Louisiana reciprocity requirements for licenses and permits vary sharply by credential: nurses and physical therapists in compact states can start work immediately, most trades now have a universal recognition pathway under the Welcome Home Act, concealed carry no longer requires a permit at all, driver’s licenses must be transferred within 30 days, and attorneys and physicians have to go through Louisiana’s own process with almost no shortcuts. What follows is what each of those looks like in practice.
Driver’s License: The 30-Day Deadline
If you move to Louisiana, you have 30 days from establishing a domicile to transfer your out-of-state driver’s license.1Louisiana Office of Motor Vehicles. License Transfers The transfer is done in person at an Office of Motor Vehicles location. You surrender your previous license and bring proof of identity, your Social Security number, and two documents proving Louisiana residency, such as a utility bill or lease.
For holders of a valid U.S. license, Louisiana generally waives both the knowledge and road tests. Miss the 30-day window and you can run into trouble with vehicle registration and with your auto insurer, which may question coverage when the policyholder has not complied with the transfer requirement.
Visitors, students enrolled at Louisiana schools, and active-duty military stationed in the state can drive on a valid home-state license for up to 90 days, as long as students and servicemembers also carry their school or military ID. Military dependents get the same treatment while their sponsoring servicemember is stationed in Louisiana.2Louisiana State Legislature. Louisiana Code RS 32-404 – Operation of Motor Vehicles by Nonresidents, Students, and Military Personnel and Dependents Foreign license holders who become residents should expect to take both the written and road tests when they transfer.
Concealed Carry: Permitless, but Permits Still Travel
Since July 4, 2024, anyone 18 or older who can legally possess a firearm may carry a concealed handgun in Louisiana without a permit. This applies to residents and visitors alike.3Justia Law. Louisiana Revised Statutes Title 14 RS 14-95 – Illegal Carrying of Weapons If federal or state law does not bar you from possessing a firearm, you do not need a Louisiana permit to carry concealed inside Louisiana.
Louisiana still issues concealed handgun permits, and the main reason to get one is travel. Louisiana has mutual recognition agreements with 38 states, so a Louisiana permit lets you carry concealed in those states. The same reciprocity runs the other way: out-of-state permit holders aged 21 or older with a valid permit from one of those reciprocal states are recognized in Louisiana.4Louisiana State Police. Reciprocity
Whether you carry under permitless carry or on a permit, the same location restrictions apply. Concealed handguns are prohibited in:
- Police stations, detention facilities, prisons, and jails
- Courthouses, the state capitol, polling places, and meeting places of local governing authorities
- Any school campus, school bus, school-sponsored function, or within 1,000 feet of school property
- Churches, synagogues, mosques, and similar places of worship
- Portions of airports where federal law prohibits firearms
- Parades and permitted demonstrations
Carrying in a school firearm-free zone is a separate felony punishable by up to five years at hard labor, and lack of knowledge that you were within 1,000 feet of school property is not a defense.5FindLaw. Louisiana Revised Statutes Title 14 Section 95.2 Private property owners can also prohibit firearms, and entering someone’s private residence while carrying concealed requires that person’s consent.6Louisiana State Legislature. Louisiana Code RS 40-1379.3 – Statewide Permits for Concealed Handguns
Occupational Licenses: The Welcome Home Act
The Welcome Home Act (Senate Bill 60) established universal recognition of occupational licenses in Louisiana.7Office of the Governor of Louisiana. Landry Applauds the Passage of the Welcome Home Act Instead of waiting for individual boards to negotiate state-by-state agreements, the statute creates a default pathway: a worker licensed and in good standing elsewhere can apply for recognition in Louisiana. The practical impact is largest for occupations that previously had no reciprocity framework at all, including cosmetologists, electricians, plumbers, and similar trades, where newcomers used to restart the licensing process from scratch.
The Welcome Home Act does not override profession-specific rules set by boards with independent statutory authority. Attorneys, physicians, and some other professions still follow their own processes, described below.
Healthcare: Nurses and Physical Therapists Have It Easiest
Louisiana is a member of the enhanced Nurse Licensure Compact, so registered nurses and licensed practical nurses who hold a multistate license can practice in Louisiana without applying for a separate state license.8Louisiana State Board of Nursing. Nurse Licensure Compact The compact currently covers 43 jurisdictions.9Nurse Licensure Compact. Nurse Licensure Compact – Home Nurses coming from a non-compact state must apply through the Louisiana State Board of Nursing.
Physical therapists and physical therapist assistants have a similar deal. Louisiana participates in the Physical Therapy Licensure Compact, which includes 37 member states actively issuing and accepting compact privileges.10PT Compact. PT Compact Map A compact privilege lets a PT or PTA licensed in another member state work in Louisiana without a separate Louisiana license, which matters most for travel therapists and anyone treating patients close to a state line.
Physicians
There is no reciprocity shortcut for physicians. Every applicant goes through initial licensure with the Louisiana State Board of Medical Examiners. U.S. and Canadian medical school graduates need to have passed the USMLE, COMLEX-USA, or an equivalent exam and completed at least two years of postgraduate clinical training in an ACGME- or AOA-accredited program. International graduates face stricter requirements, including three years of ACGME-approved residency in the same specialty and ECFMG certification.11Louisiana State Board of Medical Examiners. Application and Instructions for Initial Licensure – Physicians
One commonly missed rule: if more than ten years have passed since you last took a medical competency exam, you must either hold current ABMS (or AOA equivalent) board certification or pass the SPEX or COMVEX-USA before Louisiana will issue a license.11Louisiana State Board of Medical Examiners. Attorneys: The Hard Case
Louisiana does not offer admission on motion. Because the state operates under a civil law system rooted in French and Spanish traditions, its bar exam consists of nine separate examinations, five of which cover Louisiana Civil Code subjects such as community property, forced heirship, and obligations. Those subjects do not appear on any other state’s bar exam.12Louisiana State Committee on Bar Admissions. The Bar Exam
Louisiana Supreme Court Rule XVII governs bar admission and provides no general exam waiver for out-of-state attorneys. The one notable carve-out is in Section 15 of Rule XVII, which allows the spouse of an active-duty servicemember stationed in Louisiana to obtain a limited license without the bar exam, provided they hold a valid license from another jurisdiction, are in good standing, and meet the supervision requirements.13Louisiana Supreme Court. Rule XVII – Admission to the Bar of the State of Louisiana – Section 15 Everyone else sits for the Louisiana bar.
Teachers
Louisiana participates in the NASDTEC Interstate Agreement, which supports teacher mobility but does not grant automatic certification.14National Association of State Directors of Teacher Education and Certification. Interstate Agreement A teacher holding a valid standard certificate from another state typically receives a Louisiana Out-of-State (OS) Certificate, a three-year, non-renewable credential that lets you teach while finishing Louisiana’s additional requirements, mainly specific Praxis scores.15Teach Louisiana. Out-of-State Certification Application Packet
Experienced teachers have a better path. Those with at least three years of successful teaching in another state, verified by satisfactory evaluations, can earn a Level 1 Louisiana certificate after one year of teaching in a Louisiana school, without taking the additional exams.15Teach Louisiana. Out-of-State Certification Application Packet
Contractors
The Louisiana State Licensing Board for Contractors (LSLBC) participates in the NASCLA Accredited Examination program. Passing the NASCLA commercial general building exam in another participating state gives you a credential Louisiana recognizes when you apply.16National Association of State Contractors Licensing Agencies. NASCLA Commercial Exam Participating State Agencies The LSLBC also accepts trade exams passed in other states, as long as the exam covers the classification you’re applying for in Louisiana and you passed it without any waiver or grandfathering.
If you held a Louisiana contractor license under an older bilateral reciprocity agreement, note that the LSLBC voided those prior agreements in favor of the current exam-based process. You will need to apply under the current rules.
Military Spouses and Servicemembers
Federal law adds a layer of portability on top of anything Louisiana offers. Under the Servicemembers Civil Relief Act, servicemembers and their spouses who relocate on military orders can use their existing professional licenses in the new state by submitting an application with proof of orders and an affidavit of good standing. If the state licensing authority cannot process the application within 30 days, it must issue a temporary license with the same rights as a permanent one.17Office of the Law Revision Counsel. United States Code Title 50 Section 4025a – Portability of Professional Licenses of Servicemembers and Their Spouses
Congress amended this provision in December 2024 to remove the earlier restriction on law licenses, so military spouses who are attorneys can now use the federal portability pathway as well as Louisiana Supreme Court Rule XVII’s military spouse provision.18United States Department of Justice. What a Lapse or Misstep Costs
Driving on a suspended, revoked, or canceled Class D or E license carries a fine of up to $500 and up to six months in jail, plus a potential civil penalty of up to $1,250. Holders of commercial Class A, B, or C licenses face fines up to $5,000 and civil penalties up to $2,500.19Justia Law. Louisiana Revised Statutes Title 32 RS 32-415 – Operating Vehicle While License Is Suspended, Revoked, or Canceled Driving on a suspended license during a second DWI offense adds a mandatory minimum of seven consecutive days in jail on top of the DWI sentence.
Professional license violations are handled by the relevant state board and can bring suspension, revocation, and civil penalties. Practicing law, medicine, or another regulated profession without proper Louisiana credentials can also trigger fraud-related criminal charges, with the sharpest exposure in healthcare.
For firearms, carrying in a school firearm-free zone is a felony punishable by up to five years at hard labor, with no defense for not realizing you were within 1,000 feet of a school.5FindLaw. Louisiana Revised Statutes Title 14 Section 95.2 Violations at other restricted locations can lead to permit revocation and criminal charges.
