Lost ID in California? DMV Documents, Fees, and REAL ID

To replace a lost ID in California, fill out the DMV’s online Driver’s License and ID Card Application, gather proof of your identity, and visit a DMV field office in person to give a thumbprint, sit for a new photo, and pay the $40 replacement fee. Seniors 62 and older pay nothing, and reduced or no-fee options exist for low-income and homeless residents. Your permanent card arrives by mail in about three to four weeks.1California Department of Motor Vehicles. Replace Your Driver’s License or ID Card2California Department of Motor Vehicles. First Steps After You Notice It’s Gone

If you think the card was stolen rather than misplaced, file a police report with local law enforcement. That report creates a record you can point to if someone uses your identity later. You can also send the DMV a Fraud Review form (INV 35), though the DMV notes that not every report leads to an investigation and suggests getting your duplicate card first.3California Department of Motor Vehicles. Even a plain loss is worth a defensive step or two. A credit freeze at each of the three major bureaus is free, blocks new credit from being opened in your name, and stays in place until you lift it.4Federal Trade Commission. Documents to Bring to the DMV

California requires documentary evidence of your age and identity for any ID application.6California Legislative Information. If your birth certificate is also missing, request a certified copy from the vital records office in the state where you were born; the CDC lists every state’s agency.7Centers for Disease Control and Prevention. If You Want a REAL ID

Replacing your lost card is a natural moment to decide whether to upgrade. REAL ID enforcement began May 7, 2025, and you now need a REAL ID-compliant license or ID, a valid passport, or another approved federal document to board a domestic flight or enter certain federal facilities.8Transportation Security Administration. If your Social Security card is also gone, a W-2, SSA-1099, or a pay stub showing your name and full SSN can stand in for it on the REAL ID application.9Transportation Security Administration. REAL ID Frequently Asked Questions

The Application and Field Office Visit

Start with the online Driver’s License and ID Card Application on the DMV website. It collects your details and produces a confirmation code that shortens your time at the counter.12California Department of Motor Vehicles. Apply Online for a Driver License or ID Card Unlike some driver’s license replacements, an ID replacement cannot be finished online. The in-person visit is required.1California Department of Motor Vehicles. Replace Your Driver’s License or ID Card

Book an appointment through the DMV portal so you’re not stuck in a walk-in line. At the office, hand over your confirmation code and identity documents. A technician verifies your paperwork, scans your thumbprint, and takes a new photo. The thumbprint is not optional — state law requires a legible fingerprint on file before the DMV issues the card.6California Legislative Information. What It Costs

A standard replacement ID is $40.2California Department of Motor Vehicles. Licensing Fees Several groups pay less or nothing:

If you qualify for a no-fee or reduced-fee card, the verifying organization fills out a DL 933 eligibility form. Bring it to your appointment.14California Department of Motor Vehicles. Reduced/No Fee ID Card Program Information for Organizations

Your Temporary Receipt Won’t Get You on a Plane

Before you leave the office, the DMV gives you a paper receipt showing you’ve applied. It’s valid for 60 days, and it has no photograph. That last detail matters: TSA does not accept a temporary driver’s license or ID at airport screening.15Transportation Security Administration. Acceptable Identification at the TSA Checkpoint If you have a flight before your plastic card arrives, plan to use a valid U.S. passport or another federally accepted photo ID.

Beginning February 1, 2026, travelers who reach a TSA checkpoint without acceptable identification can pay a $45 fee to try TSA ConfirmID, which attempts to verify identity by other means. If it can’t confirm who you are, you don’t get through.15Transportation Security Administration. Acceptable Identification at the TSA Checkpoint Treat that as a last resort, not a plan.

When Your New Card Arrives

The DMV mails your permanent plastic card to the address on your application. Three to four weeks is typical. If it hasn’t arrived after 60 days, check your application status through the DMV portal.16California Department of Motor Vehicles. Identification ID Cards The 60-day mark is also when your temporary receipt expires, so sorting out any delivery problem before that keeps you from spending time with no valid ID at all.

If Your Social Security Card Was Also Lost

Many people who lose a wallet lose both cards together. In many cases you can request a replacement Social Security card online through the SSA’s website; if your situation doesn’t qualify, book an appointment at a local SSA office. Either way, the card arrives by mail in 5 to 10 business days.17Social Security Administration. Replace Social Security Card

SSA needs proof of identity. A U.S. driver’s license, state ID, or U.S. passport is the usual primary document. Since your state ID is the piece you’re missing, acceptable alternatives include an employee ID, school ID, health insurance card (not Medicare), or U.S. military ID, as long as the document is current and shows your name and identifying information such as date of birth. Everything must be an original or agency-certified copy; photocopies and notarized copies aren’t accepted.18Social Security Administration. Federal rules cap replacements at three per year and ten per lifetime. Name changes and immigration-status changes don’t count toward those limits, and the SSA can grant exceptions for significant hardship case by case.19Social Security Administration. Social Security Numbers
