavioral Health and Human Services Licensing Information
A national criminal history background check is part of the application. Fingerprints are captured digitally and submitted for processing by the Indiana State Police and the FBI, with results sent electronically to the licensing agency.6Indiana Professional Licensing Agency. Criminal Background Checks If you answer yes to any of the background questions on the application, such as prior convictions, malpractice claims, or discipline in another state, you need to submit a written explanation and supporting court documents. A past issue is not an automatic bar; the board reviews each situation individually.
If You Are Already Licensed in Another State
Indiana offers a reciprocity pathway for counselors who already hold an active, equivalent license elsewhere, and it does not require you to repeat your supervised hours. You still have to submit the $50 application fee, the criminal background check, verification of licensure sent directly from your home state’s board, and an official NCMHCE score report sent directly from the NBCC.4Indiana Professional Licensing Agency. Behavioral Health and Human Services Licensing Information Copies of license cards from other states are not accepted; the other board must complete and submit the formal verification.
If you passed a state-constructed exam rather than the NCMHCE, the board will review it for equivalency. The NCE, as noted above, is not treated as equivalent, so an applicant whose only national exam was the NCE will have to take the NCMHCE in Indiana.
Indiana has also joined the Professional Counselors Licensure Compact, which allows licensed professional counselors from member states to practice across state lines, including by telehealth, without obtaining a separate license in each state.7Indiana General Assembly. Indiana Code 25-42.5-7-1 – Privilege to Practice via Telehealth The compact is still being implemented, and the specific rules are set by the interstate commission, so counselors planning cross-border practice should check the commission’s current status.
Continuing Education and Renewal
All LMHC licenses expire on April 1 of even-numbered years. The renewal fee is $50, paid by credit or debit card through the licensing agency’s online system.4Indiana Professional Licensing Agency. Behavioral Health and Human Services Licensing Information During renewal you attest to having completed your continuing education, including the required ethics component. Missing the April 1 deadline results in a lapsed license, and you cannot legally practice until you reinstate.
Each two-year renewal cycle requires 40 hours of continuing education. At least 20 of those hours must qualify as Category I, meaning formally organized programming such as workshops, seminars, conferences, or accredited home-study. The other 20 can come from less formal professional development. At least two hours per cycle must cover ethics.4Indiana Professional Licensing Agency. Behavioral Health and Human Services Licensing Information
You do not submit CE certificates with your renewal. The board conducts audits, and licensees have to keep CE records for four years in case they get an audit letter. Audited licensees send copies by fax or mail by the deadline the letter states.4Indiana Professional Licensing Agency. Behavioral Health and Human Services Licensing Information Falling short on CE hours is a ground for discipline, so tracking credits through the cycle beats scrambling in March.
Keeping the License in Good Standing
Grounds for board discipline include fraud in obtaining a license (such as cheating on the exam), deception in professional services, misleading advertising, criminal convictions bearing on fitness to practice, and violation of any state or federal statute or rule related to the profession.8Indiana General Assembly. Indiana Code 25-1-9-4 – Standards of Professional Practice Fraudulent billing under Medicare, Medicaid, or private insurance is explicitly listed. The code of ethics itself is at 839 IAC 1-5-5.9Cornell Law Institute. 839 IAC 1-5-5 – Standards for the Competent Practice of Mental Health Counseling Separately, Indiana’s child abuse reporting statute applies to counselors and overrides therapist-client privilege for that purpose.10Indiana General Assembly. Indiana Code 31-33-5-1 – Duty to Make Report
Available sanctions range from a letter of reprimand to permanent revocation. The board can also suspend, censure, or impose fines up to $1,000 per violation, and sanctions can be combined.11Indiana General Assembly. Indiana Code 25-1-9-9 – Disciplinary Sanctions
If the board takes action against your license, you can appeal through Indiana’s Administrative Orders and Procedures Act (IC 4-21.5). You are entitled to an administrative hearing with evidence, testimony, and legal representation. A reviewing court can overturn the board’s decision if the action was arbitrary, unsupported by substantial evidence, exceeded the board’s authority, or violated required procedures. Watch the clock: a petition for judicial review must be filed within 30 days of the board’s notice, and Indiana courts have held that late filings waive judicial review entirely, with no good-cause exception.
