Manassas Personal Property Tax: Rates, Relief, and Deadlines

The City of Manassas charges a personal property tax of $3.60 per $100 of assessed value, and the annual bill is due October 5.1City of Manassas, Virginia. Personal Property Taxes The tax covers vehicles, boats, trailers, aircraft, and business equipment kept inside the city, and it’s based on what you owned on January 1 of that year. Virginia’s Personal Property Tax Relief Act knocks down the amount you actually pay on a personal-use vehicle, and several exemptions and deductions can lower it further.

What Gets Taxed

Most Manassas residents encounter this tax through their vehicle, but it reaches further than that. Virginia law treats automobiles, trucks under two tons, motorcycles, campers and RVs, boats, boat trailers, and aircraft all as taxable tangible personal property.2Virginia Code Commission. Virginia Code 58.1-3503 – General Classification of Tangible Personal Property Boats weighing five tons or more fall into a separate valuation category.

Business owners pay the same tax on tangible property used in their trade: desks, computers, tools, machinery, and company vehicles. If you run a home-based business and expense or depreciate equipment with 50 percent or greater business use, that equipment is reportable.3City of Manassas, Virginia. Business Personal Property Taxes Business returns are due April 15.

How Your Vehicle Is Valued

Manassas uses the Clean Trade-In Value from J.D. Power (formerly NADA) to assess vehicles.1City of Manassas, Virginia. Personal Property Taxes This is what a dealer would offer on a trade-in for a vehicle in average condition at average mileage, and it usually runs lower than the retail price you’d see on a lot. Vehicles not listed in the J.D. Power guide, along with heavier trucks, boats, and aircraft, are valued at a percentage of original cost that decreases as the property ages. The Commissioner of the Revenue’s office handles valuations and can walk you through how a specific number was reached.

The State Relief That Lowers Your Bill

The $3.60 rate is one of the lowest in Northern Virginia, and the state covers part of what you’d otherwise owe on a personal-use vehicle. Virginia’s Personal Property Tax Relief Act reimburses localities for cutting the tax on the first $20,000 of a qualifying vehicle’s assessed value.4Virginia Code Commission. Virginia Code 58.1-3524 – Tangible Personal Property Tax Relief Business vehicles don’t qualify.

In Manassas, the relief tiers currently work this way:5City of Manassas, Virginia. Tax Rate Schedule

  • Assessed value of $1,000 or less: 100 percent relief. You owe nothing.
  • Assessed value between $1,001 and $20,000: 34.67 percent relief on the tax owed.
  • Assessed value above $20,000: 34.67 percent relief on the first $20,000, with the full $3.60 rate applied to every dollar above that.

For a vehicle assessed at $15,000, the pre-relief tax is $540. Relief covers roughly $187, leaving about $353. Many older cars worth $1,000 or less end up owing nothing at all.

Exemptions and Deductions Worth Checking

Disabled Veterans

The Virginia Constitution exempts one automobile or pickup truck from personal property tax when the owner or their spouse is a veteran rated 100 percent service-connected, permanent, and totally disabled, or totally disabled based on individual unemployability.6City of Manassas, Virginia. Disabled Veterans Apply through the Commissioner of the Revenue with a VA certification letter. Once approved, you only reapply when the vehicle changes.

Active-Duty Military

Under the Servicemembers Civil Relief Act, active-duty members whose legal residence is outside Virginia don’t owe Manassas personal property tax on vehicles garaged in the city, regardless of the state the vehicle is registered in.7City of Manassas, Virginia. Exemptions File an exemption application with supporting military documentation.

High-Mileage Deduction

If your vehicle has well above average miles for its year and model, you can apply for a high-mileage deduction that lowers the assessed value. The NADA guide sets the amount, which can’t exceed 40 percent of the vehicle’s trade-in value.8City of Manassas, Virginia. High-Mileage Deduction You have to file by April 15 every year; the deduction doesn’t roll forward. Bring your most recent unaltered state inspection slip, or an oil change or tire rotation record showing current mileage. Motorhomes and other recreational vehicles aren’t eligible.

The January 1 Rule

Manassas doesn’t prorate. Your tax is based on what you owned on January 1 and covers the full calendar year.1City of Manassas, Virginia. Personal Property Taxes Buy a car or move to the city on January 15, and you owe nothing to Manassas on that vehicle until next year. Sell a car or move away in February, and you still owe the full year on it.

This trips people up when they relocate mid-year and end up owing a full year of Manassas tax on a car already registered in their new city. Filing the paperwork promptly won’t erase the current year’s bill, but it stops next year’s from showing up.

Registering a Vehicle (and Reporting One You Sold)

New residents and anyone registering a vehicle in Manassas for the first time have 30 days from the purchase date or move-in date to file a personal property registration form.9City of Manassas, Virginia. Personal Property / Vehicle Taxes The form lives on the Commissioner of the Revenue’s website and asks for the VIN, make, model, year, and acquisition date.

The same 30-day window applies going the other direction. When you sell, trade in, or move a vehicle out of the city, submit the Moved/Sold Vehicle form so the city removes it from your account. Skip this step and the bills keep coming for a car you no longer own.

How to Pay

Bills go out in late August, which gives you about five to six weeks before the October 5 deadline.10City of Manassas, Virginia. Tax Calendar The city takes payment several ways:

  • Credit or debit card online, by phone, or in person. Visa, MasterCard, Discover, and American Express are accepted, with a non-refundable 2.95 percent convenience fee from the processor that appears as “AMS Service Fee” on your statement.11City of Manassas, Virginia. Payment Options
  • Electronic check for a flat $0.95 processing fee, usually the cheapest electronic option.
  • Personal check by mail to City of Manassas, P.O. Box 1759, Merrifield, VA 22116-1759.
  • In person at the Treasurer’s Office with check or card.

On a $500 bill, the card fee adds roughly $14.75. E-check runs under a dollar. On larger bills, the gap matters.

What Happens If You Pay Late

Virginia law sets a default late penalty of 5 percent of the unpaid tax, but localities can adopt their own: up to 10 percent in the first year of delinquency, and as much as 25 percent on tangible personal property that stays unpaid more than 30 days past due.12Virginia Code Commission. Virginia Code 58.1-3916 – Counties, Cities, and Towns May Provide Dates for Filing Interest can run as high as 10 percent per year on top of that.

Manassas sends delinquent accounts to Taxing Authority Consulting Services (TACS), which adds its own collection fees.1City of Manassas, Virginia. Personal Property Taxes Virginia also lets localities place a DMV stop on your vehicle registration for unpaid taxes, which blocks you from renewing until the balance is cleared. For a lot of people, that stop is the more painful consequence, since driving an unregistered vehicle isn’t an option.

Appealing an Assessment

If the assessed value on your bill looks too high, you can appeal to the Commissioner of the Revenue. Successful appeals almost always rest on a condition issue the standard valuation misses: collision damage, mechanical problems, flood damage, or mileage well beyond average.13City of Manassas, Virginia. Vehicle Assessment Appeals

Submit the city’s appeal form with one of the following:

  • An itemized repair estimate from a shop detailing the damage and cost to fix it
  • An insurance company estimate describing the condition
  • For high mileage, a copy of your latest inspection slip or service records showing the odometer

Virginia law does not allow sale prices, purchase offers, or trade-in quotes as the basis for a vehicle assessment. A cracked engine block or flood title gives you a strong case. Believing the guide is simply too generous does not.
