To satisfy Maryland MVA proof of residency requirements, you need to bring two documents from different categories on the MVA’s approved list, each showing your full legal name and a current Maryland physical street address. The same two-document standard applies whether you’re getting a REAL ID-compliant credential or a standard driver’s license or ID card. Get the documents right the first time and the visit is straightforward; get them wrong and you’ll be sent home to try again.
The Two-Document Rule
Maryland’s regulations list 21 categories of acceptable residency documents, and your two items must come from different categories. Both must display your name exactly as it appears on your application, and both must show a Maryland residential street address. A P.O. Box does not qualify because the regulation calls for a “current Maryland residence address.”1Legal Information Institute. Bring originals or certified copies. Phone photos and regular photocopies will not pass. The MVA agent scans your documents into the state system during your visit and returns the originals to you.2MDOT Motor Vehicle Administration. Identification (ID) Card
Documents the MVA Accepts
Any two of the following, from different categories, will satisfy the residency requirement:
- Maryland vehicle registration card or title
- A letter, bill, or statement from an electric, gas, water, telephone, cell phone, cable, or satellite TV provider about your account
- A letter or statement from a bank, credit union, or collection agency regarding an account you hold or a debt you owe
- An insurance card or policy
- A property tax bill or receipt
- A mortgage account statement, deed, communication from the State Department of Assessments and Taxation, or other proof of home ownership
- A residential rental contract or apartment lease
- Mail or a benefits statement from a federal, state, or local government agency
- A copy of a federal or Maryland income tax return filed within the last 18 months, with proof of filing
- An installment contract from a bank or other financial institution
- A sales tax license or business license
- A credit card statement
- A residential service contract or proof of delivery for services performed at your home
- An order of probation, parole, or mandatory release
- A medical or hospital bill
- A voter registration card
- A Selective Service card
- Mail from a U.S. college or university about your account
- A U.S. high school report card or transcript
- A valid Maryland state-issued professional license
The regulation also allows “other proof of residency acceptable to the Administration,” which gives MVA staff some room to accept unusual documents in specific situations.1Legal Information Institute. What Won’t Count
A few common documents people expect to work are not on the approved list. W-2 forms, 1099 forms, and pay stubs are not accepted. The MVA accepts copies of actual tax returns filed with the IRS or the state of Maryland, but not the wage statements your employer issues at tax time. The distinction catches people out because a W-2 has a name and address on it and feels like it should qualify.3MDOT Motor Vehicle Administration. Get a Maryland Driver’s License or ID Card
P.O. Boxes also don’t work, even if that’s where your mail actually goes. If your utility bill or bank statement shows a P.O. Box instead of your street address, ask the provider to reissue with the residential address, or use a different document. Documents with handwritten information or visible alterations are likely to be rejected as well.
Name and Address Have to Match
The full legal name on both documents must match what you put on your application. If your name has changed through marriage, divorce, or a court order, bring legal proof of the change, such as a marriage certificate or court decree, so the MVA can connect your current name to the name on older documents.1Legal Information Institute. Both addresses should be the same Maryland residential street address. If one document shows an old address because you haven’t updated it yet, use a different document.
Tax Returns: The 18-Month Rule
If you plan to use a federal or Maryland income tax return, it must have been filed within the last 18 months, and you need to bring proof of filing along with the return itself. This is the only document category with a specific expiration window written into the regulations.1Legal Information Institute. Maryland Code of Regulations 11.17.09.04 – Source Documents for Proof of Age, Name, Identity, Residence, Social Security Number, and Lawful Status or Temporary Lawful Status Other documents like utility bills and bank statements don’t have a formal expiration rule, though bringing something reasonably recent is the safer choice.
If You Don’t Have Two Documents in Your Name
Young adults living with parents, students, and people who recently moved in with a partner or relative often can’t produce two utility bills or bank statements in their own names at the shared address. For these situations, Maryland offers a Certification of Maryland Residency, Form DL-143.
The form lets someone you live with vouch for your address. The co-signer provides their identifying information, signs the form to certify that you live at the stated address, and brings their own proof of residency for that address to your MVA visit. You’re essentially borrowing their paper trail for the piece you’re missing. The form is on the MVA’s forms page.4MDOT Motor Vehicle Administration. MVA Forms
New Residents and the 60-Day Deadline
If you’ve moved to Maryland from another state, you have 60 days from the date you establish residency to get your Maryland driver’s license and transfer your vehicle title and registration. The deadline applies even if your out-of-state license is still valid.5MDOT Motor Vehicle Administration. New Maryland Residents
New residents who just signed a lease or closed on a home are in the best position because those documents count as residency proof on their own. Pair a signed lease with an insurance card or bank statement showing the new address and you have both documents in hand well before any utility bill would arrive.
