Shut the Card Down First
Before anything else, kill the card. Every minute an active Link card is out of your hands is a minute someone can drain your SNAP or cash balance. Disabling the card through the Help Line or the ebtEDGE website turns it off permanently, and it cannot be reactivated. So only disable it if you’re sure it’s gone, not if there’s a chance it slid under a car seat.1Illinois Department of Human Services. Report or Replace Lost/Damaged Link Card
If you’re not sure yet, freeze it instead. The ebtEDGE mobile app and the ebtEDGE Cardholder Portal let you block all transactions temporarily and unfreeze the card if it turns up. The same tools let you block out-of-state and internet transactions, which is worth doing even when nothing is missing.3Illinois Department of Human Services. Manage My Illinois Link Account

Can a Local DHS Office Hand You a Card?
Usually no. Replacement cards are mailed, and local Family Community Resource Centers don’t normally issue them over the counter. Under Illinois administrative code, a local office can issue a replacement with administrative approval, but that is an exception rather than the standard path.6Illinois General Assembly. 89 Illinois Administrative Code 121 – Supplemental Nutrition Assistance Program (SNAP) IDHS policy also provides that if your card was compromised through theft, the replacement may be issued at your local FCRC.7Illinois Department of Human Services. If Your Benefits Were Already Stolen
A missing card is one thing. Finding that someone has already drained your balance through skimming, cloning, or phishing is another, and the rules for getting that money back have changed.
Illinois accepted theft claims and reimbursed stolen SNAP benefits for incidents that occurred between October 1, 2022, and December 20, 2024. Under the American Relief Act of 2025, stolen SNAP benefits from incidents on or after December 21, 2024, can no longer be replaced.7Illinois Department of Human Services. File an EBT Theft Claim
If your theft falls inside the eligible window, you can still file a claim, but you must do so within 30 days of discovering the unauthorized transaction.
