LPC Reciprocity in South Carolina: Pathways, Compact, and Requirements

If you already hold a counseling license in another state and want to practice in South Carolina, you will most likely apply through endorsement, not reciprocity. In South Carolina, the two words mean different things: endorsement is the general pathway open to LPCs from any state, while LPC reciprocity in South Carolina is a narrow track reserved for counselors holding a North Carolina LCMHC license. A third option, the Counseling Compact, can get eligible counselors practicing almost immediately, and military spouses have their own accelerated route.¹

Picking the right pathway matters. Applying under the wrong one wastes weeks and, in some cases, money.

Which Pathway Applies to You

The South Carolina Board of Examiners runs two separate application tracks for out-of-state counselors. Endorsement is available if you hold a current, active, unrestricted LPC license in good standing from any state, with no pending investigations against you. Reciprocity applies only if you hold a current, active, unrestricted North Carolina LCMHC (Licensed Clinical Mental Health Counselor) license in good standing.¹

The Board has statutory authority to enter into reciprocity agreements with other jurisdictions, but at this time the reciprocity pathway applies only to North Carolina.² Everyone else uses endorsement.

One more limit worth knowing up front: you can only be issued a credential at the level equivalent to what you hold at home. An associate-level license in your current state will not convert to a full LPC in South Carolina.¹

Endorsement

To qualify for licensure by endorsement, you submit a Board-approved application, certify that you have read and understand South Carolina’s statutes, regulations, and code of ethics, pay the required fee, and show that your out-of-state license is current, active, unrestricted, and free of pending investigations. The Board may request additional documentation to confirm your credentials line up with South Carolina’s standards.¹

North Carolina Reciprocity

If you hold the NC LCMHC, you submit a Board-approved application with the required fee and any additional documentation the Board requests. The core proof is that your North Carolina license is current, active, unrestricted, and in good standing.¹

How South Carolina Evaluates Your Credentials

Whether you apply by endorsement or reciprocity, South Carolina’s underlying standards are the yardstick the Board uses. Expect the Board to look at three things: your degree, your exam history, and your supervised experience.

Education

You need a master’s degree or higher with a minimum of 60 graduate semester hours primarily in counseling.¹ Two ways to satisfy it:

A Clinical Mental Health Counseling program accredited by CACREP at the time of your graduation.
A graduate degree of at least 60 semester hours from a regionally accredited institution or one accredited by a recognized national accrediting body. Non-CACREP applicants must submit a Coursework Description and Verification Form and a Practicum and Internship Review Form alongside official transcripts.

Examination

South Carolina requires applicants to pass a Board-approved examination.³ In practice, that means the National Counselor Examination (NCE) or the National Clinical Mental Health Counseling Examination (NCMHCE). If you already passed one of these for your current license, request a score verification report through the National Board for Certified Counselors (NBCC). That takes roughly four weeks and can be delayed by missing transcripts, pending ethics matters, or unpaid fees.⁴

Supervised Experience

South Carolina requires 1,500 hours of post-master’s clinical experience completed over at least two years. That includes at least 1,380 hours of direct client contact and at least 120 hours of documented supervision. Of the 120 supervision hours, at least 60 must be individual or triadic; the remaining 60 can be individual, triadic, or group.⁵

Your supervisor must have been a licensed professional counselor supervisor or another qualified licensed mental health practitioner approved by the Board before supervision began. The regulations define a “qualified licensed mental health practitioner” as a Professional Counselor Supervisor, Marriage and Family Therapy Supervisor, Addiction Counselor Supervisor, Psychologist, or Medical Doctor with Board approval and the expertise to guide clinical work involving serious diagnoses.⁶

If your home state required fewer hours or used different supervision criteria, expect the Board to ask for supervision logs or attestations from your previous supervisors. If a supervisor’s credentials do not clearly match South Carolina’s definitions, the Board may want additional verification before accepting those hours.

Applying: Documents, Fees, and Timeline

Endorsement and reciprocity applications are submitted electronically through the Board’s online portal. Along with the application, you upload a Verification of Lawful Presence Form. The initial license fee for a professional counselor is $130, and there may be additional application review fees depending on your pathway, so check the current fee schedule before submitting.¹⁷

Send official transcripts from every graduate institution directly to the Board. Non-CACREP graduates also submit the coursework description and practicum/internship verification forms noted above. You will also arrange verification of your current license directly from the issuing state, confirming it is active, unrestricted, and free of pending investigations.

Background Check and Disclosure

Every LPC applicant undergoes a state criminal records check through the South Carolina Law Enforcement Division (SLED) and a national criminal records check through the FBI, both fingerprint-based. The applicant pays for both. Results go directly to the Board’s department and remain confidential unless used to support a denial.³

A criminal record does not automatically disqualify you. South Carolina law bars the Board from denying a license solely because of a prior criminal record unless the crime directly relates to the duties and responsibilities of professional counseling.⁸⁹

If you have any disciplinary history, disclose it fully on the application. A nondisclosure that the Board later uncovers is almost always worse than the underlying issue.

The Counseling Compact: The Fastest Alternative

South Carolina is a member of the Counseling Compact, which offers a faster route than endorsement for eligible counselors.¹⁰ Instead of a full endorsement application, qualified LPCs obtain a “privilege to practice” in South Carolina through the CompactConnect system. The privilege number appears almost instantly after approval, so you can start practicing right away.¹¹

To use the Compact, you must hold an unencumbered license to independently diagnose, assess, and treat at the highest level in your home state, and your home state must also be a Compact member. Your home state is wherever you primarily reside; a license from a different state does not qualify. Associate-level licensees and recent graduates still working through supervised hours are not eligible, regardless of the license title.¹²

The initial privilege fee is $55, and the renewal fee is $55. Your privilege expires on the same date as your home state license at the time it was issued, and the expiration does not update automatically when you renew at home. After your home state reports the new expiration date, you renew the privilege separately in CompactConnect. LMFTs and LCSWs are generally not eligible for the Counseling Compact because they typically have not completed the education and exam requirements specific to it.¹¹¹²

Military Spouse Options

If you are the spouse of an active-duty service member stationed in South Carolina, two separate protections can get you practicing faster than the standard endorsement track.

State Temporary License

South Carolina law requires the Board to issue a one-year temporary professional license to military spouses when the service member is assigned to a duty station in the state. You submit proof of marriage to an active-duty member, hold a valid license in good standing from another jurisdiction, provide a certificate of good standing, and complete the same fingerprint-based SLED and FBI background checks required of all applicants. The temporary license lasts one year and cannot be renewed, so plan to complete a full endorsement application during that year.¹³

Federal SCRA Portability

The Servicemembers Civil Relief Act (SCRA) adds another layer. Under federal law, a professional license is treated as valid in a new state when a service member or spouse relocates on military orders, provided the license is in good standing, has not been revoked, and is not subject to a pending investigation. The application requires proof of military orders, a notarized affidavit, and for spouses, a copy of the marriage certificate. The licensing authority cannot demand written tests, professional references, transcripts, or test scores beyond what the SCRA specifies.¹⁴

After You Are Licensed

Once your South Carolina license is in hand, plan for renewal early. LPC licenses renew biennially by August 31 in odd-numbered years, with a $150 biennial renewal fee and 40 hours of continuing education required each renewal period from Board-approved providers.¹⁵⁷¹⁶ Review the Board’s current CE guidelines before picking courses, because hours must be distributed across clinical and ethics topics in specific ways, and licensees can be audited for compliance.
