Maine Permit Test: Eligibility, Documents, and Fees

The Maine permit test is a 30-question written exam on traffic laws, road signs, and safe driving, and you pass by answering at least 24 correctly. You take it at a Bureau of Motor Vehicles branch office after mailing your application, documents, and $35 fee to the BMV in Augusta. The whole process runs through the mail, so plan for several weeks between sending your paperwork and sitting for the exam.

Who Can Apply

You must be at least 15 years old to apply for a learner permit in Maine.1Maine State Legislature. Maine Code 29-A 1304 – Learner’s Permits If you’re under 18, you have to finish an approved driver education course before you can even submit the application, and your certificate of completion goes in with your paperwork.2Maine Legislature. Maine Code 29-A 1351 – Driver Education Skip that step and the application comes back.

Applicants 18 and older can apply directly without driver’s ed, which makes the process faster for adults getting their first license.

What’s on the Test

Questions come from the Maine Motorist Handbook and Study Guide, available on the Secretary of State’s website. They cover traffic signals, pavement markings, right-of-way rules, and the legal consequences of impaired driving. There are 30 questions and you need 24 right to pass, which is 80 percent, so you can only miss six.3Maine Secretary of State. Drivers License Exam

Read the handbook cover to cover rather than relying only on generic online practice tests. Maine-specific material about moose crossings, winter driving, and local right-of-way situations shows up on the exam. The topics that trip people up most often are right-of-way rules, sign identification, and the alcohol-related driving laws.

If you need a language that isn’t available in the digital testing system, the BMV will arrange a free professional interpreter, though scheduling can take four weeks or longer. Note the language on your application so the BMV can plan ahead.3Maine Secretary of State. Drivers License Exam

Documents and Fee

Maine uses Form MVE-64 for all non-commercial Class C permit applications. Every field has to be filled in, including height, weight, hair color, and eye color, because the permit also functions as an ID. An incomplete form gets mailed back and costs you weeks.4Maine Bureau of Motor Vehicles. Non-Commercial Class C Application

Send the following with your application:

  • A birth certificate if you’re under 23. It must carry the embossed seal or stamp of the issuing agency. Notarized copies and plain photocopies aren’t accepted.4Maine Bureau of Motor Vehicles. Non-Commercial Class C Application
  • Your Social Security number if you’re eligible for one. The Social Security card can serve as one of your two IDs.
  • Two forms of identification, such as a Social Security card, certified birth certificate, or other government-issued documents.
  • Proof of your current Maine address.
  • A parent or guardian signature if you’re under 18. The application won’t be processed without it.4Maine Bureau of Motor Vehicles. Non-Commercial Class C Application
  • A $35 check or money order payable to the Secretary of State.4Maine Bureau of Motor Vehicles. Non-Commercial Class C Application

If your name has changed since your birth certificate was issued, include legal proof such as a marriage certificate, divorce decree, or court order. The most common reason applications get returned is incomplete information, so check every field twice before the envelope leaves your hands.

How to Apply and Schedule the Test

Maine’s permit application is mail-only. There’s no online submission and no walk-in option.4Maine Bureau of Motor Vehicles. Non-Commercial Class C Application Mail your completed MVE-64, all required documents, and your $35 payment to:

Once the BMV processes everything, you’ll get a scheduling notice in the mail with your exam date, time, and branch location. The test is given at one of 13 BMV branch offices across the state. Bring the notice and valid identification to your appointment. Mail your application early, because the mail-based process means weeks of lead time, more if you need an interpreter.

At the Branch Office

Staff check you in, verify your identity, and run a vision screening before the written exam. Wear your glasses or contacts if you need them to see clearly. Meeting the visual acuity standard with corrective lenses means a restriction will be noted on your permit requiring you to wear them whenever you drive.6Maine Bureau of Motor Vehicles. Eye Examination Form Corrected vision in the 20/50 to 20/100 range may bring a daylight-only driving restriction.

If you don’t pass the screening at the branch, you’ll need to see an eye doctor and submit a completed BMV Eye Examination Form. That adds another step before the permit is issued.

After the vision screening comes the written test. Pass it and the BMV issues your learner permit the same day.

If You Fail

Failing isn’t permanent. The BMV lets you retake the exam, but you’ll have to wait for an available appointment at your branch, and turnaround depends on local scheduling. Use the time to work through the handbook sections that caught you out, especially right-of-way, signs, and the alcohol-related rules.

Rules Once You Have the Permit

Your supervising driver has to meet all four of these conditions: at least 20 years old, licensed for at least two years, seated beside you in the front, and licensed for the same vehicle class you’re driving.1Maine State Legislature. Maine Code 29-A 1304 – Learner’s Permits A 19-year-old friend doesn’t qualify. Someone in the back seat giving directions doesn’t qualify. The person next to you has to check every box.

Using a handheld electronic device or cell phone while driving on a permit is illegal in Maine at any age. That covers texting, holding the phone for a call, or touching any handheld device while the vehicle is in motion or stopped in traffic. Pull over and stop safely off the road if you need to use your phone.7Maine Secretary of State. License Age Restrictions

The permit is valid for two years.1Maine State Legislature. Maine Code 29-A 1304 – Learner’s Permits If it expires before you take the road test, you’ll need to retake the written exam for a new permit, though you won’t have to wait an additional holding period before scheduling the road test. Applicants under 21 must hold the permit for at least six months and log 70 hours of supervised practice, 10 of them after dark, before taking the road test.7Maine Secretary of State. License Age Restrictions Those 21 and older don’t have the six-month wait or the hour requirement.
