A Maryland MVA tag return is how you close out a vehicle’s registration when you sell, trade, junk, or total the car, or when you move out of state. You drop the plates off with a completed Tag Return Form (VR-027), get a receipt, and only then cancel your insurance. Do it in that order and you avoid the insurance violation penalties that trip up most people who cancel coverage first.
When You Have to Return Maryland Plates
The MVA wants the plates back any time you no longer have a use for them. One situation doesn’t require a return: transferring the plates to another vehicle you own. The new vehicle has to be titled in your name and the plate class has to match. Plates can also be transferred between immediate family members when the vehicle is a gift. How to Return the Plates
Three options, no appointment needed for any of them.
Drop Box
Most MVA branches have a 24-hour tag return drop box outside the building.3MDOT Motor Vehicle Administration. Blank copies of the VR-027 are usually stocked at the drop box if you didn’t print one at home.1MDOT Motor Vehicle Administration. In Person
Bring the plates and the completed VR-027 to the information counter at any branch during business hours. A representative processes the return and prints a receipt while you wait. This is the only method that gives you same-day confirmation.
By Mail
Send the plates to the MVA’s Glen Burnie office by certified mail with return receipt requested, so you have proof of the mailing date and delivery.1MDOT Motor Vehicle Administration. Filling Out the VR-027
The VR-027 is the standard tag return form. Download it from the MVA website or pick one up at a branch or drop box location.1MDOT Motor Vehicle Administration. Returning Maryland License Plates It asks for the plate number, the Vehicle Identification Number, and your information as it appears on the registration. Fill it out completely. An incomplete form can delay cancellation, which keeps the insurance-violation clock running.

Keep Insurance Active Until You Have the Receipt
The sequence matters. Return the plates first, wait for confirmation that the MVA has canceled the registration, and only then cancel your insurance. The MVA states it plainly: keep insurance in force until you receive the tag return receipt.1MDOT Motor Vehicle Administration. Penalties are set by law and calculated on how long the vehicle went uninsured, using information reported by the insurer.4MDOT Motor Vehicle Administration. These fines compound, and they’re avoidable if you don’t touch the insurance policy until the plates are back with the MVA.
Getting the Tag Return Receipt
If you used the drop box or mailed the plates, you can download the receipt through the myMVA online portal. Send a copy to your insurer so they can process the cancellation, and keep your own copy for several years. Registration disputes can surface long after you consider the matter closed, and the receipt is your proof of the return date. If you mailed the plates, the certified mail tracking number is your backup until the MVA generates the official receipt.
Registration Fee Refunds
Maryland gives partial refunds on registration fees when you return plates before the registration period is up, but the amount depends on the time left.
- 100% refund if the registration sticker was never affixed to the plate.

No refund is available if less than one year remains, if the plates were on a registration payment schedule, or if you’re returning them because you were issued substitute plates or stickers.1MDOT Motor Vehicle Administration.
