To get a social work license in Maine, you need a qualifying degree, a passing score on the matching Association of Social Work Boards (ASWB) exam, a criminal background check, and a $70 application fee submitted to the Maine State Board of Social Worker Licensure. Clinical licensure adds thousands of hours of supervised practice on top of that. Maine social work license requirements vary across five license levels, and the right path depends on your degree and the kind of work you want to do.
The Five License Levels
Maine issues five social work licenses, each defined in Title 32, Chapter 83 of the Maine Revised Statutes. Picking the right one is the first step, because the degree, exam, and supervised-hour requirements all follow from it.
- Licensed Social Worker (LSW) is the entry-level license. It allows community organization, social planning, administration, and resource coordination, but not diagnosis, psychotherapy, or private practice.1Maine Legislature. Maine Code Title 32 7053 – Qualifications
- Licensed Social Worker, Conditional (LSX) is for people whose bachelor’s degree is in a related field rather than social work itself. The board decides whether the field is close enough.1Maine Legislature. Maine Code Title 32 7053 – Qualifications
- Licensed Master Social Worker (LMSW) covers non-clinical consultation, administrative leadership, and higher-level psychosocial evaluation, but not independent clinical practice.
- Licensed Master Social Worker, Conditional Clinical (LMSW-CC) is the bridge license held while you accumulate supervised hours toward full clinical licensure. You can practice clinically in an organized setting, but you cannot open a private clinical practice.2Legal Information Institute. Maine Code 05-071 CMR Ch 117, 4 – School Social Workers
- Licensed Clinical Social Worker (LCSW) is the top tier. An LCSW can independently diagnose and treat mental illness, provide psychotherapy, run a private clinical practice, and supervise LMSW-CC candidates.
A sixth category, the Certified Social Worker–Independent Practice (CSW-IP), hasn’t been issued to new applicants since January 1, 1985, though some practitioners still hold it.3Maine Legislature. Degree Requirements
For the LSW, you need a bachelor’s degree or higher in social work or social welfare from an accredited institution. The LSX accepts a bachelor’s in a related field, but the board makes that call case by case and typically wants proof of social services employment and a formal consultation arrangement in place.1Maine Legislature. Maine Code Title 32 7053 – Qualifications
The LMSW, LMSW-CC, and LCSW all require a master’s or doctoral degree in social work from a program accredited by the Council on Social Work Education (CSWE).4Association of Social Work Boards. If it isn’t, you can still qualify, but the supervision track doubles in length. The board may require a Verification of Clinical Social Work Degree form, certified by the registrar, to confirm the curriculum covered appropriate clinical coursework.1Maine Legislature. Supervised Hours for Clinical Licensure
If you’re going for the LCSW, this is where most of your time between graduation and full licensure will go. As an LMSW-CC with a clinical-concentration MSW, you need 96 hours of consultation alongside 3,200 hours of clinical social work employment, spread over no fewer than two and no more than four years. If your MSW was in a non-clinical concentration, both numbers double: 192 hours of consultation inside 6,400 hours of employment over at least four years.5Office of Professional and Occupational Regulation. Agreement to Provide Consultation Required for Licensure
Consultation must happen at four hours a month, with at least three of those hours one-on-one. Group sessions are capped at eight participants. Your consultant can be an LCSW, CSW-IP, licensed clinical professional counselor, licensed marriage and family therapist, licensed psychologist, or licensed psychiatrist from any state. Live synchronous video counts; audio-only calls do not. You log every hour on the board’s Verification of Social Work Consultation form, signed by your supervisor, and the work has to happen in an organized agency, school, institution, or similar setting that exposes you to multiple disciplines and a broad client mix.5Office of Professional and Occupational Regulation. Agreement to Provide Consultation Required for Licensure
The LSX has its own version: 96 hours of consultation within 3,200 hours of employment over two to four years, with additional contact hours during the first two years that include six in social work ethics and six in psychosocial assessment.1Maine Legislature. The ASWB Exam
Every applicant takes an exam from the Association of Social Work Boards, and the level has to match the license. The Bachelors exam is for the LSW and LSX, the Masters exam is for the LMSW and LMSW-CC, and the Clinical exam is for the LCSW.4Association of Social Work Boards. The Bachelors and Masters exams cost $230 each; the Clinical exam is $260.6Association of Social Work Boards. Exam Scores go directly to the board. If you don’t pass, ASWB policy requires a 90-day wait before you can test again. The board can waive that wait if your score was within 10 correct answers of the passing threshold.7Association of Social Work Boards. If You Fail the Exam
Background Check
A criminal background check is required for every social work license application in Maine. You book a fingerprinting appointment through IdentoGO at me.state.identogo.com. The board charges a $21 criminal history check fee as part of your application, and IdentoGO collects its own fee on top for the fingerprinting itself.8Office of Professional and Occupational Regulation. A conviction on its own does not disqualify you. Under Title 5, Chapter 341, the board can weigh criminal convictions when deciding whether an applicant is fit to practice, but no conviction is an automatic bar. The board looks at whether you have been sufficiently rehabilitated to warrant the public trust, and the burden of proving that rehabilitation falls on you. The board can only reach back 10 years from your final discharge from the correctional system; after that, with no further convictions, you must be treated the same as someone with no record. The one exception is that there is no time limit on considering the underlying conduct if that conduct independently qualifies as grounds for professional discipline.9Maine State Legislature. Filing the Application
Applications go through the Maine Regulatory Licensing and Permitting portal at licensing.web.maine.gov. You enter your information, upload transcripts, and submit verification forms online, paying by Visa or MasterCard.10Maine.gov. Once the file is complete and approved, the license is issued and you can start practicing within your scope.
Renewal and Continuing Education
Maine social work licenses run on a two-year renewal cycle. The renewal fee is $70. You have a 90-day grace period after expiration to renew late, but late renewal adds a $50 fee.8Office of Professional and Occupational Regulation. Board of Social Worker Licensure – Licensing and Forms
Each two-year period requires 25 contact hours of continuing education. For most license levels, at least 4 of those hours must be in social work ethics. The LSX has a higher bar: at least 6 hours in ethics and at least 6 hours in psychosocial assessment.11Office of Professional and Occupational Regulation. Important Reminder to All Licensed Social Workers Regarding Continuing Education Requirements for Renewal of a License
If your license has been expired more than 90 days but less than two years, the board may waive the exam requirement, but you still owe the late fee and must meet the full continuing education requirement. Past two years, you’re generally treated as a new applicant, which means retaking the ASWB exam.
Practicing Across State Lines
Maine has enacted the Social Work Licensure Compact, signed into law by Governor Janet Mills.12Maine House Democrats. Governor Signs Crafts Bill to Join Social Work Licensure Compact Once operational, it will let social workers licensed in member states practice across state lines without a separate license in each one. As of early 2026, the compact has reached activation status, but multistate licenses are not yet being issued, and implementation is estimated to take another 12 to 24 months.13Social Work Licensure Compact. Social Work Licensure Compact Until that process finishes, practicing in another state still requires applying for licensure there directly, which matters if you work near the New Hampshire border or deliver telehealth to clients outside Maine.
