How the Rate Is Built

Ohio charges 5.75% on retail transactions statewide.1Ohio Legislative Service Commission. Ohio Revised Code 5739.02 – Levy of Sales Tax – Purpose – Rate – Exemptions State law lets each county add a permissive tax of up to 1% on top of that.4Ohio Legislative Service Commission. Ohio Revised Code 5739.021 – Additional Sales Tax Levied by County Lorain County’s add-on is 0.75%, which produces the combined 6.50%.

Retailers collect the full amount at the register and send it to the state, which routes the county’s share back to Lorain County. Compared to neighbors, the rate sits on the lower side. Cuyahoga County charges a 2.25% county tax for a combined 8.00%, while some rural counties add nothing and stay at the 5.75% state floor.

What the 6.50% Applies To

Ohio taxes all retail sales of tangible personal property unless an exemption applies.5Ohio Department of Taxation. Sales and Use Taxability That covers furniture, electronics, clothing, building materials, and most other physical goods.

Digital products are taxable at the same 6.50%. Prewritten software, downloadable music, e-books, movies, and streaming subscriptions such as Netflix and Hulu all count.5Ohio Department of Taxation. Sales and Use Taxability When a seller bundles taxable and nontaxable digital items without listing them separately, the entire purchase becomes taxable.

A long list of services is taxable too. The ones Lorain County residents run into most often:

  • Landscaping, lawn care, and snow removal, taxable when the provider earns $5,000 or more a year from these services.
  • Building cleaning and janitorial work, under the same $5,000 annual revenue threshold.
  • Private investigation and security services, with no revenue threshold.
  • Vehicle repair, car washes, and towing.
  • Gym memberships and personal care services, including tattoos, massages, and tanning.
  • Hotel and short-term lodging for stays under 30 days at properties with five or more rooms.

The $5,000 floor matters at the edges. A neighborhood teenager who mows lawns and brings in less than that over the year isn’t required to charge sales tax; a professional landscaping company almost always clears the threshold and must.5Ohio Department of Taxation. Sales and Use Taxability

Buying a Vehicle Is Taxed Differently

Car buyers in Lorain County pay only the 5.75% state rate, not the full 6.50%. Ohio’s county permissive tax statute specifically excludes motor vehicles and titled watercraft from the local add-on.4Ohio Legislative Service Commission. Ohio Revised Code 5739.021 – Additional Sales Tax Levied by County On a $30,000 vehicle, that difference is $225. You’d owe $1,725 instead of $1,950.

What’s Exempt

Several everyday categories carry no sales tax at all:

Businesses have their own exemptions. Purchases made for resale are not taxed, which keeps the same item from being taxed twice before it reaches the final buyer. Manufacturers can buy production machinery, materials handling equipment, and consumables used in manufacturing without paying sales tax.6Ohio Legislative Service Commission. Ohio Revised Code 5739.011 – Exemptions for Manufacturing Both require a valid exemption certificate at the time of sale. Without that paperwork, the seller has to collect the full 6.50%.7Legal Information Institute. Ohio Admin Code 5703-9-03 – Sales and Use Tax Exemption Certificate Forms

Use Tax on Online and Out-of-State Purchases

If you buy something online or from an out-of-state seller and no sales tax is collected at checkout, Ohio still expects you to pay 6.50% as “use tax.” The obligation shifts from the seller to you.8Ohio Department of Taxation. Sales and Use Tax Most large online retailers now collect Ohio tax automatically, but smaller sellers and private-party transactions can leave gaps.

Individuals can open a consumer’s use tax account through Ohio’s online tax portal to report and pay what they owe. Filing is monthly, with returns due by the 23rd of the following month, or quarterly, depending on the amount involved. Many people never file, but the obligation is still a legal one, and the state can assess back taxes on unreported purchases it catches.
