Your tax bill doesn’t apply to the full appraised value. Ohio uses an assessed value of exactly 35% of the appraisal.6Ohio Department of Taxation. Real Property Tax – General A home appraised at $200,000 has an assessed value of $70,000, and every mill of tax is applied to that $70,000.
How Mills Turn Into Dollars
Tax rates in Ohio are quoted in mills. One mill equals one dollar of tax for every $1,000 of assessed value.6Ohio Department of Taxation. Real Property Tax – General So a mill on that $70,000 assessed home costs $70. Your total rate is the sum of every mill levied by every jurisdiction your parcel falls inside: school district, township or city, county, library, park district, and any special levies voters have approved.
State law caps unvoted taxes at ten mills combined across all overlapping jurisdictions.7Ohio Legislative Service Commission. Ohio Code 5705.02 – Ten-Mill Limitation Almost every homeowner pays well above ten mills, because voter-approved levies — school levies especially — sit outside that cap. The composite rate varies across the county depending on which school district, municipality, and township combination your parcel falls in.

Credits and Exemptions That Lower the Bill
Several programs reduce Mahoning County property tax. Some apply automatically. Others require an application, and missing one is the most common way homeowners overpay.
10% Non-Business Credit
Ohio auditors apply a 10% credit against qualifying levies on residential and agricultural property.10Ohio Department of Taxation. Distributions – Real Property Tax Rollbacks – Overview It appears on your bill as the “non-business credit,” and the state reimburses the county. You don’t have to apply.
2.5% Owner-Occupancy Credit
If you own and occupy the home as your primary residence, you qualify for an additional 2.5% reduction on qualifying levies.11Ohio Department of Taxation. Application for Owner-Occupancy Tax Reduction New homeowners have to file the application once with the Auditor’s office; after approval it renews automatically as long as you stay in the home. Landlords and owners of vacant or investment property don’t qualify.
Homestead Exemption
The Homestead Exemption shields part of your home’s market value from taxation if you are 65 or older, or permanently and totally disabled.12Ohio Legislative Service Commission. Ohio Code 323.151 – Valuation of Homestead Property Definitions For Tax Year 2025, that shield is $29,000 of market value for standard eligibility and $58,000 for disabled veterans or surviving spouses of public service officers killed in the line of duty.13Ohio Department of Taxation. Real Property Tax – Homestead Means Testing The dollar figures adjust upward each year based on the GDP deflator.14Ohio Legislative Service Commission. Ohio Code 323.152 – Reductions in Taxable Value
Eligibility is means-tested. Your modified adjusted gross income (including a spouse’s) must fall below the annual threshold, which is $40,000 for Tax Year 2025 and adjusts each year.13Ohio Department of Taxation. Real Property Tax – Homestead Means Testing Applications go to the County Auditor. For homeowners on a fixed income, the savings are meaningful.
Current Agricultural Use Value
Farmland can be taxed on its value as farmland rather than its market value as potential development. To qualify for CAUV, at least ten acres must be devoted to commercial agriculture, or a smaller tract must produce an average gross income of at least $2,500 per year over the three years before application.15Ohio Department of Taxation. Current Agricultural Use Value (CAUV) Agricultural-use values run well below market values, and the reduction can be substantial.
Challenging Your Property Value
If you think the Auditor’s appraised value is too high, file a Complaint Against Valuation with the Mahoning County Board of Revision. The deadline is March 31 each year. You generally get one filing per three-year appraisal cycle, so missing the window pushes you to the next available year. The complaint form is the same statewide document used in every Ohio county and is available through the Auditor’s website or the Ohio Department of Taxation.
The Auditor’s value is presumed correct, and the burden of proof is on you. Bring evidence: recent comparable sales in your neighborhood, an independent appraisal, or documentation of defects that reduce market value. A general complaint that taxes feel too high won’t move the board. Complete the form carefully. Incomplete or incorrect filings can be dismissed before anyone reviews the substance.
What Happens If You Fall Behind
After the initial 10% penalty, unpaid taxes accumulate interest and become a lien on the property. The auditor certifies delinquent parcels, and once a property is far enough behind, the treasurer can start foreclosure proceedings.16Ohio Legislative Service Commission. Ohio Code Chapter 5721 – Delinquent Lands
You can redeem the property at any point before a court confirms the foreclosure sale by paying all back taxes, penalties, interest, and court costs in full.17Ohio Legislative Service Commission. Ohio Code 5721.25 – Redemption of Delinquent Land If a lump sum isn’t realistic, Ohio allows a delinquent tax contract that spreads the balance over up to five years. Once a foreclosure complaint has been filed, redemption also requires showing that the property complies with local zoning and building codes. If you’re struggling to pay, call the Treasurer’s office before the penalties compound; options shrink fast once foreclosure begins.
