Local Law 152 Update: Deadlines, Extensions, and Penalties

Local Law 152 of 2016 requires most New York City building owners to have a Licensed Master Plumber inspect the building’s exposed gas piping every four years and file a certification with the Department of Buildings. Your deadline depends on which Community District your building sits in. For 2026, buildings in Community Districts 4, 6, 8, 9, and 16 across all five boroughs must have their inspection done and the certification filed by December 31, 2026.1NYC Department of Buildings. When Your Building’s Deadline Falls

The city is split into four annual sub-cycles by Community District number. Each district gets one calendar year, and the rotation repeats every four years. The current Cycle 2 schedule runs:1NYC Department of Buildings. Gas Piping Inspection

  • 2024 (completed): Community Districts 1, 3, and 10
  • 2025: Community Districts 2, 5, 7, 13, and 18
  • 2026: Community Districts 4, 6, 8, 9, and 16
  • 2027: Community Districts 11, 12, 14, 15, and 17

Every deadline is December 31 of the assigned year. If you aren’t sure which district covers your property, look up the address on the Department of City Planning’s Community District map or the NYC Planning Community Portal. The assignment follows your tax block and lot.

Which Buildings Are Covered and Which Aren’t

The only outright exemption is occupancy group R-3, which under the NYC Building Code covers buildings with no more than two dwelling units on a long-term basis, including one- and two-family homes.2NYC Admin Code. Local Law 152 of 2016 – Periodic Inspection of Gas Piping Systems Required

If your building has no gas piping, or had its gas service disconnected, you still have to file. Instead of an inspection report, you submit a GPS2 from a Licensed Master Plumber or Registered Design Professional stating there is no gas piping. If service was shut off, you also need a signed statement from the utility confirming the shutoff date and a signed owner statement confirming no appliances remain connected to gas piping.1NYC Department of Buildings. Who Can Perform the Inspection

Only a Licensed Master Plumber, or someone working under an LMP’s direct and continuing supervision, can perform a Local Law 152 inspection.4NYC Rules. 1 RCNY 103-10 Periodic Inspection of Gas Piping Systems The qualification rule for the supervised worker changed in 2025. Previously it required five years of full-time plumbing experience plus a DOB-approved training program; Local Law 142 of 2025 now requires the person to hold a journeyman plumber registration.5NYC Rules. Gas Piping Inspection Entities If you’re booking a 2026 inspection, confirm the crew meets the current standard.

What the Inspection Covers

The LMP walks the exposed gas piping and documents four categories of findings: gas leaks, worn or deteriorated piping, installations that don’t meet current construction code, and illegal connections.4NYC Rules. 1 RCNY 103-10 Periodic Inspection of Gas Piping Systems The scope is visual and limited to accessible piping. Concealed runs behind walls or underground aren’t included. A thorough inspector will cover meters, valves, connectors, and exposed piping in common areas, boiler rooms, and units where access is given.

The Two Forms: GPS1 and GPS2

Two DOB forms drive the process, both on the Department’s plumbing forms page.6NYC Buildings. Plumbing Forms The GPS1 is the detailed inspection report. The LMP delivers it to you within 30 days of the inspection. You don’t file the GPS1 with the city, but keep it in your records.1NYC Department of Buildings. Gas Piping Inspection

The GPS2 is the certification you actually submit. The LMP signs and seals it, and it can also certify that a building has no gas piping or that previously flagged conditions have been corrected.6NYC Buildings. Plumbing Forms

How and When to File the GPS2

You submit the signed and sealed GPS2 through the DOB’s online filing portal within 60 days of the inspection date.4NYC Rules. 1 RCNY 103-10 Periodic Inspection of Gas Piping Systems The filing goes through the DOB eFiling site, not the DOB NOW: Safety platform used for other compliance filings.1NYC Department of Buildings. Gas Piping Inspection Both the 60-day clock and the December 31 district deadline apply, so schedule the inspection with enough runway for both.

When you file, the information on the uploaded GPS2 must match the building details and LMP credentials entered in the digital form. Mismatches are a common cause of rejection. Save the confirmation number once the system accepts the filing; that’s your proof of compliance for the cycle.

If the Inspection Flags Problems

If the LMP finds an unsafe or hazardous condition, they must immediately notify you, the gas utility, and the Department of Buildings.1NYC Department of Buildings. Gas Piping Inspection You then have to fix the condition right away and pull any required permits under the Construction Codes.

For conditions that need correction but aren’t immediately dangerous, you have 120 days from the inspection date to make the repairs and file a new GPS2 certifying the correction. If the work genuinely needs more time, the deadline extends to 180 days, but the original GPS2 has to indicate that additional time is needed.7NYC Department of Buildings. Local Law 152 of 2016 Periodic Gas Piping Inspections Treat 120 days as the working target and request the longer window only when the scope of work requires it.

Requesting a Deadline Extension

If you can’t finish the inspection before your district’s December 31 deadline, DOB allows a one-time 180-day extension. The request has to go through the online portal before the original deadline passes, and the inspection and GPS2 filing must be completed within the extension period.1NYC Department of Buildings. Gas Piping Inspection It’s one shot per cycle. Miss the extended deadline and the next step is a violation.

Penalties for Missing the Deadline

Failure to file the GPS2 by the deadline carries a civil penalty of $1,500 for three-family residential buildings and $5,000 for every other covered building.8NYC Buildings. Violations for Failure to Submit Gas Piping System Certification9NYC Rules. Penalty for Failure to File Certification of Gas Piping Inspection The penalty is per building, so an owner with multiple properties can face cumulative fines quickly. Filing after a violation notice can help resolve the matter, but the penalty doesn’t vanish on its own once you come into compliance, and open DOB violations tend to complicate sales, refinancing, and insurance renewals.
