Maryland Proof of Residency: Accepted Documents and Rules

To prove Maryland residency at the MVA, you need two original documents from two different categories on the state’s approved list, each showing your full legal name and your current Maryland street address exactly as written on your application. Documents the MVA Accepts

The regulation lists 21 categories. Pick any two, from two different categories:

  • Maryland vehicle registration card or title
  • Insurance card or policy listing your Maryland address
  • A bill or account communication from a utility, telephone, cable, or satellite TV provider
  • A statement or account communication from a bank, credit union, financial institution, or collection agency
  • Property tax bill or receipt, mortgage statement, deed, or mail from the State Department of Assessments and Taxation
  • Residential rental contract or apartment lease
  • Mail or a benefits statement from a federal, state, or local government agency
  • A federal or Maryland income tax return no more than 18 months old, with proof of filing
  • An installment contract from a bank or other financial institution
  • Sales tax license or business license
  • Credit card statement
  • Residential service contract or proof of delivery for work performed at your home address
  • Medical or hospital bill
  • Voter registration card
  • Selective Service card
  • Mail from a U.S. college or university about your account, or a U.S. high school report card or transcript
  • A valid Maryland state-issued professional license

The regulation also allows “other proof of residency acceptable to the Administration,” so an unusual document that clearly ties you to a Maryland address is worth bringing if it’s what you have.1Legal Information Institute. Format, Freshness, and Address Matching

Tax returns come with a specific freshness rule written into the regulation: no more than 18 months old, and you must show proof you actually filed, not just the return itself.1Legal Information Institute. Bring documents dated as recently as you can.

The address has to match. Every document, and your application, needs to show the same Maryland street address, right down to apartment or unit number. Mismatches are one of the most common reasons applications are kicked back for a second visit. Check every document against your application before you leave the house.

If Nothing Is in Your Name

Students living with parents, adults staying with relatives, and people in transitional housing often have no bills or lease in their own name. Maryland handles this through a residency certification: someone who does have proof of the shared address vouches for you.

A spouse, parent, or other household member can certify that you live at their Maryland address. That person must bring their own valid proof of Maryland residency, plus documentation of the relationship where relevant (proof of dependency or guardianship, for example).1Legal Information Institute. If the household member can’t come to the branch in person, the form can be notarized instead. People living in nursing homes, homeless shelters, transitional service facilities, or halfway houses can use a letter from that facility confirming they receive mail there. Individuals on parole or mandatory release can use their court order or a signed statement from a correctional official.

Non-Citizens and Temporary Residents

The residency documents are the same for non-citizens. Anyone applying for a REAL ID-compliant card also has to prove lawful presence in the United States, which the MVA verifies electronically through the Department of Homeland Security’s SAVE system.4MDOT Motor Vehicle Administration. International students, scholars, au pairs, and G-4 visa holders can submit a SAVE Verification Request online before their appointment to avoid making multiple branch visits. Deadlines That Affect When You Need These Documents

New Maryland residents have 60 days to convert an out-of-state driver’s license to a Maryland license. Commercial driver’s license holders have 30 days.2MDOT Motor Vehicle Administration. What Happens at the Branch

Appointments are recommended and can be scheduled online at mymva.maryland.gov; walk-ins are allowed but slower.7MDOT Motor Vehicle Administration. Once everything checks out, you’ll receive a temporary paper receipt.
