A lost PA driver’s license replacement costs $42.50 and can be requested online, at any PennDOT Driver License Center, or through an authorized Online Messenger Service.1Commonwealth of Pennsylvania. Replace a Driver’s License (Non-Commercial) If PennDOT already has your photo and signature on file, the online route takes a few minutes. If you apply in person, you walk out with a paper interim license good for 15 days while the permanent card is produced and mailed.
The Three Ways to Apply
Online
If PennDOT has your photo and signature on file, you can order the duplicate through the PennDOT online portal.1Commonwealth of Pennsylvania. Replace a Driver’s License (Non-Commercial) Confirm your details, select “lost” as the reason, and pay by credit or debit card.2Commonwealth of Pennsylvania. Payments and Fees The card arrives by mail, typically within one to two weeks. The trade-off: no interim license to carry while you wait.
In Person at a Driver License Center
At a PennDOT Driver License Center, you complete Form DL-80 (Non-Commercial Driver’s License Application for Change/Correction/Replacement), mark the reason for the duplicate, and pay the fee.3PennDOT. DL-80 Non-Commercial Driver’s License Application for Change, Correction, Replacement You leave with a paper interim license valid for 15 days.1Commonwealth of Pennsylvania. Through an Online Messenger Service
Online Messenger Services are private businesses authorized by PennDOT to handle duplicate license transactions, among others.4Commonwealth of Pennsylvania. Authorized Agents-Messengers A messenger can issue the interim license the same way a Driver License Center does. The catch: messengers add their own service fee on top of PennDOT’s $42.50, and the markup varies by location. For the lowest cost, go directly to a Driver License Center.
What You’ll Need
For a straightforward replacement where nothing on the license is changing, the paperwork is light. The DL-80 asks for your license number, Social Security number, date of birth, and current address.3PennDOT. DL-80 Non-Commercial Driver’s License Application for Change, Correction, Replacement Online, if PennDOT already has your photo on file, you don’t need to produce any physical document at all.
If you decide to upgrade to a REAL ID during the same visit, the document load is heavier (proof of identity, Social Security number, and two proofs of Pennsylvania residency, all as physical originals or certified copies).5Commonwealth of Pennsylvania. Fee and Payment
PennDOT charges $42.50 for a duplicate non-commercial driver’s license. If your license carries a motorcycle (Class M) endorsement, the fee is $48.50.6PennDOT. Driver Licensing Fee Chart Fact Sheet

Your Interim License and a TSA Warning
Apply in person at a Driver License Center or through a messenger and you get a paper interim license valid for 15 days.1Commonwealth of Pennsylvania. Replace a Driver’s License (Non-Commercial) Carry it with you every time you drive until the permanent card arrives.
One important limit: TSA does not accept temporary or interim paper licenses as identification at airport security checkpoints.7Transportation Security Administration. Acceptable Identification at the TSA Checkpoint If you have a flight coming up before your permanent card arrives, plan to use a valid U.S. passport, passport card, or military ID at the checkpoint.
If Your License Was Stolen Rather Than Lost
A stolen license is a different problem. Someone else now holds your full name, date of birth, address, and photo, which is enough to attempt identity fraud. Take a few steps beyond ordering the duplicate.
File a police report with your local law enforcement agency so there is an official record if fraud surfaces later. On the DL-80, select “stolen” as the reason instead of “lost” so PennDOT’s records reflect what happened.3PennDOT. The FTC recommends freezing your credit to prevent anyone from opening new accounts in your name. A freeze is free to place and free to lift. You can also place a one-year fraud alert by contacting any one of the three major credit bureaus (Equifax, Experian, or TransUnion); that bureau is required to notify the other two.8Federal Trade Commission. Driving Before the Replacement Arrives
Pennsylvania law requires you to carry your driver’s license whenever you drive and to show it to a police officer on demand.10Pennsylvania General Assembly. Pennsylvania Code Title 75 – 1511 Carrying and Exhibiting Driver’s License on Demand If you’re pulled over without it, you can avoid a conviction by producing a valid license at the police headquarters or the issuing authority’s office within 15 days of the stop. Do that, and the fine is $25.11Pennsylvania General Assembly. Pennsylvania Code Title 75 – 1501 Drivers Required to Be Licensed
The practical lesson: order the duplicate quickly, carry the interim license the moment you receive one, and keep a copy of your application confirmation in the car in the meantime.
Worth Upgrading to REAL ID While You’re There
Since you’re replacing the card anyway, consider upgrading to a REAL ID at the same visit. As of May 7, 2025, standard (non-REAL ID) Pennsylvania driver’s licenses are no longer accepted at TSA airport security checkpoints for domestic flights.7Transportation Security Administration. Acceptable Identification at the TSA Checkpoint Starting February 1, 2026, travelers without an acceptable ID can pay a $45 fee to use TSA’s ConfirmID system for a 10-day travel window.12Commonwealth of Pennsylvania. The upgrade adds a one-time $30 fee to the standard replacement cost and must be done in person with the full identity, Social Security, and residency document set.13Commonwealth of Pennsylvania. REAL ID in Pennsylvania REAL ID remains optional in Pennsylvania, but if you fly domestically without a passport, bundling the upgrade saves a second trip.
Commercial Driver’s Licenses Work Differently
If you’ve lost a Pennsylvania commercial driver’s license (CDL), the online option is not available. CDL duplicates require an in-person visit to a Driver License Center.14Federal Register. Restoring Integrity to the Issuance of Non-Domiciled Commercial Drivers Licenses (CDL) The duplicate fee is $42.50, or $48.50 with a Class M endorsement.6PennDOT.
