Loudoun County Tax Map: WebLOGIS Search, Values & Appeals

The Loudoun County tax map lives in two connected online tools: the Assessment and Land Parcel Database for text-based property records, and WebLOGIS for interactive mapping with data layers you can toggle on and off.1Loudoun County. Searching the Parcel Database

The parcel database accepts three separate search fields: property address, Parcel Identification Number (PIN), or tax map number.2Loudoun County. The PIN is 12 characters and can be entered with or without dashes; you’ll find it on your annual assessment notice or real estate tax bill.3Loudoun County. If you’re searching by street address, use the format shown on your tax bill rather than informal abbreviations.

A parcel record shows ownership and deed information, legal description, recent sales, assessment values, and building characteristics.2Loudoun County. Using WebLOGIS for the Map View

WebLOGIS is the interactive side of the system.4Loudoun County. Loudoun County Mapping GIS You zoom to a neighborhood, click a parcel, and stack data layers to see what’s on and around the property. The layers most useful for property research fall into a few categories:

  • Land records, including parcel boundaries, subdivision lines, address points, and road centerlines.
  • Zoning, covering current designations, rezoning applications (ZMAP), the 1972 Zoning Ordinance layer for Route 28 Tax District properties, and Leesburg’s separate zoning.
  • Environmental data: floodplains, soils, topography at four-foot intervals, wetlands, hydric soils, watersheds, and river and stream corridor resources.
  • Environmental health, including well and drainfield locations, pollution sources, and cemeteries.
  • Districts, such as agricultural districts, conservation easements, historic districts, steep slopes, and the reservoir protection area.

What the Map Tells You About a Property

The parcel boundary layer shows the physical dimensions and calculated acreage of a lot, which is what you compare against what a seller advertises or what a survey shows. Subdivision labels identify which development the property belongs to.

Zoning tells you what can legally happen on the land. Loudoun County adopted a new Zoning Ordinance on December 13, 2023, replacing the Revised 1993 Zoning Ordinance that had governed the county for three decades.5Loudoun County. Environmental layers are where the map earns its value during due diligence. The steep slope layer flags terrain that may limit where you can build. Soils data helps evaluate whether a lot can support a septic system, which matters in the county’s rural western areas.

The environmental health layers deserve attention if you’re buying somewhere without public water or sewer. Why Some Rural Parcels Show Unusually Low Values

If a large rural parcel on the map has an assessed value that looks too low, it may be enrolled in the county’s Land Use Assessment Program. The program lets qualifying owners defer part of their real estate taxes when the land is actively used for agriculture, horticulture, forestry, or open space, taxing it on use value rather than full market value.7Loudoun County, VA. When a property exits the program, the owner owes rollback taxes covering the difference between what was paid at use-value rates and what would have been owed at full market value. If you’re buying enrolled rural land, factor that potential liability in.

Using the Map to Appeal Your Assessment

The parcel database and WebLOGIS are the natural starting point for an assessment challenge, because they show the property characteristics the county used to reach its number. If the square footage, lot size, or building details don’t match reality, you have grounds for a correction. Loudoun County offers three levels of appeal.9Loudoun County, VA – Official Website.   • Administrative review. File a Real Estate Assessment Application for Review with the Commissioner of the Revenue’s office by March 16. Determination letters arrive within 90 days.
  • Board of Equalization. If you skip the administrative review, miss the March deadline, or disagree with the result, file a BOE appeal by June 1. Hearings typically run in August, and you can appear in person with evidence.
  • Circuit Court. If the BOE outcome doesn’t satisfy you, you can file suit in Circuit Court, though that generally means hiring an attorney.

You can appeal on three grounds: incorrect fair market value, inaccurate property characteristics in the record, or lack of uniformity with comparable properties nearby.9Loudoun County, VA – Official Website. Appealing a Real Estate Assessment The uniformity ground is where the map does real work. Pull your parcel, then look at similar lots in the same area. If comparable homes are assessed noticeably lower, that’s the evidence the BOE wants to see.
