Louisiana CDL Manual: Tests, Endorsements, and Fees

The Louisiana CDL manual is available as a free PDF from the Louisiana Office of Motor Vehicles website, filed under driver manuals.1Louisiana Office of Motor Vehicles. Driver Manuals Published by the Louisiana Department of Public Safety and Corrections, it is the study guide the state’s knowledge tests draw from, and it aligns with both federal safety regulations and Louisiana-specific rules.2Louisiana Department of Public Safety. Louisiana Drivers, Motorcycle, and CDL Manuals Louisiana law requires the department to publish a manual covering the requirements and qualifications for each license class and endorsement, and the online edition is kept current with regulatory changes. Check the revision date on the cover before you start studying, because testing centers use the current edition.

If you would rather have a physical copy, a local OMV field office can point you in the right direction. Otherwise, the download is the same document, and it is free.

What the Manual Covers

The manual is organized into chapters that map directly to specific knowledge tests. Every applicant begins with the general knowledge section, which covers safe driving practices, vehicle systems, cargo handling, and the basic regulatory framework for commercial driving.3Louisiana Department of Public Safety. Louisiana Commercial Driver’s License Manual Separate chapters cover air brakes, combination vehicles, tank vehicles, hazardous materials, passenger transport, and school buses. Which chapters you need depends on the class of license and the endorsements you want.

Endorsements

Each endorsement adds an additional knowledge test, and some add a skills test or background check on top.

  • H (Hazardous Materials): a knowledge test plus a TSA security threat assessment.
  • N (Tank Vehicle): for bulk liquids or gases.
  • P (Passenger): knowledge test and skills test for buses and large vans.
  • S (School Bus): knowledge test and skills test.
  • T (Doubles/Triples): for pulling double or triple trailers.
  • X: combines Tank and Hazmat, with the requirements of both.

Restrictions to Watch

Two restrictions catch new drivers. Test in an automatic and you get an E restriction that limits you to automatics; removing it means retesting in a manual. Skip the air brake knowledge test or test in a vehicle without air brakes and you get an L restriction that bars you from any vehicle equipped with air brakes. Most commercial trucks on the road use air brakes, so the L restriction narrows your job options considerably. Study the air brake chapter and test in a vehicle with air brakes if you can.

Who Needs a CDL

Federal regulation 49 CFR 383.91 divides commercial motor vehicles into three groups, and the Louisiana manual mirrors them.4eCFR. 49 CFR 383.91 – Commercial Motor Vehicle Groups

  • Class A: combination vehicles with a gross combination weight rating of 26,001 pounds or more, where the towed unit is rated over 10,000 pounds. Tractor-trailers and most big rigs.
  • Class B: single vehicles rated 26,001 pounds or more, or a heavy single vehicle towing a trailer at or below 10,000 pounds. Straight trucks, large buses, dump trucks.
  • Class C: vehicles that are not Class A or B but carry 16 or more passengers (including the driver) or require hazardous materials placards.

A Class A license covers all three classes. A Class B covers B and C. A Class C covers only C.

Prerequisites Before You Test

Age

You must be at least 18 to drive commercially within Louisiana. Interstate driving and hazardous materials transport require age 21 under federal rules.5eCFR. 49 CFR 391.11 – General Qualifications of Drivers The FMCSA’s Safe Driver Apprenticeship Pilot, which had allowed some 18-to-20-year-olds to drive interstate under supervision, concluded in November 2025, so age 21 is again the only path for interstate work.6Federal Motor Carrier Safety Administration. Safe Driver Apprenticeship Pilot (SDAP) Program

Medical Certification

Every applicant needs a Medical Examiner’s Certificate (Form MCSA-5876) from a provider on the FMCSA’s National Registry of Certified Medical Examiners.7Federal Motor Carrier Safety Administration. Medical Examiners Certificate (MEC), Form MCSA-5876 The exam covers vision, hearing, blood pressure, and general fitness. Drivers with monocular vision no longer apply for a separate federal exemption; a 2022 rule change moved that group into the standard exam using the Vision Evaluation Report (Form MCSA-5871).8Federal Motor Carrier Safety Administration. General Vision Exemption Package

You also file a self-certification form with the OMV declaring which of four commerce categories applies: interstate non-excepted, interstate excepted, intrastate non-excepted, or intrastate excepted.9Federal Motor Carrier Safety Administration. Medical The category determines whether federal or state medical rules apply, so choose it carefully.

Documents at the OMV

Bring proof of legal presence (a U.S. birth certificate or passport, for example), proof of your Social Security number, and two documents showing your Louisiana residential address such as utility bills, a lease, or a voter registration card.10Louisiana Office of Motor Vehicles. REAL ID A verbal Social Security number is not accepted; you need a card or official verification from the Social Security Administration.11Louisiana Department of Public Safety. Louisiana Department of Public Safety Office of Motor Vehicles Policy 6.00 Identification Requirements Louisiana stopped issuing non-domiciled CLPs and CDLs on October 2, 2025, so you must be a Louisiana resident to obtain a Louisiana CDL.12Louisiana Department of Public Safety. Entry-Level Driver Training

Since February 7, 2022, federal law requires Entry-Level Driver Training before the CDL skills test. ELDT applies if you’re getting a Class A or Class B CDL for the first time, upgrading from Class B to Class A, or adding a passenger, school bus, or hazardous materials endorsement for the first time.13Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)

Training has two parts: theory instruction and behind-the-wheel training. The federal rules do not set specific hours. Providers must cover every required topic, you must score at least 80 percent on the theory assessment, and behind-the-wheel proficiency is judged by your instructor on the range and on public roads.14Training Provider Registry. Training Provider Registry Most programs run several weeks in practice.

Your provider must appear on the FMCSA’s Training Provider Registry. Once you finish, the provider submits your completion certificate electronically to the FMCSA by midnight of the second business day after training ends, and the OMV verifies your record before you can schedule the skills test. Verify a school is on the registry before you enroll; training from an unlisted school does not count.

Knowledge Tests and the Commercial Learner’s Permit

Knowledge tests are taken at an OMV location and earn you a Commercial Learner’s Permit.15Louisiana Office of Motor Vehicles. Commercial Drivers Licenses The general knowledge exam has 50 multiple-choice questions with an 80 percent passing threshold. Endorsement and vehicle-type tests follow the same format and threshold, and every question is drawn from the chapters in the manual.

A Class A applicant typically takes general knowledge, combination vehicles, and air brakes at minimum. Add the hazmat test for an H endorsement, the tanker test for an N, and so on. You can take multiple tests in a single visit.

Once you pass, the OMV issues your CLP. It is valid for up to 180 days, with a free 180-day extension available; the total cannot exceed one year from issuance.16Louisiana Department of Public Safety. Louisiana Department of Public Safety Office of Motor Vehicles CLP Policy If it expires before you take the skills test, you have to retest for the permit.

The Skills Test

You must hold the CLP for at least 14 days before attempting the skills test. It has three parts.15Louisiana Office of Motor Vehicles. Commercial Drivers Licenses

  • Vehicle inspection: you walk the examiner through a pre-trip inspection, identifying components by name and explaining what a malfunction would mean for safe operation.
  • Basic control skills: maneuvers such as straight-line backing, offset backing, and alley docking in a controlled area. Hitting cones or taking excess corrections costs points.
  • Road test: driving on public roads while the examiner evaluates turns, lane changes, speed management, and traffic awareness.

Louisiana uses certified third-party testers to administer skills tests, and a searchable list is on the OMV website.17Louisiana Office of Motor Vehicles. CDL Third Party Testers After you pass all three parts, you return to an OMV office to have your permanent CDL issued.

The Hazmat Endorsement

The hazmat endorsement adds a federal security screening on top of the knowledge test. You must pass a TSA security threat assessment that includes fingerprinting, identity verification, and a criminal background check.18Transportation Security Administration. HAZMAT Endorsement

Pre-enroll online through the TSA’s application portal, schedule an appointment at an enrollment center, bring documentation (a current U.S. passport, or a driver’s license plus birth certificate), provide fingerprints, and pay the fee. As of 2026, the fee is $85.25 for new and renewing applicants. If you already hold a valid Transportation Worker Identification Credential (TWIC) and your state accepts the TWIC assessment in place of the hazmat assessment, the fee drops to $41.00. Fees are non-refundable and cover a five-year cycle.

Start at least 60 days before you need the endorsement; TSA processing can exceed 45 days. Certain convictions permanently disqualify you, including espionage, treason, and terrorism offenses. Others such as arson, robbery, and controlled substance violations trigger a temporary disqualification of five to seven years depending on the offense.

Fees

Budget for several separate charges along the way. The commercial learner’s permit application is $15.00, with $7.50 for each endorsement test beyond the base permit. The CDL itself is $61.50 in most parishes; Orleans Parish charges $76.50. Third-party skills testing typically starts around $100 and can go higher if you need to rent a vehicle for the test. These figures do not include your medical exam, ELDT tuition, or the $85.25 TSA fee for a hazmat endorsement.

Disqualifications

The disqualification rules apply whether you were driving a commercial vehicle or your personal car at the time of the offense.

Major Offenses

A first conviction for any of the following triggers a one-year disqualification from all CMV operation, extended to three years if you were hauling hazmat. A second conviction for any combination means a lifetime ban.19eCFR. 49 CFR 383.51 – Disqualification of Drivers

  • Driving under the influence of alcohol or a controlled substance.
  • A blood alcohol concentration of 0.04 percent or higher while operating a CMV, half the standard 0.08 limit for non-commercial drivers.
  • Leaving the scene of an accident.
  • Using a commercial vehicle to commit a felony.

Using a CMV in connection with drug trafficking or human trafficking results in a lifetime disqualification with no reinstatement.

Serious Traffic Violations

A single serious traffic violation does not trigger a disqualification, but they stack. Two within a three-year period result in a minimum 60-day disqualification; three within three years, at least 120 days.20FMCSA. 6.2.5 Disqualification of Drivers (383.51) Speeding 15 mph or more over the limit, reckless driving, improper lane changes, following too closely, driving a CMV without the proper class or endorsements, and texting or using a handheld phone while driving a CMV all count. These violations count whether they happen in a commercial vehicle or your personal one, so a speeding ticket in your pickup on a Saturday can cost you CDL privileges on Monday if another serious violation is already on your record within the past three years.

Keeping Your CDL Current

A Louisiana CDL has an expiration date, and you can begin the renewal process up to 180 days before that date. If you carry a hazmat endorsement, plan further ahead; the TSA security threat assessment must be renewed each cycle, and TSA recommends starting at least 60 days out to avoid gaps in your eligibility.18Transportation Security Administration. HAZMAT Endorsement The medical certificate is on its own timeline; most certificates are valid for two years, though certain conditions shorten that period. Letting your medical card lapse downgrades your CDL and blocks you from driving commercially until you recertify.
