Maine uses the federal poverty guidelines published each year by the U.S. Department of Health and Human Services to decide who qualifies for programs like MaineCare, SNAP, TANF, WIC, and heating assistance. For 2026, the Maine poverty line sits at $15,960 a year for one person and $33,000 for a household of four.1U.S. Department of Health and Human Services. 2026 Poverty Guidelines Detailed Tables About 10.6% of Maine residents live below that line.2U.S. Census Bureau. QuickFacts – Maine Most assistance programs don’t cut you off at the poverty line itself. They set their income limits at a percentage above or below it, so a household earning well above $33,000 may still qualify for several programs.
2026 Poverty Guidelines for Maine
Maine uses the same figures as the other 47 contiguous states and the District of Columbia. These are gross annual income amounts, before taxes:1U.S. Department of Health and Human Services. 2026 Poverty Guidelines Detailed Tables
- 1 person: $15,960
- 2 people: $21,640
- 3 people: $27,320
- 4 people: $33,000
- 5 people: $38,680
- 6 people: $44,360
- 7 people: $50,040
- 8 people: $55,720
- Each additional person: add $5,680
These numbers don’t adjust for Maine’s heating costs or for the gap in living expenses between Portland and rural counties, but they are still the starting point every benefits program uses.
How Each Benefit Program Uses the Poverty Line
The poverty line is a benchmark, not an eligibility cutoff. Here is where each major program sets its door.
MaineCare (Medicaid)
Because Maine expanded Medicaid, most adults between 21 and 64 qualify if monthly income stays at or below $1,836 for a single person — roughly $22,032 a year, which tracks to 138% of the federal poverty level. Children, young adults aged 19 to 20, and pregnant individuals qualify at higher incomes. In a one-person household, children and young adults qualify with monthly income up to $4,057, and pregnant individuals up to $2,847.3Maine Department of Health and Human Services. Health Care Assistance MaineCare uses modified adjusted gross income, which counts wages and self-employment but excludes Supplemental Security Income.
SNAP (Food Assistance)
SNAP has the widest door of the major programs. Gross household income can be as high as 200% of the federal poverty level and the household may still qualify, provided net income after allowable deductions falls at or below 100% of the poverty line.4My Maine Connection. Supplemental Nutrition Assistance Program For a family of four in 2026, that gross ceiling is $66,000. Deductions that bring down net income include housing costs, dependent care, and certain medical expenses for elderly or disabled household members.
Households where every member already gets TANF or SSI are categorically eligible without a separate income test. If at least one member is 60 or older or has a disability, there is no gross income test at all; only the net income limit applies, and countable resources must be $4,500 or less.
TANF Cash Assistance
Temporary Assistance for Needy Families is the most restrictive of the major programs. A family of three faces a gross income limit of roughly $1,023 per month, about 47.5% of the federal poverty level, and the maximum monthly benefit for that household is around $723.5Maine Legislature. Maine Code Title 22 – Temporary Assistance for Needy Families Promotion of Economic Self-Support TANF also carries work requirements and time limits. Families who earn too much for TANF but still struggle usually qualify for SNAP and MaineCare.
WIC
The Special Supplemental Nutrition Program for Women, Infants, and Children sets its cutoff at 185% of the federal poverty guidelines.6Food and Nutrition Service. WIC Income Eligibility Guidelines For May 2025 through June 2026, Maine’s annual income limits are:7Maine Department of Health and Human Services. - 1 person: $28,953
- 2 people: $39,128
- 3 people: $49,303
- 4 people: $59,478
- 5 people: $69,653
WIC serves pregnant and postpartum individuals, infants, and children up to age five. Anyone already enrolled in MaineCare, SNAP, or TANF is automatically income-eligible.
Home Energy Assistance (HEAP)
HEAP uses the most generous income limits of any program on this list, because it is pegged to roughly 150% of state median income for smaller households rather than to the poverty line. For the 2025–2026 heating season, annual income ceilings are:8Maine State Housing Authority. HEAP Income Eligibility
- 1 person: $36,836
- 2 people: $48,170
- 3 people: $59,504
- 4 people: $70,839
- 5 people: $82,173
- 6 people: $93,507
Households with high medical expenses may be able to deduct a portion of those costs for eligibility purposes. There is no asset test, so savings or home equity won’t disqualify you.
How Income and Household Size Are Counted
Two things decide where you land against these thresholds: who counts as part of your household, and what counts as income.
For most Maine benefits, a household is the people living together as a single economic unit. For SNAP specifically, that means people who buy and prepare food together, which is a narrower test and can split one address into two households. Household size matters as much as income does, because every threshold on this page climbs with each additional person.
Income is counted gross (before taxes) at the application stage for most programs. MaineCare uses modified adjusted gross income, SNAP applies deductions to arrive at a net figure, and HEAP allows a medical expense deduction. Supplemental Security Income is excluded from the MaineCare calculation. Program-specific deductions can pull a household that looks ineligible on paper under the limit, so it is worth applying if you are close.
